Regular Meeting:
The regular meeting of the Board of Water Commissioners was held on Wednesday

October 8, 2014 at 8:30 A.M.
All Commissioners were present, with President Speedling presiding. Also present was
Tom Corman and Council Member Menikheim.
On motion of President Speedling, duly seconded by Commissioner Nyberg, all voting
“Aye”, the Agenda was accepted as presented.
On motion of President Speedling, duly seconded by Commissioner Vania, all voting
“Aye, the minutes of the September 15, 2014 regular meeting were read and approved as
written.
On motion of President Speedling, duly seconded by Commissioner Nyberg, all voting
“Aye”, Resolution No 1469 was approved for payment.
Tom Corman reported to the Board that the new watermain on Greeley Street has been
installed and all the buildings are being fed off the new watermain, there are two
connections that need to be made on the south end of Greeley at the Frontage Road that
will loop the system. Asphalt will be installed on Saturday October 11, 2014 and the
road will be open on Monday October 13, 2014. There are a number of service leaks
being repaired and they are still flushing hydrants.
Manager Benson brought up the Ground Water Coalition Agreement and after
discussion, on motion of Commissioner Vania, duly seconded by Commissioner Nyberg,
all voting “Aye” the Board will proceed with the Inter Governmental Agreement to join
the Water Coalition and participate in their activity. Manager Benson will contact
Woodbury City Administrator Clint Gridley.
The following items were discussed, with no action taken:
1. Accounts receivable balance as of September 30, 2014 was $43,078.30 with the
actual amount being $95,529.94 this is $600.00 less than last years.
2. Manager Benson brought up the Rate Study and after much discussion this will be
tabled until the December meeting and discussed during the 2015 budget process.
3. Manager Benson updated the Board on the GIS project; Bolton & Menk will start
collecting data on Thursday October 9, 2014.
4. Manager Benson informed the Board that Well #11 Booster Pump #3 was pulled
by Key’s Well Drilling and brought back to their shop for inspection.
5. Manager Benson updated the Board on the progress of Well #1.

6. Manager Benson and President Speedling attended the October 7, 2014
Stillwater City Council Meeting and presented two properties for assessments at
the council’s open forum hearing; with no response from the property owners, the
assessments were adopted.
7. Commissioner Vania updated the Board on the cost to repair broken watermains.
There being no further business, on motion of President Speedling, duly seconded by
Commissioner Vania, all voting “Aye”, the meeting was adjourned
