(; Community Development Director Steve Russell presented the Council with an overview of the function and organizational structure of the PIlInning Department. Included in Mr. Russell's discussion was: the status of the Comprehensive Plan update process; the Community Development goals, objectives and 1995 work programs; and the 1994 accomplishments for the Planning Department. Planner Ann Pung- Terwedo also explained the function and work programs related to the Heritage Preservation Commission and Water Management Organization. Mr. Russell and Ms. Terwedo answered questions Council asked regarding the Comprehensive Plan update and other Planning Department issues. Other Business Council piscussed the permit that was approved by Council at the meeting of January 3, 1995 for Stillwater Area Chamber of Commerce use of Lowell Park for the Spring and Fall art festivals. Motion by Councilmember BeaIka, seconded by Councilmember Thole to direct staff to put the issue of the permit for use of Lowell Park for the Rivertown and Fall Colors Art Festivals on the agenda for the meeting scheduled January 31,1995 at 7:00 p.m. All in favor.
