Chairman Brandt called the meeting to order via Zoom at 6:30 p.m. Present: Chairman David Brandt, Commissioners Linda Amrein, Scott Christensen, Sam Nelson, Sandy Snellman, Stephanie Souter, Council Representative Mike Polehna Absent: Commissioner Pam Johnson Staff: Public Works Superintendent Tim Moore APPROVAL OF MINUTES Commissioner Amrein pointed out a typo on page 2: "to recommended" should be "to recommend." Motion by Chairman Brandt, seconded by Commissioner Snellman, to approve the May 18, 2020 meeting minutes with the typo correction. All in favor. OPEN FORUM Louise Watson said she was attending on behalf of Sustainable Stillwater Natural Resources Work Group. Leslie Frick, 610 Main Street North Apt. 303, asked if a historical survey has been done for the Aiple Property. Mr. Moore said he did not know but will ask City Planner Wittman. UNFINISHED BUSINESS Councilmember Polehna said the use of Brown's Creek Park by the mountain bike team was approved at the last City Council meeting. NEW BUSINESS 2021-2025 Capital Improvement Plan Mr. Moore presented the draft 2021-2025 Capital Improvement Plan (CIP) for discussion. Councilmember Polehna suggested looking at how the City budgets for equipment. The Parks operation budget should be separate from capital improvement budget. He also asked about Lowell Park bike racks. Mr. Moore replied there is miscellaneous money in the operating budget that can be used for purchases like bike racks. Chairman Brandt noted that bike racks are very much needed downtown. Commissioner Amrein suggested allowing donors to have their name on a bike rack similar to the benches around the City. Parks and Recreation Commission Meeting June 22, 2020 Councilmember Polehna replied the City has a gifts for parks program which should be promoted more. The City needs to come up with a standard bike rack and a standard picnic table for the parks. Commissioner Christiansen said he likes the bike rack and bench across from the Oasis. Councilmember Polehna and Commissioner Souter explained there are grants available through Washington County and the State. Commissioner Souter asked that funding for two or three more bike rack stations be considered for 2021. Mr. Moore said he will bring options for picnic tables and bike racks to the next meeting for discussion. He explained the budget process. Commissioners Snellman and Nelson remarked that better signage is needed on the bike trails. It is not clear that bicyclists are to walk their bikes on the trails downtown. Commissioner Nelson added that on the bridge, with the bike lanes being in the middle, he has seen many close calls with pedestrians going from one side to the other - they don't realize there are bikers going down the middle. Better signage is needed so people realize it is shared between both bikers and walkers. Councilmember Polehna noted that the City just received two electric bikes for use by the Police Department to police the trails. He remarked that in looking at the State bonding bill, some communities have their whole waterfront paid for by the State. So why isn't Stillwater getting more state funding? He feels the City should go after more State funding. Commissioner Christiansen said the short answer is that downtown improvements compete for legislative funding with projects like getting the roads fixed in front of WalMart and where the new Hy-Vee is going in. Name the Park/Aiple Property Tour The Commission will be asked to make a recommendation for a name at their July meeting. COMMISSION ITEMS/TOPICS Councilmember Polehna said that the Council agreed to move ahead with the organizations that are raising the money to add a curling center at the Rec Center. Also, he is heading up a committee trying to bring back the historic gardens and fountain to Lowell Park. ADJOURNMENT Motion by Commissioner Snellman, seconded by Commissioner Christiansen, to adjourn. All in favor. Rd 15 and the Aiple Property. The Commission decided on Millbrook Field West for the site at Hwy 96 and Co. Rd. 15. The Commission asked to meet with Brent Peterson from the Washington County Historical Society at the Aiple property to get some history and tour the site at the June meeting. DISCUSSION Mr. Peterson talked about the Tamarack House constructed by early settlers in the area and the logging operations that took place on the property for many years. There was some discussion about Native American history in the area but there was not a lot because the area was mainly used as a travel area. RECOMMENDATION It is recommended that The Parks and Recreation Commission discuss and select a name for the Aiple property, then present both names of the parks to City Council. SUSTAINABLE M N STILLWATER June 22, 2020 Dear Mayor and Council members, I am writing today to request your support for Sustainable Stillwater's action plan to enhance bicycle use in Stillwater and the surrounding area. We have some ambitious goals. The city would not need to do this alone — the Sustainable Stillwater MN GreenStep team would make this a nonprofit/city partnership, and our Sustainable Stillwater MN - Bicycle Friendly Community sub -team would organize and lead the effort. You have graciously backed our initiatives in the past. We appreciate that. Can we count on you to endorse our new plan outlined below? Enhancing a "Healthy and Connected Community" is one of the three pillars for Sustainable Stillwater, and our goals are to provide opportunities for bicycle and pedestrian enhancements in Stillwater. These goals are included in the Stillwater 2040 Comp Plan and a key component of the GreenStep City plan. Another pillar of Sustainable Stillwater is "Economic Vitality." Increased bicycling in Stillwater, which started with Browns Creek and the Loop Trail, has the potential of creating economic opportunities for downtown. From the Stillwater GreenStep Cities Work Plan:... become a Bicycle Friendly Community as a way to encourage green tourism. From the Stillwater 2040 Comp Plan: Objective: Construct a city-wide trail/bikeway system that connects major activity centers, schools, downtown, scenic open space areas and lakes and other adjacent community systems. From the Vision and Guiding Principles of the Stillwater Trails Master Plan: Build on Stillwater's history and natural setting to become a leading active transportation community and one of Minnesota's premier trail destinations. Sustainable Stillwater has already led Safe Routes to School "Bike to School" programs successfully at Lily Lake Elementary (2018 and 2019) and Rutherford Elementary (2019). We also arranged for a bike rodeo and bike/helmet giveaways to selected students. These efforts will continue in the future with other elementary and middle schools in the area, further building on the City of Stillwater Bicycle Friendly Community Assessment Report by The Bicycle Alliance of Minnesota in 2014. We are asking the City leaders to build bicycling enhancement in Stillwater into the strategic planning process, while designating Sustainable Stillwater MN - Bicycle Friendly Sub -team as the leading organization to organize, plan, and direct the successful bicycle enhancements with the city. The Bicycle Friendly Sub -team leader is Rick Heidick, and Rick has the background and assessments for Stillwater Bicycle Friendly Community from BikeMN, and has discussed these plans with Tom McCarty. Following are some of the overall goals: - SHORT TERM (1-3 years): • Develop and implement a downtown bike rack and bike safety plan. This is critical to enhance the scenic beauty of the area adjacent to the trail in downtown, while also providing bicyclists the ability to safely and securely park their bikes and explore downtown. iiiilL Stillwater, Minnesota 55082 Sustainablestillwatermn@gmail.com www.sustainablestillwatermn.org/ ▪ Bicycle routing/path and storage racks as part of the Chestnut St. Plaza final design. The connection (by bike) from the lift bridge to Main Street will be critical for giving bikers access to the businesses on Main Street. • Communication of trail and bike routes, as well as store locations through maps and online resources. • Trail signage and communication for trails rules and etiquette. Most of the trails in and around Stillwater are multi -use. Some are already getting crowded, and with more bicyclists, it is critical that trail rules and etiquette are developed to enhance the experience of all users. • Initiation of bicycle and traffic education. Rick has access to multiple educational resources for bicyclists and motorists. Ideally educational training sessions would be established in the schools, and we could explore creative methods for adult education. • Expansion of Safe Routes to School for all elementary schools, as well as the Middle School and SAHS in 2021. • Creation of a Bicycle Friendly Community plan for Stillwater to achieve Bronze certification for Stillwater within 2-3 years. LONG TERM (3-5 years): ▪ Expanding Stillwater's Bicycle Friendly Community certification from Bronze, with a plan for achieving Silver certification within 5 years. ▪ Establishment of Stillwater as a "Bicycle Destination" city. Providing tourism marketing for bringing visitors to downtown for biking and the trails. This can enhance the hotel/ restaurant economic vitality for downtown. • Establishing connectivity of trails to enable bikers to reach extended, connected destinations (Taylors Falls to north, Minneapolis/St. Paul to the West, and Afton to the south). • Establishing and implementing a bike commuter plan with local bike routes and access to local stores and establishing bike carrier and bike access to commuter bus options from Stillwater to the Twin Cities. There is much information available about the health benefits for communities where bicycling use is expanded. More importantly, there is information on how the enhanced bicycling experience with livable streets, greater connectivity throughout town, bicycle commuting, and building on Stillwater as a bicycling "destination city" will greatly add to the economic vitality and attraction of Stillwater. Bike racks have been reviewed in the past by the commission but no decisions have been made. There has been a need for additional picnic tables especially in Lowell Park and the Parks and Recreation Commission has been asked to review the standards. DISCUSSION Attached are examples of standards the city has currently in place and one additional picnic table manufactured from recycled plastic that would meet the City's sustainable purchasing policy. The Pilot Rock galvanized table is $952.00, the Wabash Valley perforated is $989.00 and the Green Valley recycled plastic is $1148.00. These prices are from the State Bid Contract, are for ADA accessible tables and include shipping costs. In upcoming Parks and Recreation Commission meetings the commission will be reviewing bike rack standards and locations and bench standards and locations. RECOMMENDATION The Parks and Recreation Commission should review the picnic table standards and give direction to staff for a standard picnic tables in our park system. To ensure proper assembly, it is suggested that you take adequate time to locate and identify each part. To prevent scratching of the finished pieces, we recommend this unit to be assembled on a clean, flat, solid, surface with a drop cloth, allowing plenty of working room. Also please read the instructions and study the sketches very carefully. A little extra time spent before assembly will be well worth it in performing a complete, proper assembly. Please note that all parts have been precut and pre —drilled. During the assembly process leave all bolts and nuts "finger tight", until the entire unit is completely assembled. This allows room for movement to level or adjust all seats, tops, benches, fromework and braces if necessary. After final adjustment and leveling, permanently tighten all nuts, bolts and fasteners. STEP 1: FOR BOTH TABLES WITH AND WITHOUT SEATS. Invert (A—) top so it's upside down on a flat surface. Attach both (C—) legs to the outermost part of the top's end leg mounting brackets with seat mounting brackets toward inside of top, see FIG. 2. If assembling a 10' table, attach the center leg at this time with seat mounting brackets toward top center leg mounting bracket, see FIG. 1. Use two, per each leg, (F) and (H) using two (G) and one (J) per each (F). FIG. 1 for 10' picnic table Attach one end of each (D) brace to each leg, see FIG. 3, using, per each brace, one (E), two (G), one (J) and one (H). For the 10' table, mount two (D) braces to the center leg using one (I) and (H) and one (J) using two (G). Secure the opposite end of each brace to the top's center support brace, see FIG. 4, refer to FIG. 1 or 2, using one, per each brace, (F) and (H). Use two (G) and one (J) per each (F). STEP 2: FOR TABLES WITH SEATS. Check all fasteners making sure each fastener is finger tight and properly supporting the unit. Re —invert the table to its topside up position. STEP 3 Attach each (B—) seat to each side of the picnic table, align the seat's mounting brackets with the inside of the leg's mounting brackets, as shown in FIG. 5. Use (F) and (H) using two (G) and one (J) per each (F). STEP 4 Level both seats and top if necessary. Tighten all fasteners with wrenches.
