Informal discussion was held with David Paradeau regarding
enlargement of the Minnesota Zephyr Depot to approKimately
three times the original proposed size. The enlargement would
incorporate a logging and rail museum as an attraction. Cost
of the building was estimated at $600,000.

The proposed building would require more parking than would be
available at the present site. The estimated time of
completion would be approKimately two years. Members agreed
that the City property to the South would be best used as a
shared parking facility with the downtown businesses in the
area.
Council suggested that Mr. Paradeau work with Mr. Russell,
Community Development Director, for the purchase and
development of the depot and the City Attorney, David
Magnuson, was directed to prepare a development agreement for
the project.
Mr. Paradeau requested a first right of refusal if the City
should decide to sell adjacent property in the future.
Council directed the City Attorney to include this in the
development agreement for further consideration.

Holders of parking permits have requested refunds for permits
which were issued prior to the removal of the meters, when the
fee covered the subsequent period.
Motion by Councilmember Kimble, seconded by Councilmember Opheim to
allow for a credit toward a permit for holders of permits prior to
the removal of the meters, when the fee covered the subsequent

City Administrator, Nile Kriesel, announced that Mayor
Abrahamson was appointed to the Metro Wast~ Control
Commission's General Advisory Committee, and Mr. Kriesel also
inrormed the council that the dump site would be open on
Saturdays between 8.00 A.M. and 12.00 noon. Jim Junker will
have someone available at these times to control the volume or
dumping and veriry residency.
Mr. Kriesel also inrormed the Council about a meeting
scheduled by the Washington County Board ror Wednesday, April
18, 1990 to discuss the Law Enrorcement Facilities annexation
and other County building plans with the Cities or Stillwater
and Oak Park Heights.
