Present: Councilrnembers Bealka, Cummings, Thole, Zoller and Mayor Kimble. Absent: None Also Present: City Coordinator Kriesel City Attorney Magnuson Community Development Director Russell City Engineer Eckles Consulting Engineer Moore City Clerk Weldon Press: Mike Marsnik, Stillwater Gazette Julie Kink, The Courier APPROVAL OF MINUTES Motion by Councilrnember Cummings, seconded by Councilrnember Thole to approve the minutes of the regular and recessed meetings of June 6,1995. All in favor. PETITIONS. INDIVIDUALS. DELEGATIONS & COMMENDATIONS 1. Commendation: Don Jahnke. Board of Water Commissioners (Resolution 95-135) ~ Mayor Kimble presented a commendation to Don Jahnke. Motion by Councilrnember Thole, seconded by Councilmember Zoller to adopt the appropriate resolution commending Don Jahnke for 15 years of service as a member of the Stillwater Board of Water Commissioners. (Resolution 95-135) Ayes - Councilrnembers Bealka, Cummings, Thole, Zoller and Mayor Kimble Nays - None 2. Historic downtown improvements - James La~lrin. Citr of Stillwater Chamber of Commerce Motion by Councilrnember Thole, seconded by Councilmember Zoller to direct Community Development Director Russell, City Engineer Eckles, and Councilrnember Bealka to work with the City of Stillwater Chamber of Commerce regarding historic downtown improvements, including Christmas decorations. Update: Music on the Waterfront - Julie Kink Motion by Councilrnember Cummings, seconded by Councilrnember Bealka to authorize in-kind contributions of satellites for park and police services. All in favor. CONSENT AGENDA Motion by Councilrnember Thole, seconded by Councilrnember Bealka to approve the Consent Agenda of June 20, 1995, including the following: (All in favor) 1. Directing Payment of Bills (Resolution 95-134) 2. Contractors Licenses. 3. Submit claims against the City to insurance carrier. 4. Authorization for Exemption from Lawful Gambling License; 1-3 Day Temporary On-Sale Liquor License - St. Mary's Catholic Church. 5. Peddlers Permit - C. W. Marketing, Inc. 6. Employment of Thomas Kobernat, Public Works Department (Resolution 95-147) 7. Closure of portion of Willard Street, July 20 - Church of St. Michael. STAFF REPORTS 1. Finance Director - Motion by Councilrnember Thole, seconded by Councilrnember Cummings to adopt the appropriate resolution extending the current fire contracts with Stillwater, May and Grant Townships to August 31, 1995. (Resolution 95-136) Ayes - Councilrnembers Bealka, Cummings, Thole, Zoller and Mayor Kimble Nays - None 2. Communitr Development Director - The June 27 workshop on the Comprehensive Plan will be rescheduled for a date yet to be determined. 3. Motion by Councilrnember Cummings, seconded by Councilrnember Zoller to approve expenditure not to exceed $2,000, as requested for algae/weed treatment of Lily Lake. Motion by Councilrnember Zoller, seconded by Councilmember Cummings to authorize expenditure of $2,000 for funding of Open Space Assessments and Citizen Survey, contingent on receiving remaining funding from private foundation and City review and final approval on questions used in survey. Consideration of Allreement between Ci~ of Stillwater and Dakota County Consortium (includes WlL~hinllton County) for Qperlltion of the Federal HOME Proif8III in the City of Stillwater. Motion by Councilrnember Thole, seconded by Councilmember Cummings to adopt the appropriate resolution authorizing execution of Joint Powers Consortium Agreement for operation of the Federal HOME Program in the City of Stillwater. Request to construct ~arb8,ie enclosure - SCBC Partners Motion by Councilrnember Cummings, seconded by Councilrnember Thole to direct City Coordinator Kriesel and Community Development Director Russell to work with affected individuals to construct a garbage enclosure on Water Street. All in favor. COUNCIL REOUEST ITEMS Councilrnember Thole noted that there are currently two vacancies on the Solid Waste Advisory Board. Councilrnember Thole suggested considering amending park dedication ordinance. Mayor Kimble noted the vacancy on the Water Board and that he will ask the entire Council for assistance in choosing a new member. r Mayor Kimble questioned what date the request for vacation of a portion of Elrn Street will come before the Council. Community Development Director Russell reported that it will be on the agenda of July 11.
