Present: Chair McAllister, Commissioners Anderson, Glynn (left at 9:30 a.m.), LePage (arrived at 8:35 a.m.), Lettner, Johnson, Council Liaison Junker Absent: Commissioner Hopfe Staff present: City Clerk Wolf, Zoning Administrator Tait, Parking Enforcement Officer Pasket, Interim Police Chief Jacobson APPROVAL OF MINUTES Possible approval of minutes of August 20, 2020 meeting Motion by Chairwoman McAllister, seconded by Commissioner Anderson, to approve the August 20, 2020 meeting minutes. All in favor. OPEN FORUM There were no public comments. NEW BUSINESS Bluestone Physician Services request for on-street parking Zoning Administrator Tait reported that Bill from Bluestone Physician Service, 201 N. 2nd St., asked to reserve two parking spaces in front of their building for in and out COVID-19 testing. Hours of operation will be 9:00 a.m. – 4:00 p.m. Monday thru Friday. Motion by Commissioner Anderson seconded by Commissioner Lettner to recommend approval of two reserved parking spaces, to waive the fee, and review as needed, in order to give the Commission an opportunity to revisit whether to charge a fee or the discontinue the use of the parking spaces. All in favor. Fire & Ice event parking Mr. Tait stated that Fire & Ice, a hot air balloon event, is proposed to be held January 29-31 in Lowell Park. Three hot air balloons are proposed. Weather permitting they will launch at 7:30AM, 3:30PM and 5:30PM on Saturday, 3:30PM and 5:30PM on Friday, and 7:30AM on Sunday. The purpose of this new event is to bring visitors and locals to downtown Stillwater to help the local businesses during COVID and complement the City’s strategic plan goal to make Stillwater a year-round destination. Five parking spots in Lot 9 are requested for the three days of the event. The applicant is requesting to have the $22.50 fee waived. Staff recommends approval including waiving the fees. Motion by Commissioner Lettner, seconded by Commissioner LePage, to recommend approval of the five reserved parking spaces in Lot 9 and to waive the fees. All in favor. European Market is proposed to be held Thursdays through Sundays November 20 through February 22 in the northernmost section of Lot 2. The market will be comprised of six “huts” and two fire pits. The purpose of this new event is to bring visitors to Stillwater this winter to help local businesses during COVID-19 and complement the City’s strategic plan goal to make Stillwater a year-round destination. The cost to reserve nine spots for four consecutive days in the off season is $54 per week or $756 total. The applicant is requesting to have the fee waived. Staff recommends approval of the nine parking stalls in Lot 2 for 14 weekends, and also recommends waiving the fees. Motion by Chair McAllister, seconded by Commissioner Anderson, to approve the use of nine parking spaces in Lot 2 and to charge the standard fee of $54 per week or $756 total. All in favor. Parking mitigation status during COVID-19 pandemic Mr. Tait explained that as part of the COVID-19 pandemic relief package for Stillwater businesses, the City Council waived the parking mitigation fees through November 1. Given the second wave of the virus and the Governor’s recent executive order, the Council will consider waiving the fees through the entire winter. Prior to Council action on the fee waiver extension, City staff would like the Downtown Parking Commission to consider action and make a recommendation to the Council. The Parking Commission could recommend waiving no further fees, waiving them through the first quarter of 2021, or waiving them through the first two quarters. There are 23 downtown businesses that are invoiced for parking mitigation fees. The fees currently generate $25,240 annually for the parking enterprise fund. This year only $5,510 in mitigation fees were collected, since the City only invoiced for the first quarter. Motion by Commissioner Glynn, seconded by Chair McAllister, to continue to waive parking mitigation fees through first quarter 2021. All in favor. UNFINISHED BUSINESS There was no unfinished business. UPDATES Police Chief Interim Police Chief Jacobson stated Brian Muller, the City’s new Police Chief, will be starting January 11. He thanked everyone for the opportunity to serve.
