Present: Council members Bodlovick, Farrell, Kimble, Opheim, and Mayor Abrahamson Absent: None Also Present: City Coordinator Kriesel, City Attorney Magnuson Finance Director Deblon, Ron Langness, Springstead, Inc. , and Karen Mawhorter. Press: Mike Marsnik, Stillwater Gazette eBQeQ~5Q_gtlB~~5~_IQ_~5~5B_~5B~!g5_gtlBB~5~ Finance Director, Diane Deblon presented information and explained options for the proposed increases to the sewer service charges. Discussion followed on the options available for increased rates or a change to the minimum charge per unit, based on consumption. r Councilmembers emphasized the need for the rates to be fair and equitable and expressed concerns over the populations impacted by the changes. Motion by Councilmember Kimble, seconded by Councilmember Bodlovick, to approve the sewer rate increase based on actual flowage at the percentage recommended by the Finance Director. (All in Favor) Motion by Councilmember Kimble, seconded by Councilmember Bodlovick, to direct staff to prepare for the second reading of the change in sewer rate charges. (All in favor) Richard Whitting discussed costs incurred and is in favor of a volume based method of charging for garbage collection, due to the benefit derived by conservation measures. eBQeQ~5Q_E!~B~g!~~_QE_QQ~~IQ~~_!~~BQ~5~5~I_eBQJ5gI~ Members discussed proposed legislation that would eliminate pooling of funds, unless the bond was issued prior to May 1, 1990. Ron Langness explained the effect of the new bill, along with future trends. The new bill would incorporate changes "grandfathering" the City of Stillwater. Mr. Langness indicated that the new legislation was not as "damaging" as originally thought. c (1) Stillwater City Council Minutes Special Meeting March 27, 1990 o Mr. Langness recommended revising and amending the downtown financing plan to include bonding, as well as "pay as you go". The benefit of the revision would be to preserve the option to obtain bonds if necessary in the future. The amendments must be completed and a request submitted for cerfication prior to April 30, 1990. Members agreed to the revisions and plan to submit the amendments and the budget to the school district and the county incorporating the increased amount of bonding. Motion by Councilmember Kimble, seconded by Councilmember Opheim to adopt the appropriate resolution amending the Tax Increment Financing Plan for the Central Business District, and calling for a public hearing on Monday, April 30, 1990 at 7:00 P.M. (Resolution No. 8263) Ayes - Councilmembers Bodlovick, Farrell, Kimble, Opheim and Mayor Abrahamson. Nays - None QI~~B_~~e!~~ee r Q8~_~b~~ Councilmembers discussed the possible conflict of interest of the City Attorney, Mr. Magnuson, serving the City of Stillwater on the issue of Oak Glen while a resident of Oak Glen. Members expressed concerns and discussion followed on the perceptions of the residents. Support was expressed by Councilmembers for the high ethical standards and level of trust held by the Council toward Mr. Magnuson. e8!~I!~~_g!IY_~8bb City Coordinator Kriesel explained the quote obtained from Mark Lange, Careful Painting, for painting certain areas of City Hall. Mr. Kriesel recommended contracting with Careful Painting at a cost of $2,190. Motion by Councilmember Kimble, seconded by Councilmember Farrell, to approve contracting with Careful Painting at a cost of $2,190 for painting of certain areas as recommended.
