SPECIAL MEETING
STILLWATER CITY COUNCIL
MINUTES
June 10, 1991
4:00 P.M.
The Meeting was called to order by Mayor Abrahamson.
Present:
Councilmembers Bodlovick, Farrell, Funke, and Mayor
Abrahamson.
Also Present:
Council member Opheim.
City Coordinator Kriesel

FINAL APPROVAL OF OAK GLEN FINANCING PROGRAM.
Tom Hay, of Dorsey & Whltney, and Clty Attorney Magnuson explained the
agreement and the exhibits.
Motion by Councilmember Bodlovick, seconded by Councilmember Funke to
authorize the Mayor and Clerk to execute the Oak Glen Financing Agreement
which was approved by Resolution No. 91-106 on June 4, 1991. (All in favor).
Motion by Councilmember Farrell, seconded by Councilmember Funke to
authorize the private sale of the note as it relates to Oak Glen Financing,
which was approved by Resolution No. 91-105 on June 4, 1991. (All in favor).
Motion by Councilmember Funke, seconded by Councilmember Bodlovick to adopt
the appropriate resolution regarding reassessment and assessment of the
special assessments and interest owing with respect to L.I. No. 184, Oak Glen
Development. (Resolution No. 91-115).
Ayes - Councilmembers Bodlovick, Farrell, Funke, and Mayor Abrahamson.
Nays - None
EMPLOYMENT OF PART-TIME POLICE PERSONNEL
Motion by Councilmember BodloV1Ck, seconded by Councilmember Funke to adopt
the appropriate resolution employing Kevin Miller and Carl Olstad as Part-Time
Policemen. (Resolution No. 91-116)
Ayes - Councilmembers Bodlovick, Farrell, Funke and Mayor Abrahamson.

CLAIM REGARDING SEWER EXCAVATION - FIEDLER, 424 NO. 4TH ST.
Councll dlrected Staff to contact GAB to have them explain the basis of
their decision for denyin9 this claim. They further requested that the
reasoning for all claims be submitted.
Motion by Councilmember Bodlovick, seconded by Council member Funke directing
the City Attorney to contact GAB re9arding the Fiedler sewer excavation claim
to determine their reasoning for denial of the claim and discuss this at the
next meeting. (All in favor).
SEMINAR - CIVIL DEFENSE DIRECTOR
Motion by Councllmember Funke, seconded by Councilmember Bodlovick to
authorize Civil Defense Director Murphy to attend a free workshop at the
University of Minnesota Duluth, June 25 - 28, with payment for transportation
to the seminar. (All in favor).
PAYMENT OF INSURANCE - JULY 4TH FIREWORKS
Motion by Councilmember Funke, seconded by Councilmember Farrell to authorize
the expenditure of approximately $500 for insurance for the July 4th fireworks
display. (All in favor).

RATIFICATION OF COUNCIL POLL - VENDORS IN PARK
Motion by Councilmember Bodlovick, seconded by Councilmember Farrell to ratify
the Council Poll of June 6, 1991 regarding authorization for vendors scheduled
for the "Taste of the Valley" festival (which was cancelled) to sell in Lowell
Park on June 8 and 9, 1991. . (All in favor).
APPROVAL OF PAYMENT FOR CLAIM - CAR DAMAGE, LENNARTSON
Motlon by Councllmember BodloV1Ck, seconded by Councllmember Farrell to
approve payment of a claim, in the amount of $82.71 to GAB, for car damage
sustained by Tom Lennartson, due to irregular pavement at So. Second and
Nelson Streets. (All in favor).
ISSUANCE OF BUILDING PERMIT - ELLINGSONS
Motlon by Councilmember Farrell, seconded by Councilmember Bodlovick to
approve the request of Gregg & Robin Ellingson for issuance of a building
permit for construction on Lot 11, Outlot V, Oak Glen Addition contingent on
the Lot being platted, the closing of the bond sale and the payment of funds
to the County. (All in favor).
