STILLWATER CITY COUNCIL
MINUTES
January 22, 1991
7:00 P.M.
The Meeting was called to order by Mayor Abrahamson.
Present:
Councilmembers Bodlovick, Farrell, Opheim and Mayor
Abrahamson.

the McKusick Rd. neighborhood.
Public Informational Meetin~ for Improvement of McKusick Road with
Presentation by Washington ounty Public Works.
ConsultIng EngIneer Moore opened the meeting by explaining that this is a
joint City/County project and the engineers are beginning the primary
design. They have been gathering information all afternoon from residents
who live in the area. There are environmental issues of Brown's Creek and
McKusick Lake. Dick Herold, Washington County Engineer, explained they
are looking at a section of roadway with a rural character which will be
constructed with ditches and as it approaches the City, there will be a
curb and gutter design. It was also noted there are a lot of pedestrians
who use that road, and there are wetlands that will need consideration.
They will be working with the DNR and Corps of Engineers on these areas.
Residents have added information and requests, such as saving trees,
concerns of road safety such as the curves near the Oak Glen area,
drainage and roadway alignment.
Others:

Various residents voiced concerns to the Council regarding this project,
such as the safety of walkers and bikers, desire for a bikepath,
elimination of some of the curves, a slower speed for cars, saving the
trees and the impact on Brown's Creek. The Engineers also stated that the
Town Board will be contacted regarding this project. Further discussion
involved the time frame for construction, and placement of a guardrail
just before Amundson Drive.
The Engineers stated that some of the funding has been bonded by the
County, Federal Aid funds may be used and State Aid Funds will be used.
Questions were also raised regarding property assessment. Mr. Moore

stated this project will be going through the improvement process, i.e.
preparation of a Feasibility Report and an Improvement Hearing. There may
be some assessments for some of the work.
A question was raised whether reconstruction is being planned for Neal
Ave. and Consulting Engineer Moore stated Neal Ave., south from the
railroad and north from the first intersection, would be a City project
included with the County project.
Council discussed the letter received from Gerald T. Shannon, who owns a
townhouse at 840 Towne Circle, and who opposes the widening and
straightening of McKusick Road. He suggested the speed limit be lowered
to 30 mph, better enforcement of traffic laws, and a paved bicycle path
along McKusick Road. Mr. Moore stated that the road is old and if it is
not improved, there will continue to be accidents.
A man asked if sidewalks are mandatory from Owens St. to Maple St. He
doesn't want a sidewalk because he would lose a shade tree.

Another man stated the playground recently constructed at the corner of
McKusick Road and Owens St. is a safety issue because of children crossing
the streets at that intersection.
Motion by Councilmember Bodlovick, seconded by Councilmember Farrell to adopt
the appropriate resolution ordering the Feasibility Report for L.I. 261,
McKusick Rd./Neal Ave. improvement. (Resolution No. 91-14)
Ayes - Councilmembers Bodlovick, Farrell, Opheim and Mayor Abrahamson.
Nays - None
2. Confidentiality Statement - Glacier Park Property
Motion by Councllmember BOdlovick, seconded by Councilmember Opheim to
authorize the Mayor to sign the confidentiality statement as it relates to the
Environmental Assessment Report for property which the City is currently
considering purchasing from the Glacier Park Co. (All in favor).
3. Preparation of Plans & Specs for L.I. 273, Washington County HRA,
Townhomes.
Motion by Councilmember Bodlovick, seconded by Councilmember Opheim to adopt
the appropriate resolution ordering the City's Consulting En9ineers, SEH, to
prepare plans & specs for L.I. 273, Orleans Terrace Townhomes (Washington Co.
HRA). (Resolution No. 91-15)
Ayes - Councilmembers Bodlovick, Farrell, Opheim and Mayor Abrahamson.

Downtown Project
Consulting Engineer Moore stated they will be conducting a building survey
by video taping and performing a vibration test on all buildings in the
Downtown Area before construction begins.
~e Order No.1, Sanitary Sewer & Temporary Lift Station, Cottages of
stillwater.
Motion by Councilmember Bodlovick, seconded by Councilmember Farrell to
approve Change Order NO.1 for L.I. 256, Sanitary Sewer & Temporary Lift
Station for Cottages of Stillwater. (All in favor).
Chamber of Commerce Coffee Break - City Hall
City Coordinator Kriesel reminded Council of the Chamber of Commerce
"Coffee Break" to be held at City Hall on Tuesday, January 29, 1991 from
B:OD to 9:00 A.M.
ADJOURNMENT
MotIon by Council member Bodlovick, seconded by Councilmember Farrell to recess
the meeting at 7:55 P.M. (All in favor).
