Present: Councilmembers Bodlovick, Farrell, Funke, Opheim (arrived at 7:00 p.m.), and Mayor Abrahamson Absent: None Also Present: City Coordinator Kriesel City Attorney Magnuson Finance Director Deblon Consulting Engineer Moore Public Works Director Junker Recording Secretary Schaubach Others: Jim Junker, Deb Junker, Chad Junker, Tim Schmolke, Kathy Cutler, Janelle Borden, Dan Schoepke, Jack Evert, Maxine Anderson, Todd Anderson, Lisa Edison Press: Julie Kink, The Courier Mike Marsnik, Stillwater Gazette BACKUP OF SEWER INTO DEERPATH HOMES ("'"'\. Todd and Maxine Anderson, 174 Deerpath, and Lisa Edison, 160 Deerpath, appeared before Council to discuss the sewer backup and damage to their homes and to request adequate compensation. City Attorney Magnuson explained that the City can take no action at this time until the City's insurance carrier determines the amount of damages to be covered. Council also discussed raising the sewers in the area. Motion by Councilmember Funke, seconded by Councilmember Bodlovick to adopt the appropriate Resolution ordering the City's Consulting Engineer to prepare a feasibility study on raising the sewers in the Deerpath area. (Resolution No. 91-135) Ayes - Councilmembers Bodlovick, Farrell, Funke, Opheim, and Mayor Abrahamson Nays - None Motion by Councilmember Funke, seconded by Councilmember Farrell to approve a request by the Public Works Director to install check valves in ten homes in the Deerpath area at an approximate cost to the City of $450 each. (Ayes - 3; Nays - 1, Councilmember Bodlovickl r DISCUSSION OF FIRE SERVICES AND CLEAR WATER CONNECTION FOR THE DOWNTOWN AREA Consulting installation Engineer Moore met with of storm sewer stubs and Council to discuss fire service stubs 1 (' stillwater City Council Minutes Special Meeting June 26, 1991 during the downtown reconstruction. presented three options for payment if these installations are necessary. City Attorney Magnuson it is determined that Motion by Councilmember Farrell, seconded by Councilmember Funke to authorize the use of tax increment funds to pay for the installation of fire stubs in all downtown buildings during downtown reconstruction, at an approximate cost of $82,100. (Ayes - 4; Nays - 1, Councilmember Bodlovick) Motion by Councilmember Funke, seconded by Councilmember Farrell to authorize the use of tax increment funds for installation of 48 storm sewer stubs and connections during downtown reconstruction at an approximate cost of $74,000. (All in favor) Motion by Councilmember Opheim, seconded by Councilmember Farrell to authorize the use of pavers as an accent strip behind the curbs on the new sidewalks downtown. (Ayes - 2; Nays - 3, Councilmembers Bodlovick, Funke, and Mayor Abrahamson) CONTINUED DISCUSSION OF VOLUME BASED FEE SYSTEM FOR SOLID WASTE COLLECTION ~ Council met with Jim Junker of Junker Sanitation and members of the Solid Waste Advisory Committee to discuss proposals for a Volume Based Fee System for collection of solid waste. Mr. Junker provided Council with tonnage figures for the 12- month period of June 1, 1990 to May 31, 1991. Council briefly discussed with Mr. Junker his proposal for a 30-60-90 gallon container system for volume based fee collection. Council asked implementation Tuesday, July with Mr. Junker Mr. of 9, and Junker to prepare cost figures for his proposal. A meeting was set for 1991 at 4:30 p.m. for further discussion the Solid Waste Advisory Committee. APPROVAL OF BEER PERMIT FOR ST. MICHAEL'S CHURCH Motion by Councilmember Farrell, seconded by Councilmember Opheim to approve the request by st. Michael's Church for a Beer Permit for a Festival/Fund Raiser on June 30, 1991. (All in favor) OTHER BUSINESS ADDroval of Citv Clerk's Reauest - r Motion by Bodlovick Municipal of $125. Councilmember Farrell, seconded by Councilmember to approve the request by the City Clerk to attend a Clerk's Advanced Institute on July 16 and 17 at a cost (All in favor) 2 r stillwater City Council Minutes Special Meeting June 26, 1991 Aoorova1 of Finance Director's Reauest - Motion Opheim attend July 26 by Counci1member Bodlovick, seconded by Councilmember to approve a request by the City's Finance Director to an Advanced Government Finance Institute from July 21 to at an estimated cost of $1,400. (All in favor) Aooroval of Financial Reoort for 1990 - Motion by Councilmember Bodlovick, seconded by Councilmember Parrell to adopt the appropriate Resolution accepting the Financial Report for 1990. (Resolution No. 91-127) Ayes - Councilmembers Bodlovick, Farrell, Funke, Opheim, and Mayor Abrahamson Nays - None Set meetine with SAEDC - r. Council set Tuesday, July 23, 1991, 4:30 p.m. to meet with Mr. Casey to discuss SAEDC. ADJOURNMENT Motion by Councilmember Funke, seconded by Councilmember Opheim to adjourn the meeting at 8:35 p.m. (All in favor) .
