ADJOURNMENT il iNiater- TNE 1I11TN►LACE OF MINNESOTA DOWNTOWN PARKING COMMISSION MEETING MINUTES October 15, 2015 REGULAR MEETING Chairwoman Pelletier called the meeting to order at 8:30 a.m. Present: Chairwoman Pelletier, Commissioners Anderson, Helmberger, Hopfe, Johnson, Lettner, Council Representative Junker Absent: None Staff: Community Development Director Turnblad, Police Chief Gannaway, Parking Enforcement Officer Pasket APPROVAL OF MINUTES Approval of September 17, 2015 meeting minutes Commissioner Anderson stated that the top of Page 4 should read, "Commissioner Anderson suggested eliminating all 15-minute spaces on the south side of Chestnut." NEW BUSINESS Kids' Oasis Parking Mitigation Community Development Director Turnblad explained that John and Kelly Daly are propos- ing to create an indoor play space and small family event center at 120 South Main Street. The previous use for this space was retail, which required 10 spaces. The proposed Kids' Oa- sis use will have an occupancy load of 88 people, which requires 30 parking spaces. So, the increase in parking demand would be 20 spaces. The peak season for indoor play and indoor children parties is not during the parking system's peak use period. Staff recommends allow- ing the business to use the public parking system to mitigate the parking demand and charg- ing the business owner $200 per month. Applicant John Daly stated 60-70% of the business would be in the off season November 1 - April 30. Kelly Daly added that the occupancy would likely never be at capacity. Commissioner Anderson pointed out that the majority of the business will take place in the off-peak season, and most of the patrons will be non -drivers. He suggested calculating the parking demand based on occupancy of 44 people. This would represent all three party rooms rented at capacity plus four staff members. At one parking space for each three people of capacity, the parking demand would be 15 spaces. Considering the 10 spaces required for the previous use, the increased parking demand would be 5 spaces. Downtown Parking Commission October 14, 2015 Motion by Commissioner Anderson, seconded by Commissioner Hopfe, to require mitigation for a 44-person occupancy load, increased parking demand of five spaces, at the rate of $10 per space per month, invoicing the business $50 per month. All in favor. Downtown Resident Guest Passes Continuing a discussion from last month when there was not a quorum present, Community Development Director Turnblad stated that the question has arisen whether a downtown resi- dent may buy an additional parking pass for guests. Council Representative Junker said he was approached by residents of the Mills, Lofts, and Terra Springs who are typically older adults with grown kids. If their families come to visit they have no place to park overnight. Representatives of the Lofts and Mills are interested in buying five passes for general use by guests of the residents. Motion by Commissioner Anderson, seconded by Commissioner Hopfe, to authorize each con- dominium home owners' association to purchase five monthly guest passes at the standard resi- dential parking pass rate. All in favor. Short Term Parking: Feed Store and Dairy Queen Chairwoman Pelletier reported on her discussion with staff at the feed store regarding con- verting some of the loading spaces to 30-minute parking spaces. They are against changing the loading spaces. Before making any changes, the Commission should invite the feed store owner to come to the meeting to discuss the proposed change. Council Representative Junker suggested, and the Commission agreed, that Chair Pelletier would have a conversation with the new owner of the feed store to relay the Commission's desire to convert three of the five current loading spaces to 30-minute parking spaces and in- vite her to the November Commission meeting to discuss it. OTHER BUSINESS Electric Car Charging Stations Council Representative Junker mentioned a request by a resident that the City install high voltage electric car charging stations downtown. Chair Pelletier agreed research the charging stations. Openings on the Commission Chairwoman Pelletier informed the Commission that Jerry Helmberger resigned, leaving two openings on the Commission. The purpose of the expansion is to create more area for their paver program. The expansion would result in the loss of 10 parking spaces in Municipal Lot 19. Before and after sketches of the memorial are attached. REQUEST The Memorial Board requests the Parking Commission to discuss and recommend approval of the proposed concept to expand the memorial and mitigate the loss of 10 spaces with proof of parking in Municipal Lot 18. COMMENTS As seen in the attached air photo, the south side of Municipal Lot 18 currently has six parallel parking spots. If the lot were expanded to allow 90° angled parking here, the lot would have about eight more spaces. (See attached sketch.) This would compensate for eight of the ten spaces lost in Lot 19, but would require the construction of some retaining wall. The Memorial Board would like this area to be used as proof of parking to mitigate the spaces lost to expansion of the memorial. Since Cub Foods has moved many of their staff out of the office building in Stillwater to SuperValu's corporate office in Eden Prairie, the number of parking spaces currently available far exceeds the office parking needs. The Memorial Board is hoping that if the parking spaces are actually needed in the future, the City would pay for constructing the proof of parking spaces. Vets Memorial Expansion Page 2 CUB PARKING REQUIREMENTS/HISTORY In 1998 the City worked to keep the Cub Foods Corporate Office in Stillwater. The former Stillwater Junior High site was proposed for the office building. To meet the parking needs, and keep Cub in Stillwater, the City offered to build parking lots across 3rd Street for 161 cars. The total parking need for the building's space was 210, of which at least 52 were to be provided on the Cub site. (56 were actually constructed.) The 116 spaces constructed by the City in Municipal Lots 18, 19 and 20 were made available to the general public and the Cub employees on a first come/first serve basis. According to the terms of an agreement between the City and Cub, Cub would be responsible for maintaining the lots. In time, that agreement was assigned to the Veteran's Memorial Board. In 2001 the City Council approved the Veterans Memorial committee proposal to build a memorial on Lot 19. In 2004 there was an expansion that eliminated four more parking spaces. As currently configured, the three public lots have a total of 157 spaces. And, Cub has 56 spaces on their private property. The 213 spaces exceed the 210 required for the building, slightly. ACTION REQUESTED The Veterans Memorial Board is asking the Parking Commission to recommend conceptual approval to the City Council for the proposed expansion and loss of 10 parking spaces. To mitigate the 10 lost spaces, should it be needed in the future, the Memorial Board suggests that the City could expand Municipal Lot 18. JAIr • Stillwater Veterans Memorial Master Plan 11-17-15 Larson Architects LLC Mr. Mayor and Council I have been working with the Stillwater Veterans Memorial committee over the past year, reviewing their existing site and considering long-range maintenance and improvements. As you may know, the memorial has been successfully funded and maintained through donations and memorial paver sales. Though paver sales have been strong, the available space for pavers is diminishing. Currently there are 1314 existing pavers in place, with about 30 remaining spaces for future pavers. Planning and discussions ten years ago considered pavers could potentially be distributed around the perimeter of the site if needed. But the multiple uses of the site (including parking and other events), and the input and desires of those purchasing pavers has strongly suggested that the central axis of the site is the best place for additional pavers. Grouping pavers along this central axis helps consolidate the memorial area, avoid conflict with other uses, and enhance the purpose and sense of place that has developed near the memorial structure. By making this central axis slightly wider, a stronger identity and spatial definition for the memorial - distinct from the parking lot - is created. Not surprisingly, people who purchase pavers for loved ones want to have them along this axis and near the memorial itself. The most simple and direct way of achieving a compact, consolidated memorial area is to extend the width of the planter and paver "islands" at the center and north end of the axis to match the width that already exists on the south end of the site. This would result in the loss of eight parking spaces at the center island area, and two space at the north, for a total proposed reduction of ten parking spaces. With these additional island areas, we calculate that 520 additional pavers could be added, which will be more than enough for the foreseeable future. We understand a City agreement with Cub/Supervalu notes there are about 210 off-street parking spaces in the area. To the best of our knowledge, in the past 20 years, the surface lots have never been filled or fully utilized, with many of these spaces seldom if ever used. We also understand that Supervalu is currently trying to lease space in their building. In preliminary discussions with Supervalu real estate sales people, they appear reluctant to endorse any potential loss of parking, due to uncertainty of their leasing situation. However, the reduction of 10 spaces from 210 spaces would seem to be fairly insignificant in impact, especially considering the available on -street parking near the area. If future circumstances should ever warrant, there appears to be room for spaces to be added in the area. If the lot just south of the Memorial site were expanded, at least 6 spaces could be added, and there appears to be potential for about 10 spaces that could be added on the southeast corner of the CUB site itself. On behalf of the Stillwater Veteran's Memorial Committee, I ask that you consider this request to allow reduction of 10 parking spaces in the Riverview parking lot, to help enhance the Memorial and provide space for pavers that will support and maintain this valuable asset to our City for generations to come. Thank you Brian Larson, AIA Larson Architects LLC 807 North Fourth Street Stillwater, Minnesota 55082 PARKING COMMISSION TO: Parking Commissioners DATE: November 11, 2015 SUBJECT: Short term parking on Chestnut Street at Main Street REPORT BY: Bill Turnblad, Community Development Director BACKGROUND With the move of DQ to the Highway 36 corridor, it may be time to consider changes to the short term parking spaces that are located on Chestnut Street in the first block west of Main Street. COMMENTS As seen in the attached Downtown Parking Map, there are several 15 minute parking spaces on both the north and the south sides of Chestnut Street in this block. These were intended for quick trips into DQ, or retailers on the south side of Chestnut. With the DQ move out of Downtown, should there be a reduction or redistribution of the 15 minute spaces in this block? This situation was discussed at the September 17, 2015 commission meeting, but there was a lack of quorum, so no decision was made. Comments from the Commissioners included: • Commissioner Hopfe remarked there should be some 15-minute spaces distributed around downtown, as they are very helpful for people picking up things from shops. • Parking Enforcement Officer Pasket commented the three 15-minute spots on the south side of Chestnut seem sufficient to handle the businesses that are there. • Commissioner Anderson suggested eliminating all 15-minute spaces on the north side of Chestnut. • Chairwoman Pelletier stated the 15-minute spaces shouldn't be eliminated unless they are added somewhere else. Subsequent to the Commission discussion, staff received a phone call from one of the business owners on the south side of this block. She requested that the 15 minute spaces on her side of the block be eliminated. Her customers need more than 15 minutes in her shop, and therefore they must park further away. ACTION REQUESTED City staff requests that the Parking Commission discuss the short term parking in this block of Chestnut and recommend action to the City Council. COMMENTS As seen in the attached Downtown Parking Map, on Nelson Street next to the store there are five loading spaces, three 30 minute spaces and one 15 minute space. At the September 17, 2015 Commission meeting, there was general agreement (though no quorum, so no action could be taken) on these points: 1. Chair Pelletier would talk with the owner and/or manager of the store prior to any decision by the Parking Commission. 2. Keeping one 15 minute space may be acceptable. 3. Eliminating all of the loading spaces except two, one for each loading dock. 4. Perhaps the remaining six spaces could be converted to 1 hour spaces. ACTION REQUESTED City staff requests that the Parking Commission discuss the short term parking at this location and either: 1) make a recommendation to City Council; or 2) direct staff to bring back additional information. THE BIRTHPLACE OF MINNESOTA TO: Downtown Parking Commission FROM: Bill Turnblad, Community Development Director DATE: November 11, 2015 RE: Sticks in Stillwater — Mite Hockey Tournament Event INTRO Jim Boo has made application for a special event permit for "Sticks in Stillwater", a mite hockey tournament that would be held in Stillwater from February 5th through the 7th. The Herb Brooks Foundation is sponsoring the event. The tournament is expected to draw 250 mite teams, many of which have already registered. Over the course of the three day event, as many as 25,000 people may attend. PARKING LOT RESERVATIONS The tournament will have a split venue. Eight of the mite sized rinks are planned for outside at the St. Croix Recreation Center. The other 13 rinks, for a total of 21, will be in Downtown Stillwater. Eight of the downtown rinks are planned to be located in North Lowell Park. Two rinks are planned to be in Lot 11 and two more in Lot 12. The last rink, a larger rink, is planned to be put up in Lot 2. The attached maps show these locations. The proposed rink location in Lot 2 would leave use of 14 spaces from the south entrance to the lot. It would also leave use of about 45 spaces from the north entrance. The event would need to reserve a total of 116 public parking spaces'. Setup of the rinks will begin on January 15th and be completed by February 4th. The event itself would occur on February 5-7. Take down would happen February 8-9. Therefore, the parking lot spaces would need to be reserved for a total of 26 days. If the City's 2016 fee schedule does not change from 2015, the off-season reservation fee of $1.50 per space per day would apply. So, the standard reservation fee would be $4,5242. If the Council decides to underwrite or waive part of the reservation fee, perhaps the amount to waive would be $1,755. This represents the cost for Lot 12. It is the least critical lot of the three requested for the event. Lot 2 is heavily used by downtown businesses and customers even in the off-season. The event will contribute all funds after expenses to the Herb Brooks Foundation which supports growing the game of hockey and creating opportunities for all children to learn the game of hockey. When she closes and leaves at 3 or 4 am, she does not feel secure walking too far with the day's cash receipts. COMMENTS The Parking Commission has been consistent about not reserving public parking spaces for individuals. The only exception has been to create reserved parking spaces in the parking ramp. These spaces can be leased at a premium by individuals. But, no on -street spaces are reserved for specific individuals. Options may be: 1. Create a short term parking space in the immediate vicinity. None currently exist. (See attached system map.) 2. The bar owner could speak with the owner of the Chestnut Building. That building has a private parking lot and ramp. During evenings and nights, that lot is usually quite empty. And, it is only about 100 feet from the bar. As you will see in the attachment, he did not think that he, as a driver, had a clear view of pedestrians that wanted to cross to River Market Coop. His suggestion is to eliminate at least one parking stall on either side of the crosswalk. COMMENTS The crosswalk is heavily used. Consequently, as the City completed various street improvement projects on Water Street, the crosswalk was also improved. Currently it is striped, signed and there are pedestrian bump -out islands on each side of the street. In addition, parking has been prohibited on the west side of the street. These features can all be seen in the attached photos. Short of restricting parking next to the crosswalk, there likely is nothing additional that can be done to make it even safer. The question that really needs to be answered is whether there is truly a safety problem that would warrant loosing parking spaces in this high demand parking area.
