SPECIAL MEETING
STILLWATER CITY COUNCIL
MINUTES
October 30, 1990
4:30 p.m.
The meeting was called to order by Mayor Abrahamson.
Present:
Councilmembers Bodlovick, Farrell, Kimble (arrived
at 4:40), Opheim (arrived at 4:45), and Mayor
Abrahamson
Absent: None

FAIRMEADOWS ROAD FORCEMAIN EXTENSION BIDS

Engineer Moore reported that the low bid for the
sewer project was $48,575.75 from Yolk Sewer and

Motion by Councilmember Bodlovick, seconded by Councilmember
Farrell to adopt the appropriate resolution awarding the bid for
L.I. 270, Fairmeadows Road forcemain extension to Yolk Sewer and
Water for $48,575.75. (Resolution No. 8391)
Ayes - Councilmembers Bodlovick, Farrell, and Mayor Abrahamson
Nays - None
Motion by Councilmember Farrell, seconded by Councilmember
Bodlovick to adopt the appropriate resolution declaring the
defective sewers on Fairmeadows Road an emergency situation,
and requesting that repairs begin as soon as possible.

UTILITY BILLING ADJUSTMENTS
Motion by Councilmember Bodlovick, seconded by Councilmember
Farrell to approve the recommendations made by Finance Director
Diane Deblon for adjustments to sewer bills for various reasons.

REAPPORTIONMENT OF ASSESSMENTS FOR L.I. 251
Motion by Councilmember Farrell, seconded by Councilmember
Bodlovick to adopt the appropriate resolution reapportioning the
assessment for L.I. 251, Robert Brackey's two parcels, #9033-2115

AMENDED AGREEMENT WITH OAK GLEN DEVELOPMENT
Motion by Councilmember Bodlovick, seconded by Councilmember
Farrell to adopt the appropriate resolution approving the amended
and restated agreement between the City and American National
Bank and Trust Company regarding the Oak Glen Development.

CONDEMNATION OF CERTAIN PROPERTIES
City Coordinator Kriesel reported on the appraisals and the
rehab costs of the properties located on North 4th and South
2nd Streets. Council discussed the options of condemnation
or nuisance abatement.
Motion by Councilmember Kimble,
Bodlovick to adopt the appropriate
nuisance abatement procedure for the

Bodlovick to refer to the City's insurance carrier the claim
against the City by James Carufel for damage to his auto in the

amount of $130.14 caused by a loose manhole cover. (All in favor)
PURCHASE OF CAMCORDER AND EQUIPMENT
Motion by Councilmember Opheim, seconded by Councilmember Kimble
to authorize the City Coordinator to purchase a new camcorder,
25-inch television, four-head VCR, and stand for City use. (All
in favor)
PROPOSED UNIFORM PARKING FINE SCHEDULE
Council discussed a request from Washington County to
uniform parking fee of $25. Council agreed that the

ARCHEOLOGICAL DIG PERMIT
Motion by Councilmember Bodlovick, seconded by Councilmember
Farrel1 to issue the archeological dig permit, as presented by the
City Attorney, to Dave Labno & Associates. (All in favor)

to set a workshop on labor relation matters for Tuesday, November
20, 1990 at 4:30 p.m. (All in favor)
