HomeMy WebLinkAbout2019-02-11 JPB MINS Stillwater City and Town Joint Planning Board Regular Meeting Minutes February 11, 2019 Present: Stillwater Town Board Member Sheila-Marie Untied, City of Stillwater Council Members Ted Kozlowski and Tom Weidner. Absent: Stillwater Town Board Member Rod Hunter Staff present: Stillwater Community Development Director Bill Turnblad Vice Chair Kozlowski called the meeting to order at 5:00 PM. APPROVAL OF AGENDA Untied moved to accept agenda as presented. Weidner seconded the motion, which passed 3-0. APPROVAL OF MINUTES Untied moved approval of the minutes as presented. Weidner seconded the motion, which passed 3-0. NEW BUSINESS Rezoning for Marylane Meadows - Case No. 2018-68 Turnblad summarized his report of February 7, 2019. Mark Guenther of Fenway Land Company is proposing to redevelop the two lots at 8313 and 8393 Marylane Avenue North into 11 lots. The zoning of the property is requested to be changed from AP, Agricultural Preserve to RB, Two-Family Residential. The requested rezoning is consistent with the Comprehensive Plan and compatible with the neighborhood. The CalAtlantic development on the other side of Marylane Avenue is zoned RB, as is being requested by Guenther. The 11 proposed lots all meet the standards established for the RB Zoning District. Weidner noted that typically the Joint Planning Board reviews the preliminary plat before the City Council considers it. But, in this case scheduling difficulties prevented that. So, the City Council added a condition that their approval will not become effective unless the Joint Planning Board approves the rezoning. And, that if there are any substantive Joint Board Minutes February 11, 2019 Page 2 of 2 changes to the preliminary plat recommended by the Joint Planning Board, that the preliminary platy would have to be reviewed by the City Council again. Weidner pointed out that some of the plans submitted by the developer refer to the trail segment as being a grass trail. This should be bituminous to match the trail in Settler’s Glen. The developer confirmed that it would be constructed with a bituminous surface. Kozlowski opened the public hearing. Mark Guenther stated that he had nothing to add to the report or presentation. There being no further testimony, Kozlowski closed the public hearing. Weidner moved to approve the rezoning request with the conditions found in the report by Turnblad. Untied seconded the motion, which passed on a 3-0 vote. MISCELLANEOUS Turnblad updated the Board on the status of the Minar Neighborhood Study and the City’s 2040 Comprehensive Plan. ADJOURNMENT Weidner moved for adjournment, which was seconded by Untied. The motion passed unanimously. Meeting adjourned at 5:30 PM. Respectfully submitted, Bill Turnblad Acting Recording Secretary
