Councilmen McLaughlin and Shells having taken and subscribed to the oath of office as Councilmen assumed their seats. Oaths of office of It. P. Nolan as Municipal Judge, Geo. A. Sheds and John McLaughlin as Councilmen and A. J. Holm as a member of the School Board were presented and ordered filed. On motion of Councilman Christianson the CityEngineer was instructed to have two lights installedat the corner of Fourth and Willard streets. i renew - City. Councilman Taylor reported that the Band Board of Directors had secured the services of W. H. Bastiea as director of the band for $60.00 per monthand moved the adoption of his report,•ihich motion was duly seconded voted upon and carried. Councilman Taylor also suggested that the appropriation of $1500.00 made for the band be turned over the band and to permit them to issue checks against said:-amount,and the question arose as to the legal right as to such proceedure,and the matter was referred to the C1ty.attorney- Councilman Taylor moved that Councilman McLaughlin be elected as vice President of the Council,which motion was seconded by Councilman Christianson,and vote Cofmthe Council fo . Regular Meeting; Meeting called to order by President Lund; A11 members of the Council present; Minutes of meeting held January 17th, read and approved. Communication from Dorothy D. Lee,exnressing the appreciation of the flowers sent and sympathy extended on the death of her father Judge Orris E. Lee.rectd Communication from the League of Minnesota Municipalities,wlth reference to Senat• File No. 400 was read and on motion Of Councilman McLaughlin the City Clerk was instructed to write our representatives that the City Council was opposed to such legielation,and to use their beet endeavors to defeat said bill. On motion of Cdunc11man 'Taylor Soft Drink licenses were granted to Mrs H. B. Weiss and Elmer Vern. On motion of Councilman Christiansen a dance permit was granted to Gust Erickson to hold public dances in M. W. A. hall. Report of City Clerk for the month of January was read and ordered filed. Annual report of City Clerk and City Treasurer were presented and re- ferred to the examiner who is to audit same. City Clerk reported that on the 20th day of January,1933, the City Treasurer and Mayor in his presence burned the $50,000.00 bonds issued Jan. 1,1922 which matured and were paid Jan. 3, 1933. Annual reports of the Water Board, School Board, Stillwater Park Commission and the Trustees of the Firemene Relief Fund were presented and on motion of Councilman Shells same were ordered filed and referred to the Examiner to audit. Contract and Bond with Easton-Masterman Co.,for doing the official printing for the ensuing year were on motion. of Councilman McLaughlin approved. On motion of Councilman McLaughlin tl:e City Treasurer was instructed to issue a duplicate check to Aug:.st Jesse for $2.00 for check No.29364 issued Oct. 1,1932 which has become lost. Resolution designating City Depositories, and rescinding the resolution adopted at the last meeting designating such depositories was presented and upon roll call was unanimously adopted, all Councilmen voting yes. On motion of Councilman McLaughlin the Council proceeded to take an informal ballott for three members to serve as the Board of Equalization,and the chair appointed Councilman Christianson and Taylor as tellers. Informal ballott gave Councilman McLaughlin 5 votes- Councilman Sheils 2 votes- Councilman Lund 2 votes- Councilman Christianson 3 votes and Councilman Taylor 3 votes; Councilman McLaughlin moved that tha Council proceed to take a formal ballott which motion was duly seconded voted upon and carried. Formal ballot gave Councilman McLaughlin 5 votes -Councilman Sheils 3 votes- President Lund 3 votes- Councilman Christianson and Taylor each 2 votes, end Councilmen McLaughlin and Shells and President Lund having revived the majority of the votes they were declared duly elected as the Board of Equalization. Om motion of Councilman Shells the City Attorney was instructed to take up the matter of having Lir J. 0. Cederberg audit the books of the City. City Engineer submitted h`_s anneal report which was ordered filed. On motion of Councilman Shells the City Enmine er was authorized to purchase a sewer cleaner. City Attorney renorted that the Attorney Cenerst had ruled that the Council was acting within its rights in fixing the salary of the Municipal Judge the first r.eetin: of the Council in January. March 7tn,1933 Regular Meeting; Meeting called to order by President Lund. All members of the Council present. Minutes of meeting held Feb. 27th read and approved. Communication from the Stillwater Country Club in regard to deeding the grounds now used by them was read and on motion of Councilman Taylor the matter was referred to the City Engineer to investigate. Communication from the R. R. & Aarebouse Commission relative to Liability Insurance parried by the busses operating In the City was read and ordered filed. Communication from State Highway Department relative to deeds given by the City to the State of Minnesota End the Chicago,8t. Paul,Mlnneapolis & Omaha R. R. Co.,in widening and opening Highway 45 in the City was read and ordered filed. Communication from the Library Board asking for an advance of $730.00 to meet ourrent obligations was read and the City Clerk was. authorized to comp.,y wSti the request upon receipt of tax money from the County Treasurer. Communication from the Railroad & Warehouse Commission confirming the routing of the busses in the City was read and ordered filed. On motion of Councilman Taylor a Soft Drink license was granted to Ray A. Hoehne at No. 802 M. 4th 8f. Report of City .Clerk for the month of February was rend and ordered filed. On motion of Councilman Sheila it was decided not to tarvia any new streets this coming season. - Councilman Taylor moved that the next sewer to be relaid,will be South First Street,if'-.the relief funds are provided for the labor, which motion was seconded by Councilman Christianson, voted upon and parried. March 30,1933 Regular adjourned Meeting; Meeting called t; order by President Lund. All members of the Council present. Communication from the Railroad and Warehouse Commission relative to the Application of the Tri-State Consolidated Telephone Company end the Northwestern Bell Telephone Company for consent to transfer certain stocks was read and on motion of Councilman Sheila the same was referred to the City Attorney. Communication from Fred B. Merrill,agent for the Associated Indemnity Com:any,giving notice of the desire to cancel the policy it nor has on the City risk, as of April lst, end substituting therefor a similar policy in the International Re -Insurance Corporation wa• read and on motion of Councilman Taylor the matter was referred to the City Attorney. Communication from the Stillwater Association of Public and Business Affairs asking that the Counoil fix the license fee for "On Sale of Beer" at $50.00 was read and ordered filed. On motion of Councilman Christianson it was decided to pass an Ordinance legalising the sale of Non Intoxicating Melt Liquors as defined by Federal and State Laws. Councilman Shells moved that the license be fixed at $50.00 per year for selling such malt liquors to be drank on premises,which motion was duly seconded, voted upon and carried. Coubcilman Taylor voting "No". City Attorney presented an Ordinance relative to the sale of non -intoxi- cating malt liquors and on motion of Councilman Shells the same was placed on its first reading and laid over until the next regular meeting. City Attorney reported having attended the trial of C. C. Moulton vs the Associated Indemnity Company and that the same was settled by the insurance company, by the payment of $500.10. Mr. R. W. McGarry asked that he be allowed to figure on writing the workmens compensation for the City, and on motion of Councilman McLaughlin he was instructed to present his policy to the City Attorney. The matter of salary for the City Assessor was taken up and after some discussion the matter was on motion of Councilman McLaughlin laid over until the next regular meeting. The matter of fixing the salary of the City Assessor for this year was taken up and Councilmen Taylor moved that the salary be fixed at $300.00 which motion was seconded by Councilman Christianson. Dak., Paving Districts Nos. 213 end 214 pavements 5Z Bonds Nos. 2027-2051-2052-2053 due Aprl 15,1935; Nos. 2028-2054-2055-2058 due Api. 15,1937 and Nos. 2058 and 2059 due April 15,1938 for $1000.00 each deposited as securty of City Funds was approved.
