Present: Councilmembers Bodlovick, Funke, Opheim, and Mayor Abrahamson. Absent: Councilmember Farrell Also Present: City Coordinator Kriesel City Attorney Magnuson Recording Secretary Schaubach Press: Mike Marsnik, Stillwater Gazette Julie Kink, The Courier others: Jim Junker, Deb Junker, Chad Junker, Tim Schmolke, Jack Evert, Liz Kelly, Kathy Cutler, Dan Shoepke, and Janelle Borden PUBLIC HEARING ON SOLID WASTE MANAGEMENT PLAN r Council met with the Solid Waste Advisory Committee to hold a Public Hearing on the Solid Waste Management Plan which the Committee developed and submitted for approval. City Coordinator Kriesel explained the process by which the Plan was developed. Tim Schmolke, Chairman of the Committee, presented and explained the Plan to those present. Jim Junker of Junker Sanitation proposed volume-based fee system of and displayed the containers which proposed system. briefly explained his solid waste collection would be used under his Council agreed that a Solid Waste Management Plan should be adopted before a volume-based fee system is approved. Mayor Abrahamson opened the hearing to comments from the audience. Bill Herzog stated that he is in favor of the Plan and suggested that the Council negotiate a long-term contract with Junker Sanitation. Another Stillwater citizen stated her concern that volume-based fees would cause people to dump trash on the roadsides and ravines. Mayor Abrahamson closed the Public Hearing. r Motion Opheim Waste by Councilmember Bodlovick, seconded by Councilmember to adopt the appropriate resolution adopting the Solid Management Plan as proposed. (Resolution No. 91-239) Ayes - Councilmembers Bodlovick, Funke, Opheim, and Mayor Abrahamson Nays - None 1 r Stillwater City Council Minutes Special Meeting December 4, 1991 Motion by Councilmember Bodlovick, seconded by Opheim to direct Staff to enter into negotiations Sanitation and to set a meeting for 4:30 p.m. December 17, 1991. (All in favor) Councilmember with Junker on Tuesday, OTHER BUSINESS Motion by Councilmember BOdlovick, seconded by Funke to approve the refund option for the Compensation Insurance Premium.
