Present: Counci1members Bod10vick, Cummings, Kimble, Funke, and Mayor Hooley Absent: Non", Also Present: City Coordinator Kriesel City Attorney Magnuson Finance Director Deblon Consulting Engineer Peters Recording Secretary Schaubach Press: Julie Kink, The Courier Others: Peter Polga, Steven Fiterman INTERVIEWS WITH FIRE CHIEF CANDIDATES r Mayor Hooley announced that the COllneil interviewed the five candidates for Fire Chief and concurred that George Ness will be hired for the position. Council continued to discuss the date of employment for Mr. Ness, and the process for hiring a replacement for Mr. Ness in the Fire Department, ASSESSMENT HEARING FOR HIGHLANDS OF STILLWATER. 3RD ADD.. L.I.289 This is the day and time for the Assessment Highlands of Stillwater, 3rd Add., L.I. 289. Notice of the Hearing was published in the Gazette on September 24, 1993 and copies were affected property owners. Hearing for Stillwater mailed to Consultin~ Engineer Peters reviewed the project costs and proposed assessments which total $203,058.17. Motion by Councilmember Funke, seconded to adopt the appropriate Resolution assessment for Highlands of Stillwater, (Resolution No. 93-196) by Councilmember adopting the 3rd Addi ticn, Cummings proposed L.r. 289. Ayes - Counci1members Bod1ovick, Cummings, Kimble, Funke, and Mayor Hooley. Nays - None r ASSESSMENT HEARING FOR HIGHLANDS OF STILLWATER. 293 4TH ADD.. L.I. This is the day and time for the Assessment Hearing for Highlands of Stillwater, 4th Add., L.I. 293. Notice of the Hearing was published in the Stillwater I""' Stillwater city Council Minutes Special Meeting October 12, 1993 Gazette on September 24, affected property owners. 1993 and copies were mailed to Mayor Hooley removed himself from this discussion and Vice- Chairman Funke presided. Consulting Engineer Peters reviewed the project costs and proposed assessments which total $395,h44.34. The hearing was opened to comments from the public. Peter Polga, Director of Courage st. Croix, requested that Council reconsider the assessment for Courage st. Croix because of its non-profit status, and because the improvements have little positive impact on the center. Council discussed the possibility of trading a parcel of land to the City in lieu of the assessment. r Steve Fiterman, President of Ground Development, presented his objection to the assessment because Ground Development is being assessed 73 percent of the cost, and the Industrial Park is being assessed 27 percent. He believes that all parties will benefit equally from the Improvements and should be assessed equally. He asked for a postponement of the hearing to work further with Staff. Motion by Councllmember Funke, to continue the assessment Stillwater, 4th Addition, L.I. 19. (Resolution No. 93-199) Ayes - Councilmembers Bodlovick, Cummings, Kimble, Funke, and Mayor Hooley N~YB - None ADOPTING WATER BILL (FOR WATER BOARD) Motion by Councilmember Bodlovick, seconded by Councilmember Funke to adopt the appropriate Resolution adopting assessment for delinquent water bill, L.I. 279-2. (Resolution No. 93-200) Ayes - Councilmembers BOdlovick, Cummings, Kimble, Funke, dnd Mayor Hooley Nays - None r REAPPORTIONMENT OF SPECIAL ASSESSMENT FOR L.I. 276. HIGHLANDS. 2ND ADD. Motion by Councilmember Bodlovick, seconded Funke to adopt the appropriate Resolution reapportionment of special assessments for L.I. Stillwater, Phase II. (Resolution No. 93-201) by Councilmember approving the 276, Highlands of Ayes - Councilmembers Bodlovick, Cummings, Kimble, Funke, and Mayor Hooley Nays - None DISCUSSION OF PAY EOUITY ISSUE Motion by Councilmember Bodlovick, seconded by Councilmember Kimble to adopt tbe appropriate Resolution rescinding the previous Resolution regarding pay equity, and approving the adjusted maximum salaries for certain employee classifications. (ResoJutlon No. 93-202) Ayes - Councilm~mbers Bodlovick, Cummings, Kimble, Funke, and Mayor Hooley Nays - None CHANGE ORDER NO.2. ASBESTOS ABATEMENT FOR WEST WING OF JR. H.S. r Motion by CouncilmemLer Kimble, seconded by Councilmember Funke to delay action on Change Order No.2, Asbestos Abatement for West Wing of Jr. H.S., until next Tuesday's meeting in order to receive input from Consulting Engineer Moore. (All in favor) 3 r Stillwater City Council Minutes Special Meeting October 12, 1993 OTHER BUSINESS Sale of Oak Glen Golf Course Motion by Councilmember Funke, seconded by Councilmember Kimble to direct the City Attorney to review documents regarding a proposed purchase of Oak Glen Golf Course by a private party.
