PARKS AND RECREATION COMMISSION MEETING MINUTES
August 24, 2020
REGULAR MEETING 7:00 P.M.
Chairman Brandt called the meeting to order via Zoom at 7:02 p.m.
Present: Chairman David Brandt, Commissioners Linda Amrein, Scott Christensen, Pam Johnson,
Stephanie Souter, Council Representative Mike Polehna
Absent: Commissioners Sam Nelson and Sandy Snellman

APPROVAL OF MINUTES
Commissioner Amrein requested the following changes to the July 27, 2020 meeting minutes:
1 On page 1, "Councilmember Polehna noted the need for bike etiquette education especially on
multi -use trails. Mr. Heidick that is part of the education component." She thinks it should be
clarified what "that" refers to.
2. On page 2, 1/3 down the page, "The end result for the community is to create an environment
where bicycling can be a first choice for going to the store, going for a bike ride, and for
commuting." She thinks this should be rewritten because it does not make sense. She suggested
the end of the sentence be changed to: "where bicycling can be a first choice for going to the
store, getting exercise, and for commuting."
Chair Brandt suggested changing the end of the sentence to: "the end result for the community is to
create a bicycle friendly environment."
Councilmember Polehna suggested removing the phrase "going for a bike ride."
Commissioner Amrein suggested that instead of "going for a bike ride" it should say: "getting
exercise."
Chairman Brandt suggested removing "going for a bike ride" and changing the sentence to: "The
end result for the community is to create an environment where bicycling can be a first choice for
going to the store and for commuting."
3. Commissioner Amrein asked if Councilmember should be one word or two.
Councilmember Polehna affirmed that Councilmember is one word.
4. Commissioner Amrein pointed out under Park Amenities, paragraph 1, the last sentence that refers
to Councilmember Junker does not include his first name She wondered if Councilmember Junker's
first name should be added.
Chairman Brandt said it is appropriate to include just the last name

5. Commissioner Amrein said in the sentence, "He reported that Councilmember Junker got a
donation to buy four bike racks for temporary use downtown until a plan is in place for permanent
locations" the phrase "got a donation" should be changed to "received a donation."
6. Commissioner Amrein said on page 3, in the sentence "Commissioner Souter agreed with
Commissioner Snellman that opening up the rooms would be necessary of the building remains" the
word "of" should be corrected to "if."
Motion by Chairman Brandt, seconded by Commissioner Amrein, to approve the July 27, 2020 meeting
minutes with the above changes. All in favor.
UNFINISHED BUSINESS
Name the Park
Mr. Moore stated that at the August 4 meeting, the City Council tabled the Name the Park agenda
item to gain further input from the public.
Councilmember Polehna added it is hoped by next meeting that another list of possible names will
be presented to the Parks Commission.
NEW BUSINESS
C.I.P. (Capital Improvement Plan)
Mr. Moore presented the 5 Year Capital Improvement Plan (CIP). For 2021, Parks capital outlay
items amounted to $630,000 which was requested as part of the 2021 budget. At the City Council
meeting on August 18, 2020, it was pointed out that there were several other requests for capital
outlay and a number of permanent improvement projects. The Parks capital budget amount was
reduced to $400,000. This amount may have to be further reduced. Mr. Moore asked the
Commission to review the 2021 Parks capital outlay budget and prioritize capital outlay items based
on reductions.
Councilmember Polehna further explained that there is uncertainty about what will happen at the
legislature with regard to local government aid. To be more fiscally conservative this year, the
Council froze the capital improvement bonding that is normally done annually.
Mr. Moore led discussion of items in the Parks capital outlay budget.
Chairman Brandt said he would like to know which items will be most cost effective to include in
the 2021 budget, and which items, if delayed another year, could result in greater cost in the long
run.
Mr. Moore stated that the mower, $36,000, needs to stay in the budget because it's a lease to
purchase. The current utility vehicle, proposed for replacement at a cost of $35,000, is a 1993
vehicle used for chemical applications on all parks. It may last another year if necessary.
Commissioner Christensen remarked it looks like the two biggest items have to be cut - the play
structures, $120,000 and the hard court rehabilitation, $135,000.
Councilmember Polehna asked if the parking lot for the Palmer property could be delayed a year.
Mr. Moore said the parking lot for the Palmer property could wait another year.
Chairman Brandt asked if there are some play structures that are in dire condition.
Mr. Moore replied the City has five old wood play structures. He would like to revisit the need for
replacing the play structure at Anez Park and get input from the public. He thinks the play structure
budget could probably be cut by half.

Commissioner Johnson said she would like to further study the need for play structures, since the
trend is more toward trail use.
Commissioner Souter noted that play structures get a lot of use, but she agreed that the dollar amount
is a significant part of the budget, so maybe there is a way to cut the amount by replacing fewer
structures. She agreed that the Palmer property parking lot could be postponed a year. She asked
whether irrigation could be postponed. She would move trail improvements higher than priority 3.
Chairman Brandt asked about the $45,000 trail connection line item in the budget.
Mr. Moore replied the trail connection would be by Cub Foods where there is currently sidewalk.
Commissioner Christensen commented the sidewalk is not the problem. Once someone crosses the
street there is no way to get out to the trail. He asked how much money is in the trail fund from
approving developments.
Mr. Moore said there is approximately $125,000 in the trail fund. It is used for trails, however there
are other developments coming in that it may need to be used for, in order to balance with the
improvements associated with those developments.
Chairman Brandt noted that the trail connection segment being discussed is from Cub Foods to
Stillwater Boulevard. There is a sidewalk there. The $45,000 in the budget is to replace the sidewalk
with an asphalt trail. As long as there is a surface right now that works, it will should suffice for
another year or two.
Commissioner Amrein asked about the steps that go to Pioneer Park from Main Street. The steps are
not in good shape. She would rather that money be spent on repair of the steps as opposed to being
spent on the Pioneer Park pergola ($25,000).
Chairman Brandt pointed out that the Pioneer Park pergola is budgeted for 2022.
Commissioner Johnson asked where the irrigation is going to be installed.
Mr. Moore replied the City has been irrigating its athletic fields. Irrigation needs to be completed at
Bergmann field. Staples field has been prepared for irrigation. However, irrigation could be
postponed because the most heavily used athletic fields have been irrigated and are in good shape.
Commissioner Christensen asked about the status of other items such as tables and bike racks.
Mr. Moore said the City purchased four temporary bike racks out of the operating budget. There are
10 new tables coming. The City also bought more pickleball nets. Chestnut Street Plaza will have
bike racks which will be included in project costs. The City is working with Sustainable Stillwater
on locations for bike racks, designs, and preliminary estimates of cost.
Chairman Brandt commented that he would like to keep the $15,000 budgeted for the Sunken
Garden in the 2021 budget, because it is a gem for the City and is getting a lot of use. He also would
like to see bike racks and tables included in the budget.
Councilmember Polehna asked if there is something the City needs to do downtown to encourage
bicyclists.
Commissioner Johnson said it would be nice to find a clever and humorous way to remind the bikers
to alert pedestrians when they are approaching behind them.
Commissioner Amrein remarked that bicyclists have to call out "on your left" when approaching
another biker or somebody walking.
Chairman Brandt said it is really difficult to police bicyclist behavior. The trails are attracting
thousands of people coming from out of town. Some have never been on a trail before.

Councilmember Polehna agreed the City needs to do a better job of educating the public regarding
etiquette for pedestrians and bicyclists sharing the trails.
Chairman Brandt said the City can suggest to state agencies that it would like to see signage on the
trails but that is out of the Commission's jurisdiction.
Commissioner Amrein said she would like to see some kind of incentive that could be given to
bikers who watch an educational video on bike safety, for instance a certificate for 25% off in
downtown stores or restaurants.
Commissioner Christensen commented that the mixed uses on the bridge work well together because
the sign is painted right onto the trail. That is why all that congestion works on the bridge. Signs that
are on posts often are not read.
Mr. Moore summarized the budget items proposed to be cut: utility vehicle, half of the play structure
replacement, irrigation, parking lot for Palmer property, and Northland Park watermain extension.
The total remaining tally is $381,900 after the cuts that the Commission has suggested.
INFORMATIONAL ITEMS
Project Update
Mr. Moore updated the Commission on several projects. The City website also has project updates.
The Stream Bank Stabilization project is being reviewed by the Minnesota Department of Natural
Resources and the Army Corps of Engineers. Construction could begin this fall. The Neal Avenue
street reconstruction is on schedule; the trail along the east side has been graded and gravel placed
from White Pine Way to Eagle Ridge Trail. There are three properties at the south end of Neal at
Boutwell for which the City is working on gaining easements, to be able to connect the trail from
Walnut Creek all the way down to Boutwell. Easements were evidently never obtained back in the
1980s. Therefore, the trail could end at Eagle Ridge in October when construction season is over. A
drinking fountain is being installed at Brown's Creek Park.
Councilmember Polehna asked why there is not a bike repair station at the north end of downtown.
Mr. Moore agreed to check on putting a bike repair station at the north end of downtown. He
continued his project update. The Planning Department had a public information meeting about the
Chestnut Street Plaza on August 13, 2020. The concept will be reviewed by the Heritage
Preservation Commission and MnDOT before going to the Council for final approval. The project is
planned for construction in 2021. He provided graphics showing the three design options. Two of the
designs include pedestrian and bike mixed use. He added that City staff is working with Sustainable
Stillwater to look at designs for bike racks downtown. Locations being considered are near Nelson
Street, Myrtle Street, and the bathrooms on the south end of Lowell Park. The Chestnut Street Plaza
will have bike racks included as part of the project.
Councilmember Polehna said he has been working with Sustainable Stillwater on making Stillwater
a bike -friendly community, and working with the Chamber and Convention and Visitor Bureau on
making businesses bike -friendly.
OPEN FORUM
Lael Smith (no address given) said she enjoyed listening to the meeting to learn how the Parks
Commission works.

BACKGROUND
Jon Whitcomb has submitted an application for preliminary plat approval of a 14-lot single
family development to be known as White Pine Ridge to be located at 12950 75th Street
North.
SPECIFIC REQUEST
Consider the park and trail dedication requirements for this single-family development.
EVALUATION OF REQUEST
When future developments are contemplates, review for conformance to the adopted
Sidewalk and Trail plan, Park and Open Space plan, and the subdivision ordinance, which
requires sidewalks on all through streets, must be considered. The developer is not
proposing any park, trails or sidewalks to be associated with White Pine Ridge.
Trail/sidewalk development and dedication
Upon review of the City's Trails and Sidewalks plan, two trails are shown adjacent to the
subject property:

1. One trail is proposed to extend from Northland Avenue, on the south of the
highway where there is existing sidewalk on both sides of Northland Avenue. This
is the only location Washington County Public Works will permit as an intersection
with Co Rd 12 between Maryknoll Drive and Minar Avenue.
2. The other trail is proposed to run parallel to the north side of the highway, on the
south side of this development.
Extending sidewalk/trail across Co Rd 12 is appropriate. However, no through road is
proposed at this time. Therefore, right-of-way or easement acquisition must occur for the
future development of the off-street trail or sidewalk that will service this subdivision,
connecting it to its neighbors and the trail systems upon build out. This will need to occur
on, at a minimum, the east side of the proposed Northland Avenue extension and on the
south side of the subject property. However, the east side of the extended right-of-way is
not proposed to be included in this development. As such, the easement should only be
required for the south side of Lot 1 at this time.
With no sidewalk or trail connection proposed, a $500 trail fee would be required for each
lot.1
Park dedication
The Parks and Open Space plan does not envision any public parks on or near the
proposed subdivision. Therefore, the $2,000 park fee per lot would be appropriate in lieu
of setting aside public park land.2
RECOMMENDATION
City staff recommends the PRC recommend the City obtain trail easement on the south
side of Lot 1, and dedicating $32,500 in park and trail dedication fees. These fees would be
due prior to release of the plat for filing with Washington County.

UTILITY NOTES
1. It is the responsibility of the contractor to perform or coordinate all necessary utility connections and
relocations from existing utility locations to the proposed building, as well as to all onsite amenities.
These connections include but are not limited to water, sanitary sewer, cable TV, telephone, gas,
electric, site lighting, etc.
2. All service connections shall be performed in accordance with state and local standard
specifications for construction. Utility connections (sanitary sewer, watermain, and storm sewer)
may require a permit from the City.
3. The contractor shall verify the elevations at proposed connections to existing utilities prior to any
demolition or excavation.
4. The contractor shall notify all appropriate engineering departments and utility companies 72 hours
prior to construction. All necessary precautions shall be made to avoid damage to existing utilities.
5. Storm sewer requires testing in accordance with Minnesota plumbing code 4714.1109 where
located within 10 feet of waterlines or the building.
6. HDPE storm sewer piping shall meet ASTM F2306 and fittings shall meet ASTM D3212 joint
pressure test. Installation shall meet ASTM C2321.
7. All RCP pipe shown on the plans shall be MN/DOT class 3.
8. Maintain a minimum of 7 1/2' of cover over all water lines and sanitary sewer lines. Where 7 1/2' of
cover is not provided, install 2" rigid polystyrene insulation (MN/DOT 3760) with a thermal
resistance of at least 5 and a compressive strength of at least 25 psi. Insulation shall be 8' wide,
centered over pipe with 6" sand cushion between pipe and insulation. Where depth is less than 5',
use 4" of insulation.
9. Install water lines 12" above sewers. Where the sewer is less than 12" below the water line (or
above), install sewer piping of materials approved for inside building use for 10 feet on each side of
the crossing.
10. All watermain piping shall be class 52 ductile iron pipe unless noted otherwise.
11. See Project Specifications for bedding requirements.
12. Pressure test and disinfect all new watermains in accordance with state and local requirements.
13. Sanitary sewer piping shall be PVC, SDR-35 for depths less than 12', PVC SDR-26 for depths
between 12' and 26', and class 52 D.I.P. for depths of 26' or more.
14. A structure adjustment shall include removing and salvaging the existing casting assembly,
removing existing concrete rings to the precast section. Install new rings and salvaged casting to
proposed grades, cleaning casting flange by mechanical means to insure a sound surface and
install an external chimney seal from casting to precast section. Chimney seals shall be Infi-Shield
Uni-Band or an approved equal.

Re: 2021 Capital Improvement Update
BACKGROUND
At the June 22 and August 24, 2020 Parks and Recreation Meeting the Commission was
presented the 5 Year Capital Improvement Plan (CIP) and an update. As you may recall
Administration and Finance had reviewed proposals from all departments within the city. The
proposed budget was presented to City Council on August 18, 2020 for their preliminary
review.
DISCUSSION
Overall capital request funding was reduced for 2021 based on priorities to meet the $3 million
borrowing cap. Public works was asked to reduce the Capital improvement budget for Parks to
$500,000.00 for 2021. The play structure improvement was reduced from $120,000.00 to
$60,000.00 for Northland Park. Also the irrigation and Northland Park water extension items
were removed.

BACKGROUND
The City of Stillwater has had a memorial bench program for many years but has no formal
memorial tree program. With increased requests for both, staff has reviewed additional bench
locations and has done some research on a memorial tree program.
DISCUSSION
Staff has identified additional locations for memorial benches at Pioneer Park and Lowell Park.
Communities that have a memorial bench and tree program have an application process and
form. Attached are some examples for the commission to review. City staff will continue to
work on a formal process for the donation of benches and trees.
RECOMMENDATION
The Parks and Recreation Commission should review the attached examples and give
comments to staff for development of this program.

Tree and Memorial Bench Donation Program
Thank you for considering the donation of a tree or park bench to the City of Edina. Below is some
information on how trees and benches are added to our community.
TREES
City staff plant trees in the spring and fall. All trees conform to city standards for new tree plantings
(2" caliper for deciduous trees or 6' tall for conifer trees), and are planted during normal business
hours. In order to preserve the landscape of all parks, no plaques, markers or signage are installed
with trees. Donors, with guidance from city staff, select the park and type of tree best suited for the
donation. The city guarantees tree survival for one year after installation date and protects all
deciduous trees with a plastic tree guard.
The city provides all donors with a certificate commemorating the tree donation. Please note that
the City of Edina Parks & Recreation Department Tree & Memorial Bench Donation form and
payment must be completed and on file with the city before the tree is ordered.
BENCHES
Public benches are used by everyone! Bench locations are chosen with donor preference and park
needs taken into account. Benches are installed from June to October. The bench style used is
DuMor metal with an inlaid bronze plaque created with the donor's inscription as stated on the Tree
and Memorial Bench Donation form. Great care is taken to maintain city benches. However, should
a bench become damaged beyond simple repairs; the city reserves the right to remove the bench.
The city provides all donors with a certificate commemorating the bench donation. Please note that
the City of Edina Parks & Recreation Department Tree and Memorial Bench Donation form and
payment must be completed and on file with the city before the bench is ordered.

Tree and Bench Donation Information and Policy
The City of St. Louis Park welcomes the donations of trees and park benches. These generous donations
grace our parks and public areas for decades, while providing organizations, families and individuals with
a unique opportunity to mark a notable event or honor a special person.
Donating trees
Donating a tree is a wonderful opportunity to beautify our community while also fulfilling your
organization's service project or honoring an event or individual. Your donation makes it possible for the
City of St. Louis Park to plant more trees than it could otherwise afford.
The city forester will work with you or your organization to select a tree that's well suited to the planting
site and our climate. With the guidance from the city forester, donors can select the park and tree
species.
About the tree
• You may select either a shade tree or an evergreen. Shade trees are usually about 8 -10 feet tall,
and evergreens are about 6 feet tall. Your choice of tree species has been selected for suitability
to our northern climate and urban conditions.
• Your tree is guaranteed for one year after planting.
• To ensure optimum growing conditions, trees are planted in the spring and fall. City crews will
plant the tree for you. If you wish, we will notify you of the planting date and time (between 7
a.m. and 3 p.m., Monday through Friday).
• Due to the potential for damage, no markers or signs are placed at the planting site.
Donating park benches
A park bench is another way to enhance our community while honoring a special person, remembering
a loved one or marking a special memory or occasion.
The donor, with guidance from city staff, may select the park. City staff will then select the optimum
location within the park. Donors provide the text for the plaque inscription. Due to plaque size, the text
must be 50 characters or less. Benches are installed between June and October. If you wish, the city will
notify you when the bench will be mounted onto the concrete base.
Style of bench
A DuMor metal bench can be selected for placement in all parks, including Westwood Hills Nature
Center. This is a traditional garden -style bench with a graceful arched back. The 6-foot-long, green
bench is made of steel and is mounted onto a concrete slab. A custom -cast bronze plaque is inlaid into
the back of the bench.

About the cost
• The cost of a tree is $300.
• The cost of the DuMor steel bench is $2,200.
• Your contribution covers the cost of purchasing the tree or bench (includes tax and shipping), as
well as the cost of a plastic tree guard for trees or a concrete base for the bench.
• The price reflects the city's wholesale discount.
• There is no labor charge for the city to plant your tree or install your bench.
Donors are asked to:
• Sign paperwork and pay for the tree and bench before it is ordered.
• Help water the tree during its first growing season, if feasible.
Donors will receive:
• A certificate commemorating the donation. Donors are welcome to provide the city with text
noting the person, organization or event being honored.
A letter documenting your donation for a tax deduction.
