Present: Councilmembers Bodlovick, parrell, Punke, Opheim (arrived at 5:30 p.m.), and Mayor Abrahamson. Absent: None Also Present: City Coordinator Kriesel Pinance Director Deblon Recordin9 Secretary Schaubach Others: Jim Junker, Chad Junker, Tim Schmo1ke Press: Mike Marsnik, Stillwater Gazette DISCUSSION O. VOLUMR-RAS.D rRR8 Council met with Jim Junker and Chad Junker of Junker Sanitation to discuss a volume-based fee pr09ram. City Coordinator Kriesel explained the Solid Waste Advisory Comaittee's reco...ndation for a base fee for a 30-9a110n container with a charge for anythin9 in excess of that con- tainer. The base fee would include all other household vaste ite.. (other than 9arbage). r, Mr. Junker proposed estab1ishin9 a fee schedule for 30, 60, and 90 9allons of vaste and to require households to use containers provided by the hauler. The container system would be automated and would require special trucks, but would require less manpower. Mr. Junker also reco...nded establishin9 a fee for extra vaste such as white 900ds, furniture, etc. Discussion continued re9ardin9 the volume-based fee pr09ram. Council asked Mr. Junker for his reco...ndations in vritin9 for further discussion and a decision at a later date. Mr. Junker discussed his reco...ndation to reduce the number of clean-up days to one weekend in the sprin9 and one weekend in the fall. Council set the dates of May 4 and 5 for sprin9 clean-up and November 2 and 3 for fall clean-up. There was discussion of methods of preventin9 non-residents from usin9 the clean-up days. Motion by Counci1member Punke, seconded by Counci1member Parre11 to change the number of weekend clean-ups to two per year.
