Present: Councilmembers Bodlovick, parrell, Funke, Opheim, and Mayor Abrahamson Absent: Hone Also Present: City Coordinator Kriesel City Attorney Hagnuson Pinance Director Deblon Pire Chief Seim Public Works Director Junker Recording Secretary Schaubach Press: Julie Kink, '1'he Courier Hike Marsnik, stillwater Gazette DISCUSSIOH OP TAX AND COHTRIBUTIOH RELATIHG TO GAHBLIHG LICEHSES r Hembers of the Stillwater Elks Club and American Legion met with Council to discuss their concerns regarding recent Council action on charitable gambling requirements in the City. Phil Eastwood of the Elks Club stated that he would prefer to continue making voluntary donations to the City, rather than being required to donate ten percent as stated in the new regulations. Hotion by Councilmember Bodlovick, seconded by Councilmember Punke to adopt the appropriate resolution rescinding Resolution Ho. 91-53, Regulating Gambling in the City of Stillwater. (Resolution Ho. 91-89) Ayes - Councilmembers BOdlovick, parrell, Punke, Opheim, and Hayor Abrahamson Hays - Hone Hotion by Councilmember Opheim, seconded by Councilmember Bodlovick to refund the Stillwater Elk's Club payment to the City that had been required by Resolution Ho. 91-53, but was now rescinded. (All in favor) WORKSHOP ON FIRR CONTRACTS r Council met with Fire Cheif Seim and Finance Director Deblon to discuss new fire contracts with Oak Park Heights, Stillwater Township, Grant Township, and Hay Township, and possible increases in charges for those contracts. 1 n stillwater City Council Hinutes Special Meeting May 14, 1991 Hotion by Councilmember Bodlovick, seconded by Councilmember Punke to keep the charges for the new fire contracts at the 1990 level. (All in favor) Hotion by Councilmember Opheim, seconded by Councilmember Funke to extend the current contracts to the end of June, 1991, until the new contracts can be ratified. (All in favor) SALARIRS POR TBHPORARY PUBLIC WORKS PRRSOHHEL Council met with Public Works Director Junker to discuss a reco...nded pay schedule for temporary public works and parks personnel. Hotion by Councilmember Punke, seconded by Councilmember Opheim to adopt the appropriate Resolution approving a salary of $8.25 per hour for employee Ken Kress and making the rate retroactive from the date of hire. (All in favor) CRRTIFICATION O~ CHAHORS MAnK BY THR BOARD OF RRVIRV Hotion by Coiuncilmember Bodlovick, seconded by Councilmember Parrell to adopt the appropriate Resolution certifying and accepting the proposed changes correcting assessments of certain real estate as recommended by the County Assessor's Office and the stillwater Board of Review. (Resolution Ho. 91-91) Ayes - Councilmembers Bodlovick, Parrell, Punke, Opheim, and Hayor Abrahamson Hays - Hone OTHRR BUSIHESS R@OUBst to Close Pa~kina Lot r Hotion by Councilmember Bodlovick, seconded by Councilmember Parrell to approve the request to close the Lowell Park parking lot south of Chestnut street on Hay 17, 18, and 19 for the Rivertown Art Pair. (All in favor) Council also granted Hr. Junker the authority to take any action necessary for the safety of citizens in regard to the flooding of the levee road. 2 n Stillwater City Council Hinutes Special Heeting Hay 14, 1991 City Int.~nBhlDa for 9u~--r 1991 Hotion by Councilmember Opheim, seconded by Councilmember Bodlovick to adopt the appropriate resolution approving the hiring of Glen Buzzell as intern for the Building Inspector's office from June 3 to September 27, 1991 at a salary of $4.25/hour. (Resolution Ho. 91-92) Ayes - Councilmembers Bodlovick, Parrell, Punke, Opheim, and Mayor Abrahamson Hays - Hone '1'he cost for this program was estimated to be $1,800. n Hotion by Councilmember BOdlovick, seconded by Councilmember Farrell to adopt the appropriate Resolution approving the hiring of Brook Collins as intern for Administration for 135 hqurs at a salary of $4.25/hour. (All in favor) Letter to Senator Well.tone Hotion by Councilmember Opheim, seconded by Councilmember punke to direct Staff to draft a letter to Senator Paul Wellstone inviting him to the City to view and discuss the bridge situation. (All in favor) Ordinance Preventina Parkina of Cars for Sale on City street.
