APPROVAL OF MINUTES
Motion made by Commissioner Peterson, seconded by Commissioner Eastwood to
approve the October 7, 2002 commission minutes with changes Motion passed
unanimously
Case No DR/02-56 Design review of exterior signage for US Bancorp Piper
Jaffray located at 270 North Main Street Chris Clark - LeRoy Signs, representing
US Bancorp Piper Jaffray
Mr Clark requested design approval for two US Bancorp Piper Jaffray signs at
207 North Main Street Mr Clark stated that he did not have much information to
go on since the applicant did not give many specifications
There was some concern among the Commission about the type of sign and the
number of signs The Commission felt that the sign would be more beneficial if it
were a projecting sign
Mr Clark agreed with the Commission He stated he would take the ideas back
the applicant and work from there
Motion made by Commissioner Johnson, seconded by Commissioner Eastwood to
approval the design of the exterior signage at 207 North Main Street with the following
conditions
1 Sign facing Main Street shall be a projecting sign
2 Sign on Main Street shall not exceed 6 square feet
3 Must be a minimum of 8 feet above the sidewalk
4 Lighting shall be an incandescent down lit source, e g gooseneck lighting
5 The sign on the north shall be similar in color and matenal
5 Sign on the north side shall not be lit
7 The north sign shall be a plaque style to match the projecting sign on Main Street
and be lower on the side of the building

Ms Jorgensen requested design approval for a 24" by 36" projecting sign A
black metal bracket will support the sign The sign will have a cream background,
with black trim and white lettering on the black trim The sign will not be lit
Motion made by Commissioner Peterson, seconded by Commissioner Eastwood to
approve the design for signage at 127 South Main Street with the following conditions
1 No additional signage
2 All changes to the approved plan shall be reviewed and approved by the
Heritage Preservation Commission
3 Sign will not be lit
4 Total area of projecting sign shall not exceed six square feet
5 Projecting sign shall not be a hazard to pedestrians
6 Structural elements shall be at least eight feet above the sidewalk
Motion passed unanimously

Discussion
The applicant is requesting design review for the installation of an awning and for
signage on the awning Kinsel's is located on the corner of 2"d Street and Chestnut
Street, the awning would be 14' 0" long on the south side of the building and wrap
around the corner and continue 10' 10" on the east side of the building The height of
the awning is 3'3" and would project out from the building 2 ' There will be a 10"
valance The awning will be dark brown or burgundy The lettenng will be white or
cream The applicant states that the existing Kinsel's sign will be removed and the
lettering will be on the awning The business name "Kinsel's" — 20 inches high, would
be on the canopy over the entrance door On the valance below the business name
would be "Est 1953", 6 inches high They are also proposing to have the word "Liquor"
— 24 inches high, on the east and south sides of the canopy It is staffs suggestion that
the word "Liquor" be on the valance and is 6 inches high

4 The awning will be at a one to one pitch
5 No additional signage

To whom it may concern
The purpose of this letter is to request permission to install an awmng at the corner of East
Chestnut and South Second Street, which is the location of the Kmsels Liquor Store The awning
will wrap around the entire corner The height of the awmng is 3'3" and sticks out from the
building 2', with a 10" valance By wrapping it around the corner it will require that we remove
the large square sign that is on the building currently The color of the awning will be a dark
brown or burgandy (eventually we hope to have the onginal or new bnck on the entire building
and I want the awmng to complitment the brick) There will be lettering on the awning, (lettenng
will be white or cream) please see the attached for what and where the words will be on the
awning and the size of the lettenng

Discussion
The applicant is requesting design review of new steps at what is known as the "old
post office building" The existing steps are deteriorating and need to be replaced The
proposal is to replace them with poured concrete foundation, tnmmed with flagstone on
the nser section of the steps The building has three types of brick and stone used on
the facade now The flagstone addition would introduce a new type of stone to the
building It is staffs opinion, the addition of flagstone is out of character with the style
and architecture of the building If any stone is added, it should be one of the three
types of stonework that is already used on the building

Project Description Design review of exterior sign package
Discussion The applicant is proposing a sign package for the building on the
southwest corner of Myrtle and Second Street (formerly the Gazette building) A
Variance from the Planning Commission is required due to the proposed placement
height on the wall The sign ordinance for the Central Business Distnct states that "A
wall sign may not project higher than the parapet line of the wall to which the sign is
affixed or 15 feet as measured from the base of the building wall to which the sign is
affixed, whichever is lower" The applicant is proposing to install four signs on the north
side above the second story windows, all at the same elevation The elevation height
from the ground varies from the front of the building to the back of the building, as the
ground topography slopes down to the east Each sign on the north side will be 1'10"
by 20' long The front building name sign that will be replacing the existing building
name sign will be 1'2" (larger in the center) by 19' There will be a projecting six square
foot sign on the west side of the building at the entrance to the Courier News All signs
will be all be gold lettering on a black background None of the signs are lit
Recommendations Approval as conditioned

2 All revisions to the approved sign package shall be reviewed and approved by the
Heritage Preservation Commission
3 A sign variance shall be acquired for the wall signage

Mr Cullinan would like to add shutters to the windows so there is a more
authentic and residential look to the building There was a concem about the size
of the shutters It was recommended that the shutters look as realistic as
possible An arch above the windows was also discussed The Commission was
not in favor of covenng up the existing bnckwork above the window
Awnings will be placed above the windows The awnings will be an eggplant
color
Motion made by Commissioner Tomten, seconded by Commissioner Peterson to accept
the proposal for fencing of the seated area with cedar posts and wood lattice work with
8 to 10 inch square openings, shutters over the second story windows of rectangular
shape, and to retain the exposed soldier coursing over the window openings Applicant
is to provide a wall elevation how he will deviate from the full half window shutter and
consult with city staff Motion carried unanimously
Case No DR/02-30 Design review of sign package for 102 Second Street South

Mr Parch presented a sign package for the building on the southwest corner of
Myrtle and Second Street (formerly the Gazette building)
Motion made by Chairperson Lieberman, seconded by Commissioner Peterson to
approve with the following conditions
1 No additional signage
2 All revisions to the approved sign be reviewed and approved by the Hentage
Preservation Commission
3 A sign variance shall be acquired for the wall signage
4 City staff to verify sign will not exceed allowable square footage requirements

The applicant is requesting design approval for a U-Haul business at the Ace Hardware
(Maple Island) building 10 stalls in the northeast corner of the Ace Hardware parking
lot will be used to park the trailers The parking lot should have some screening
according to the design guidelines for that zoning district Attached is a Landscape Plan
that was submitted to the City January 1998 by the applicant It is staffs
recommendation that this plan or some kind of three foot high screening be required in
order to submit design approval to the Planning Commission The Planning
Commission will be looking it in order to grant a Special Use Permit for the use
