SPECIAL MEETING
STILLWATER CITY COUNCIL
MINUTES
April 14, 1992
4:30 p.m.
The meeting was called to order by Mayor Abrahamson.
Present: Councilmembers Bodlovick, Funke, Opheim,
and Mayor Abrahamson.

REOUEST FOR TIF ASSISTANCE FOR A 250.000 SQ. FT SHOPPING CENTER
BY RYAN DEVELOPMENT
Community Development Director Russell explained that the TIF
process requires a pre-application review. If Council
determines that the use is appropriate for the site, Staff
can continue to work with the developer in determining the
terms of assistance which would be part of the development
agreement.
William McHale, Vice President of Retail Development for Ryan
Construction, gave background information on the developer
and plans for the site.
Motion by Councilmember Opheim, seconded by Councilmember
to direct Staff to proceed with negotiations with
Development for a proposed project at County Road 5 and
36. (All in favor)

COMMENTS ON SCHOOL DISTRICT PROPERTY

Judy Gulden, 218 N. Martha, addressed Council and asked
support in keeping Lot C at the Washington School site
open space rather than being developed. John Michaels,
W. Cherry st., stated that he is interested in working
the City in protecting the open spaces and ravines.

TIF FUNDS FOR UTILITY ASSISTANCE
Finance Director Deblon stated that the total available
balance of TIF funds is estimated at $185,000. She
recommended that $150,000 of that balance be reserved and
made available to properties for the TIF utility assistance
program in conjunction with the Downtown Project, L.I. 257.
She also recommended that notice be given to all properties
making them aware of the program and that a deadline be set
for accepting applications.
Motion by Councilmember Funke, seconded by Councilmember
Bodlovick directing Staff to send notice to downtown property
owners of the TIF utility assistance program and setting June 15,
1992 as the deadline for accepting applications. (All in favor)
MTM REOUEST

Motion by Councilmember Bodlovick, seconded by Councilmember
Opheim approving the request by the Minnesota Transportation
Museum to temporarily store the former Bayport Depot behind the
Desch Building until approximately May 15. (All in favor)
WORKSHOP ON TOBACCO ORDINANCE
Council met with members of the Police Department,
representatives of the School District, the County Attorney's
office, and the Youth Service Bureau to discuss the proposed
ordinance forbidding the possession of tobacco by children.
City Attorney Magnuson described the proposed ordinance and
discussion followed regarding who would write the citations
and how evidence would be confiscated. Council will have the
second reading of the ordinance at the next regular meeting.
OTHER BUSINESS
Uodate on Couaar Situation -
The City Attorney stated that a court order was issued to
remove the cougar from the City by last Saturday and the
police department reported the cougar is no longer in the
City.
Councilmembers as Deoartmental Liasons
Council discussed a suggestion by Councilmember Funke that
Councilmembers be assigned responsibility for various City
departments. It was agreed that meetings with department
heads should be held before taking any action in this regard.

Motion by Councilmember Bodlovick, seconded by Councilmember
Funke to adopt the appropriate resolution invalidating the labor
