A similar survey was conducted in 1996, but little research has been done since. Given increasing demand for parking Downtown, this most recent study was undertaken in an effort to clarify the amount of additional parking needed and identify possible methods of increasing parking capacity. The survey uses data from 2016, so it provides a look at how parking demand has changed over the past 20 years. 1996 Parking Study: The 1996 parking study was used as a model for the 2016 survey. It utilized a detailed inventory of Downtown land uses to calculate the number of spaces required by the Zoning Ordinance for each property Downtown,. That data was then organized by parking district. The study compared the required number to the number of existing parking spaces to determine each district's parking deficit or surplus. A summarized version of the results of the 1996 survey can be found below. The complete dataset used in the 1996 study can be found in Appendix A. The purpose of this updated survey is to understand parking needs downtown and to guide future expansion of the City's parking system. The 2016 study utilized the same methods and criteria as the 1996 survey, in order to create results which most directly reflect changes in the parking system. A summarized version of the results of this survey can be found below. Total available parking grew by approximately 59.8 % (2,419 spaces to 3,866 spaces), while total required parking increased by only 28.3% (4,235 spaces to 5,436 spaces). This results in a decrease of 13.6 % (1,816 spaces to 1,569 spaces) in the total parking deficit. Districts 6, 7, and 8 currently have a sufficient number of parking spots available, but there is still a significant deficit of available parking spaces in Districts 1, 2, and 3. District 1 has 530 of its required 1160 spaces, which puts it at only 45.7% of its required number of spaces, District 2 has 620 of 1074 (57.7%), and District 3 has 198 of 823 (24.1 %). Downtown Parking Study May 18, 2017 Page 5 Future parking facilities should be located to create maximum relief for the districts with the most significant deficit. The results of this study suggest that a new municipal parking ramp or other parking facility would be most effective if located in Districts 1, 2, or 3. ,Due to the nature of the City Zoning Ordinance's parking requirements, not all required spaces will be in demand at a given time, so it is expected that the parking deficits found in these studies are slightly exaggerated. This is up 252 spaces since 2006. • 1,925 of the spaces are available to the public (1,309 in public parking lots; 616 on -street) • 1,429 of the public spaces are free (813 free in lots;; 616 free on -street) ■ Therefore, 74.3% of all public parking downtown is free. • 1,182 spaces are available in private/semi-private commercial parking lots (includes 24 handicapped spaces).
