The Meeting was called to order by Mayor Kimble.

1. WorkshQp - Human Rig:hts Commission
Members of the Stillwater Human Rights Commission Task Group met with Council
regarding the establishment of a Stillwater Human Rights Commission.
Motion by Councilmember Thole, seconded by Councilmember Zoller to direct the City
Attomey to draft a model ordinance for Council review at the next meeting. All in favor.

Motion by Councilmember Thole, seconded by Councilmember Zoller to adopt the appropriate
resolution authorizing advertisement for bids for the United Building Center project. (Resolution
No. 95-65)

APPROVAL OF MINUTES
Mayor Kimble noted a correction to the minutes of March 7, 1995 Recessed Meeting:
page 6, the motion to approve Case No. PUD/95-8 was made by Councilmember
Cummings and seconded by Councilmember Bealka.
Motion by Councilmember Cummings, seconded by Councilmember Thole to approve the
minutes of March 7,1995 as amended. All in favor.
PETITIONS. INDIVIDUALS. DELEGATIONS & COMMENDATIONS
I. Metrqpolitan County-Wide Juvenile Curfew Ordinance -
Richard Arney, Washington County Attorney, and Doug Johnson, Assistant County
Attorney, Juvenile Division addressed Council regarding a County-Wide Juvenile Curfew
Ordinance.
Motion by Councilmember Thole, seconded by Councilmember BeaIka to adopt the appropriate
resolution supporting a county-wide, nighttime curfew for juveniles. (Resolution No. 95-66)

2. Dick Ande1"son - Ice Arena Qperations-
Dick Anderson, St. Croix Catering, addressed Council regarding the expenditure of over
$7,000 for R-12 refrigerant. He requested a credit 0[$6,000 towards the rental fee.
Motion by Councilmember Zoller, seconded by Councilmember Cummings to allow a $6,000
credit to St. Croix Catering for the rental of the Lily Lake Ice Arena for repairs made to the
arena. All in favor.
CONSENT AGENDA
Motion by Councilmember Zoller, seconded by Councilmember Thole to adopt the appropriate
resolution approving the Consent Agenda of March 21, 1995 including the following:
1. Directing Payment of Bills (Resolution No. 95-64)
2. Approving Change Order No.3, 1.1. 285, S.E. Area Sanitary Sewer (Resolution No. 95-67)
3. Approving employment of Cindy Geis as Assistant Building Inspector (Resolution No. 95-68)
4. Contractor Licenses - Renewals: Kraus-Anderson Construction Company; Barthelmy
Roofing, Leroux Excavating, Inc.; Knutson Construction Company; New: Sullivan Building
Systems, Inc.
5. Approving commencement of selection process for public works/parks employee.
6. Approving purchase of LaserJet Printer.
7. Approving expenditures for Pioneer Park irrigation system and restroom repair.

STAFF REPORTS
1. Police Chief -
Chief Beberg reported that Stu Glaser, Parking Enforcement Officer, has resigned. The
position has been advertised.
Motion by Councilmember Cummings, seconded by Councilmember Zoller to authorize
replacement of the Downtown Parking Enforcement Officer. All in favor.

Motion by Councilmember Thole, seconded by Councilmember Bealka to adopt the appropriate
resolution employing Richard Schmidt as interim Downtown Parking Enforcement Officer.

Chief Beberg updated Council on the movie currently being filmed locally: his officers
have incurred 200 hours of overtime which will be paid by the production company.
A traffic study is being conducted on Fourth Avenue South.
ChiefBeberg is looking into additional interim space for the police department.

Consulting Engineer Moore discussed the problems with cracking on Northland Avenue.
Mr. Moore and City Engineer Eckles said they would monitor the streets and also meet
with the contractor to discuss possible remedies.
3. City F..nvin~ -
City Engineer Eckles reported on a request for dredging by the Stillwater Yacht Club. Mr.
Eckles reported that he felt it was not the City's responsibility to maintain the Yacht
Club's harbor access and recommended that the City take no action at the present time.
He suggested that the project could be done in the future in conjunction with the levee
wall project. Council took no action.
4. Community DevelQ,pment Director -
Community Development Director Russell reported to Council that City Planner Ann
Pung- Terwedo has accepted a position in Lake Elmo and has resigned her position with
the City of Stillwater effective April 25, 1995.
Motion by Councilmember Thole, seconded by Councilmember Zoller to advertise for a
replacement for the City Planner position. All in favor.
Motion by Councilmember Zoller, seconded by Councilmember BeaIka to receive a
recommendation from the Planning Commission on the Comprehensive Plan on Tuesday, April
4, 1995 and set a date for a workshop with the Planning Commission. All in favor.

The applicants have requested that this case be continued.
2. Case No. SUB/95-10 - Approving resubdivision of a 31, 200 square foot lot with 6 residential
units and a 13,500 square foot lot with an auto-service use and a residential structure into two
lots of 25,800 square feet with six residential units and 18,900 square feet with an auto-service
use and residential structure. The properties are located at 1624-1634 S. Greeley Street in the
RA, Single Family Residential District. David and Nancy Roettger and Rick Ritzer, applicants.
Mr. Russell reviewed the request. The Planning Commission unanimously recommended
approval of the request.
Council discussed the condition of approval requiring the planting of five additional trees.
Rick Ritzer, applicant, opposed the condition of approval; he stated he would be willing to
move the existing trees from his front yard to the west side of the site.
(" Motion by Councilmember Thole, seconded by Councilmember Cummings to adopt the
appropriate resolution approving the resubdivision of a 31,200 sq. ft. lot into two lots of 25,800
sq. ft. with six residential units and 18,900 sq. ft. with an auto-service use and residential
structure at 1624-1634 S. Greeley Street in the RA, Single Family Residential District, with
amended conditions of approval requiring two pine trees to the west, and keeping the two pine
trees on the north. (Resolution No. 95-70)

Mr. Russell explained the proposed changes in the ordinance. Mayor Kimble stated that the
Chamber of Commerce has requested additional time to study the proposed ordinance. Betsy
Larey, River Valley Athletic Club and Andy Kass, Sutlers Wine and Spirits, spoke against
the proposed ordinance.
Motion by Councilmember Cummings to have a second reading of an Ordinance 805. Following
further discussion, Councilmember Cummings withdrew his motion.
Motion by Councilmember Thole, seconded by Councilmember Zoller to direct Ordinance 805
back to the Planning Commission. All in favor.

8. Aoouisition of Land for Park
Motion by Councilmember Cummings, seconded by Councilmember Bealka to direct staff to
pursue the acquisition of land for park purposes as recommended by the Parks and Recreation
Board, with the acquisition of the McKusick Road improvement project mitigation land as the
priority. All in favor.
