The Board may take action or reply at the time of the statement or may give direction to staff regarding investigation of the concerns expressed. Name the Park Update Information Items Memo To: Parks and Recreation Commission From: Tim Moore, Public Works Superintendent Date: February 19, 2020 Re: New Heights School Playground Proposal Representatives from New Heights School will be at the Parks and Recreation Meeting Monday night to present to the Commission and answer any questions. New Heights School’s Playground Proposal New Heights School is located at 614 West Mulberry Street atop the North Hill of Stillwater. The building, which is home to New Heights School, is also known as The Washington School (est. 1938); a former district-owned elementary building, once converted to serve high school sophomores as a result of classroom shortages at the former high school during the 1980’s and early 1990’s. In 1993, as the current high school was set to open and The Washington Facility was no longer needed by the district, New Heights School, the first K-12 grade charter to ever open, opened its doors and began serving students in the rented facility in September of that year. Sometime around the year 2002, a group of parents, school officials, and some community members worked with city officials of Stillwater to erect a new playground apparatus on the playground behind the school on the east side of the property. From memory, the city agreed to fund a large portion of the playground, partially because the local neighborhood didn’t have a nearby park for families to use during non-school hours or during the summer. One stipulation of this partnership was that if for any reason New Heights closed or moved to a different location, the city would retain the playground apparatus and could move it to a new location. This concern was relevant because the building was owned at the time by the Stillwater School District and district administration wasn’t entirely sure what they wanted to do with the property. Recently, 2016, Stillwater District decided to sell the property to New Heights. Since the sale, New Heights has been working at upgrading the facility; primarily inside, but a new parking lot was added just prior to the sale. Most recently, fall of 2019, New Heights has teamed with the Madison Claire Foundation for the purpose of possibly renovating the entire back yard area of the school. In the past several months, a committee has formed and has created a conceptual design of what it collectively believes the renovated “park” could become. This project, while grand in scale, is more than just possible, but not without some support from outside contributors. We are of the belief that our project may well be something that the City of Stillwater would want to sign on to. Here are a few reasons why The City of Stillwater may want to learn more about how it can support this endeavor: The North Hill does not have a large, modern play facility for its local resident families to use within a reasonable walking distance-Pioneer Park is the nearest, but it isn’t walkable for families in the School’s proximity. The City could partner with New Heights and the Madison Claire Foundation, thus not having to pay for all of the associated costs to renovate the property. The conceptual design is not your garden-variety playground, but is an Inclusive Playground, meaning that is perfectly suited for able-bodied and disabled children to play on together in the same spaces, as well as allowing for disabled siblings, disabled extended family, or disabled parents and grandparents to access the apparatus and equipment along with there children. This truly is a unique opportunity because there isn’t anything like it nearby, certainly not in the city of Stillwater or surrounding area. Signing on to support a project like this demonstrates that the City of Stillwater is a trail-blazing community, but also that the city is sensitive to the needs of all members of the community; especially the disabled. The city would not have to purchase land since it would be partnering with New Heights School. The renovation would not have to occur all at once. New Heights and The Madison Claire Foundation are open to a variety of options and timelines and is only looking to secure interest at this time. This looks to be a win-win for all involved, including: New Heights School’s students; The local neighborhood residents; The City of Stillwater; the tax payers; visitors to Stillwater who are looking for a place to stop while touring the town, especially during the weekends or summertime when the school is not in session. Ways the city could get involved includes: partial funding; construction; maintenance; gaining support from others such as the local Chamber of Commerce or other partners to be determined by the city. Polco was used for the survey with the following questions: 1. I agree with the following statement: The new court surface at Northland Park should be striped exclusively for tennis. 2. Do you or have you ever played tennis at Northland Park? 3. I agree with the following statement: The new court surface at Northland Park should be striped for shared pickle ball and tennis courts. 4. DISCUSSION Approximately 76% of respondents were in favor of exclusive use of the Northland courts for pickle ball with another 10 out of 10 emails received in favor. RECOMMENDATION The Parks and Recreation Commission should discuss turning the Northland Park courts into exclusive pickle ball courts and make a recommendation to staff. POLICY OVERVIEW ADDED. Y Yes N No Pickleball is characteristically a large-group activity, with participants gathering in large numbers at a single location to play for a few hours. This is unlike tennis, where (except with HS and college teams) a couple people show up to play at a time, with each other. There is currently no dedicated Pickleball facility in Stillwater. But there are 24 courts available in the Stillwater area for tennis players. Y Yes N No Mixing pickleball and tennis court markings is confusing for both pickleball and tennis players. And pickleball players typically gather in large groups (of up to 50, or so) and need many courts, concurrently. Tennis players most often show up in groups of two (except in HS or college team settings) and have 24 courts available to use elsewhere in the immediate Stillwater area. Multiple markings for tennis and pickleball on the courts makes it difficult for both sport players to know what lines to play on! Having more courts in one place may open more tennis play at Lily Lake as pickles wont have to spill over there. Single markings for pickleball. Y Yes N No I regularly play pickleball at Northland Park, both with the Stillwater Pickleball Group and sometimes with a private group of four outside of the large SPG group scheduled times. I play there both day and evenings multiple times a week during the outdoor season. Love playing pickle ball at Northland. However, there are too few permanent courts for the large group gatherings there. And the 'temporary' courts with the movable nets and multi-sport striping (pickleball and tennis) make it confusing for both pickleball AND tennis players. Y Yes N No The courts are a public place, and I hate to ignore the needs of tennis players in the community. There is so much enthusiasm for pickleball that dedicating the Northland courts to all pickleball makes a lot of sense. The game draws people of all ages and they have fun and stay fit. Thank you for doing this!! If it is, it should be left at 8 courts...not expanded to 10 courts unless you plan on expanding the entire area. There are still a lot of neighborhood kids that like to ride bikes down to Northland to play tennis There are many tennis players of all ages that use the Northland courts as well. I don't want to see the number of courts available for tennis in Stillwater reduced. 3 of 3 3 of 3 Memo To: Parks and Recreation Commission From: Tim Moore, Public Works Superintendent Date: February 19, 2020 Re: 2020 Playground Projects BACKGROUND The city has budgeted $90,000.00 for playground equipment in 2020. Attached is a list of 4 locations with playground equipment needing to be replaced and associated costs for purchase and installation. Northland Lower is manufactured by Burke and is close to 22 years old. The other 3 are old Kompan wood structures ranging from 21-24 years old. All structures have exceeded their useful life and are difficult and expensive to maintain safely. DISCUSSION The city will make improvements for accessibility when upgrading or replacing play structures which adds some additional cost to the projects. This will include accessible walks, mulch and play features. In considering those improvements , Upper Northland would be difficult and expensive to improve accessibility and could be combined with Lower Northland to create one playground. All locations will need paved trails for accessibility which will add to the cost of the improvements. With the current budget , only 3 of the 4 locations can be replaced. Upper and Lower Northland could be combined into 1 playground, and replace either Meadowlark or Annez Ridge. Whichever structure is not chosen will be replaced the following year. Phase I has been completed and Phase II is underway. At this point the developer is proposing to develop Phase III. Phase III Park and Trail Dedication fees will be paid prior to the release of a building permit. No PRC action is requested at this time. As of February 19, 2020 the City has received 23 suggestions for the Aiple Property and 16 Suggestions for the Palmer Property. The city will run the survey for about another month and the staff will compile a list and submit it to the commission at its April meeting.
