Present: Councilmembers Bodlovick, Farrell, Kimble, Opheim, and Mayor Abrahamson. This is the day and time consider a possible change to election of Councilmembers in implemented in 1992). for the Public Hearing to an Election Ward System for the the City of Stillwater, (to be r Mayor Abrahamson asked Jack Evert, Chairman of the Charter Commission, to give background on the issue. Mr. Evert explained that for the past year the Charter Commission has studied the two systems, at-large and ward, and determined that a recommendation should be made to change to the ward system. He stated that the ward system would bring city government closer to the people, and make campaigns easier which would increase the number of people running for City Council. Mayor Abrahamson asked for comments from the audience. Sis Casanova stated that the Council should make decisions for the entire City, not just a ward. She also is not in favor of the Grandfather clause. She stated that the issue should go to referendum, and the public should be further educated on the issue. Nancy Putz, former Charter Commission member, stated that the recommendation was thoroughly thought out by the Commission. Mayor Abrahamson closed the Public Hearing. r Councilmember Bodlovick asked for an explanation of the Grandfathering clause. Mr. Evert explained that present incumbents could run one time in a ward in which they do not live. If the ward system was adopted, each councilperson would be assigned to a ward, then allowed to run one time in that ward. The grandfathering would be completed in 1996. 1 ~ Stillwater City Council Minutes Special Meeting August 28, 1990 Council discussed with City Clerk Johnson the cost of changing to a ward system and notifying the citizens. Mayor Abrahamson discussed two letters from one individual requesting more information. City Attorney Magnuson addressed several of the questions contained in the letter. The Council discussed with Mr. Magnuson the proper action to take to have the issue go to referendum and let the voters decide. Motion by Councilmember Kimble, seconded by Councilmember Bodlovick to refer the issue of changing the election system in the City of Stillwater to a Ward system to the Charter Commission for consideration of a possible referendum. (All in favor) OTHER BUSINESS Resolution aooointina Election Judaes r Motion by Councilmember Opheim, seconded by Councilmember Farrell to adopt the appropriate Resolution, amending Resolution No. 8238 and adding the names of Winifred Mohr, Jeanette Nelson, Todd Nelson, and Colleen Chicone to the list of Election Judges. (Resolution No. 8351) Ayes - Councilmembers Bodlovick, Farrell, Kimble, Opheim, and Mayor Abrahamson Nays - None Oak Park Heiahts Citv Council Minutes Council discussed the minutes of the Oak Park Heights City Council meeting of August 24, 1990 during which that Council voted against annexation of property to the City of Stillwater. Lawful Gamblina License Motion by Councilmember Bodlovick, seconded by Councilmember Farrell to approve the Application for Exemption from Lawful Gambling License for the Stillwater Knights of Columbus - Council 1632. (All in favor) Letter to DNR .r Motion by Councilmember Opheim, seconded by Councilmember Farrell to adopt the appropriate Resolution authorizing the Mayor to sign the letter to the Minnesota DNR concerning the DNR's rule revision process.
