November 14, 1988 PUBLIC HEARINGS 1 Case No SUB/88-72 - A minor subdivision dividing one lot into two lots of 7, 476 square feet each at 514 and 518 West Maple Street in the RB Two Family Residential District (James Blichfeldt/Blichfeldt Builders, Applicant) 2 Case No SUP/88-73 - Preliminary and Final Plat Approval for a twenty lot subdivision located on both sides of Pine Tree Trail and south of Pine Street (Benson's Addition) previously developed in the Single Family Residential R-A District Estate of Gilbert Benson, Owner Barry Stack, surveyor, presented the plan There is one recommended condition of approval An open space easement shall be recorded over the rear portions of Lots 5, 6, 7, and 8 to maintain the area in a natural open space appearance Howard Costello, property owner at 1007 Pine Tree Trail (Lot 6) stated that he would not be in favor of the easement if it prevented the homeowners from cutting and trimming trees to allow views of the lake from their homes Motion by Don Valsvik, seconded by Judy Curtis, to approve Case No 88-69 with the recommended condition of approval Motion carried 6-0, Glenna Bealka abstained Case No. PUD/88-71 - Final PUD Approval of three story addition to the existing Washington County Government Center located at 14900 North 61st Street Washington County, applicant Case No. SUP/88-68 - Special Use Permit for a 308 car parking lot in the Single Family Residential R-A district located east of Sthe County Government Center between Panama and Paris Avenues Washington County, Applicant These two cases will be considered together Lyle Doerr, Facilities Manager for Washington County, presented the plans 1 lk Stillwater Planning Commission Minutes November 14, 1988 with Fred shank, Architect Motion by Nancy Putz to approve Case No 88-68 subject to six recommended conditions of approval Seconded by Jean Jacobson Motion carried 7-0 Motion by Don Valsvik to approve Case No 88-71 subject to two recommended conditions of approval Seconded by Nancy Putz Motion carried 7-0 The Commission discussed possible regulation of dog kennel locations It was determined that residents should be given information regarding dog kennel locations through the city newsletter or when their yearly dog license application is presented The Commission discussed possible attendance at the Annual Planning Institute Steve Russell requested that one or two Planning Commission members volunteer for membership on the Downtown Plan Action Committee and the Downtown Design Review Committee Don Valsvik and Nancy Putz expressed interest in the Action Committee The Commission felt that Rob Hamlin may be interested in the Design Review Committee Mark Ehlenz also made a tentative committment to membership on the Design Review Committee The Commission reviewed the first part of a Design Guide for Downtown Steve Russell reported on the November 1 City Council meeting Motion by Nancy Putz, seconded by Jean Jacobson to adjourn the meeting at 8 45 p m All in favor Submitted by Shelly Schaubach Recording Secretary I P PLANNING APPLICATION REVIEW CASE NO SUB/88-72 PLANNING COMMISSION MEETING December 12, 1988 PROJECT LOCATION 514 and 518 West Maple Street COMPREHENSIVE PLAN DISTRICT RB ZONING DISTRICT Two Family Residential APPLICANT'S NAME James Blichfeldt/Blichfeldt Builders TYPE OF APPLICATION Variance and Minor Subdivision PROJECT DESCRIPTION A minor subdivision of two lots with one legal description and parcel number into two lots with a 24 foot modification to the minimum lot area requirement for both lots (each lot is 7,476 square feet, 7,500 square feet is the minimum lot area requirement) DISCUSSION The request is for a minor subdivision of the two lots The lots were originally subdivided as two lots but have recently been combined in one lot with one legal description and one parcel number A home has been constructed on each lot The RB District regulations require 7,500 square feet for a single family residence and 10,000 square feet for a duplex The request is for a modification to the minimum lot area requirement of 7,500 square feet A 24 square foot modification is needed All the other building and zoning requirements have been met for each lot and home RECOMMENDATION Approval of minor subdivison FINDINGS The proposed land division is consistent with the use requirements of the Zoning Ordinance and Comprehensive Plan ATTACHMENTS Surveyor's Certificate Site Plan PLANNING APPLICATION REVIEW CASE NO SUP/88-73 Planning Commission Meeting December 12, 1988 Project Location Southwest corner of Curve Crest and Industrial Blvds Zoning District Industrial Park Industrial Comprehensive Plan District IP-I Applicant's Name Happy Thomsen Type of Application Special Use Permit PROJECT DESCRIPTION Auto and truck repair use DISCUSSION A repair garage requires a Special Use Permit in the Industrial Park - Industrial District Permitted uses in the district include limited manufacturing, office, research facility, warehousing and wholesale business The truck/auto repair is different from the manufacturing and office uses on Industrial Boulevard and Northwestern Avenue The site on the corner of Curve Crest and Industrial is located at an entrance to the Stillwater Business Park PROJECT ANALYSIS The proposed 7,200 square foot building meets the setback and height requirements for the district A landscape plan shows street trees, bermed and sodded areas Signage is shown on the Curve Crest Boulevard side of the building in two sixty square foot signage areas Building compatible with the area as well as use compatibility is a permit consideration The proposed building would be of a similar design to the buildings under construction east of the site on the north side of Curve Crest with exception of no mansard band around the top of the building The proposed twenty foot building would be constructed of vertical rib metal siding with brick accent siding on the Curve Crest and Industrial Blvd sides The repair areas of the building would be one story while the central office section two stories No mechanical equipment or refuse storage areas are shown on the site plan It is recommended that a mansard be added around the entire top of the building This would increase the interest of the building and make it more compatible with other buildings in the area Other recommendations include removal of the farthest west security light (toward residences) realigning the driveway entrance to a regular entrance, screening any mechanical equipment and trash area, and removing signs over garage doors Before building permits can be issued, a final grading/drainage plan must be submitted for City Engineer review RECOMMENDATION Approval with conditions FINDINGS 1 The proposed use will not be Injurious to the neighborhood or otherwise detrimental to the public and will be in harmony with the general purpose of this ordinance CONDITIONS 1 The building design shall be modified to include an overhanging mansard around the entire building 0 2 The security light on the west side of the Curve Crest building elevation shall be removed 3 The trash receptacle shall be stored in the screened security area 4 The signs over the garage doors shall be removed (may be numbered) 5 Any mechanical equipment shall be located within the building, to the rear of the ouilding or screened from public view 6 The electrical service shall be undergrounded from the street 7 A final grading, drainage plan shall be submitted for City Engineer review and approval before building permit is issued 8 All landscaping shall be in before building occupancy 9 The building shall be marked with a street number according to City requirements 10 Curbs and paving shall meet the standards for the Industrial Park District 11 The driveway access shall run perpendicular to the street until ten foot in from the property line 12 Sign permit shall be required for all signs (maximum height of wall sign, twelve feet) 13 There shall be no long term truck or auto storage parking on site ATTACHMENT Plans 2
