INDIVIDUALS, DELEGATIONS & COMMENDATIONS I. Lln Blaskovlch - Proclamatlon, Red Ribbon Campaign Week, October 19 - 25, 1991. ~r Abrahamson and the Council presented a proclamation supporting the week of October 19-25, 1991 as Red Ribbon Week, encouraging citizens to participate in drug prevention education activities, and Lin Blaskovich, representing the Red Ribbon Campaign Committee, presented flyers and red ribbons to Council. 2, STAFF REPORTS 1. PubllC Works Director - r 1 r r r Stillwater City Council Minutes October 15, 1991 Regular Meeting Stillwater Elks Request to Sell Christmas Trees at Lily Lake Tennis Courts. Motion by Councilmember Bodlovick, seconded by Councilmember Funke to authorize the Stillwater Elks to again use the Lily Lake Tennis Courts to sell Christmas trees from November 18 - December 2l, 1991. (All in favor). St. Croix Valley Religious Education Program Request for Barricades on So. Fifth St. Motion by Councilmember Funke, seconded by Councilmember Bodlovick to authorize the Religious Education Program at St. Mary's School at 423 So. Fifth St. to use barricades on Fifth St., in front of the school, from 11:15 A.M to 12:00 Noon. (All in favor). 2. Community Development Director - No Report. 3. Finance Director - Purchase of com~ter Motion by Councilme er Funke, seconded by Councilmember Opheim to authorize the purchase of a computer and printer for the Finance Dept. (All in favor). 4. Consulting En~ineer - Repair of Man ole on Fourth & Wilkin Streets Motion by Councllmember BodloV1Ck, seconded by Councilmember Funke to approve the repair of the manhole on the northwest corner of Wilkins and Fourth Streets at an approximate cost of $3,100. (All in favor). 5, City Coordinator - No Report. 6. City Clerk - No. Report. UNFINISHED BUSINESS 1. Report from Armory Commi ttee. Mr. Russell reported that the committee met on Oct. 9 and reviewed an offer from the property owner next to the Armory site to sell the land to the City for $330,000 and the Committee felt this was a good offer. Distribution of a survey to various community groups to determine the uses for the Armory, contacting our Legislators for their support in expansion of the Armory and directing the Finance Director to research funding for purchase of the land were discussed. Also discussed were the enhancements that should be included in the Armory plans. Motion by Councilmember Opheim, seconded by Councilmember Bodlovick authorizing the Mayor to send letters, to the City's State Legislators, requesting support for a new Armory. (All in favor). 2. Approval for Contract with NSP for Downtown Improvement Work. 2 r Stillwater City Council Minutes Oc tober 15, 1991 Regular Meeting Motion by Councilmember Funke, seconded by Councilmember Bodlovick to approve the contract with NSP for the undergrounding of utilities on No. Main St., from Laurel to Elm Street, at an estimated cost of $70,000. (All in favor). Motion by Councilmember Farrell, seconded by Councilmember Bodlovick to approve the contract with Northern States Power for utility work in the Downtown at a cost of $407,259.00. (All in favor). 3. American Engineering Testing, Inc. proposal for analysis of contaminated soil on No. Main St. Motion by Councilmember Opheim, seconded by Councilmember Funke to approve the proposal of American Engineering Testing, Inc. for soil testing at 501 No, Main St. (All in favor), Motion by Councilmember Opheim, seconded by Councilmember Funke to authorize the stuqy of an overall plan for the beach and landing area of Lily Lake, r (All in favor). Discussion of Structure near Lily Lake Pk. Council dlscussed the complaints received regarding graffiti on the walls of a basement structure adjacent to Lily Lake Park and methods to make it less of a nuisance to the Park and adjacent neighbors. (All in favor). ~ Certificate of Appreciation for Cub Foods for Promoting Fire Prevention Week MotionlDy Councilmember Opheim, seconded by Councilmember Funke to authorize a Certificate of Appreciation to Cub Foods for imprinting 600,000 Cub Food bags with fire prevention information. (All in favor). Discussion of County Project on Count~ Rd. 64 (McKusick Rd.) CounCll had a short discusslon regardlng the above project and County Public Hearing to be held in the City Council Chambers on October 16. Consulting Engineer Moore stated that this is an FAU project and the public hearing consists of a public informational meeting on the roadway design, Mr. Moore will present a Feasibility Study for Council information. Discussion of Garavalia Nuisance House Some neighbors have complained that the windows on the north side of the house have been knocked out and need to be boarded up. City Attorney Magnuson stated an emergency notice will be sent to the owners to accomplish this, and if they fail to do so, the City can take care of it. Discussion of Road Work at the Cottafes . Mayor Abrahamson questloned the cut n the street of the 1300 block of Cottage Dr. Mr. Moore stated this is part of the HRA project and he has asked them to repair it. Consultin~ Engineer - Constructlon of Sewer Pipes in Downtown Motion by CounCllmember Farrell, seconded by Councilmember Bodlovick to approve the recommendations of the Consulting Engineer for restoration of sewer pipe by using Insituform on Olive, Nelson and Third Streets. (All in favor). r Motion by Councilmember Bodlovick, seconded by Councilmember Opheim to approve Change Order No.2, in the amount of $89,360.00, for addition of Light Option No, 1 for L,I. 257, Downtown Improvements. (All in favor), Motion by Councilmember Farrell, seconded by Councilmember Bodlovick to approve Change Order No.5, in the amount of $2,016.00, for addition of two Traffic Signs for L,I. 257, Downtown Improvements. (All in favor). Motion by Councilmember Bodlovick, seconded by Councilmember Funke to approve Change Order No.6, at no extra cost, designating the color, brown, for Light Standards for L.I. 257, Oowntown Improvements, (All in favor). Motion by Councilmember Farrell, seconded by Councilmember Bodlovick to approve Change Order No.7, in the amount of $22,765.00, addition of No. Main St. and Lowell Inn Parking Lot Lighting for L.I, 257, Downtown Improvements. (All in favor). Motion by Councilmember Funke, seconded by Councilmember Opheim to approve Change Order No.9, in the amount of $48,630.00, deleting Wall Closure and 18" Casing for L.I. 257, Downtown Improvements. All in favor. Motion by Councilmember Bodlovick, seconded by Councilmember Funke to approve Supplemental Agreement No, 3 adding four Electrical Connection Cabinets to L,I. 257, Downtown Improvements, in the amount of $12,540.00, (All in favor). STAFF REPORTS (Continued) Discusslon'of Store Canopy on No. Main St. Mr. Russell explalned there has been some damage from the backhoe trying to work under the canopy attached to businesses on the west side of No. Main St., north of Chestnut St. He recomme~ded leaving it down until after construction is finished and suggested City participation in { 7 r Stillwater City Council Minutes October 15, 1991 Regul ar Meeti ng replacing the canopy, for an approximate cost of $10,000, which could come from the Downtown Project funds. The canopy could then be consistent with the Downtown Plans. Further discussion followed regarding City participation in funding. Motion by Councilmember Opheim, seconded by Councilmember Funke to authorize the Comm. Dev. Director to approach the property owners on the west side of Main St., north of Chestnut St., regarding sharing of costs for replacement of the canopy which must come down due to Downtown construction. (Ayes - 3; Nays - 2, Councilmember Bodlovick and Mayor Abrahamson). COUNCIL REQUEST ITEMS (Continued) Delegates to National Leafue of Cities Conference Motion by Councl1member Farre 1, seconded by Councilmember Opheim to authorize the attendance of possibly three Councilmembers and one Staff person at the National League of Cities conference in December. (All in favor). COMMUNICATIONS/REQUESTS 1. Carole V. Ryden, representing Sandra Boehm & Assoc, , regarding Downtown Improvement Project. Council took note of the communication.
