APPROVAL OF MINUTES
Motion made by Commissioner Peterson, seconded by Commissioner Hark to a

Case No DR/02.29 Design review of exterior signage for Buona Sera at 40
Main Street Wayne Cullman represented Steve Bremer 2 South
Mr Cullinan presented examples of the proposed signage It is the intent of the
applicant to keep the signage, umbrellas, and awnings to a minimum to create an
upscale appearance Redwood will be used for trim on some of the windows and
flowerboxes around the outside eating area The existing "goose neck' lights w

Motion made by Chairperson Lieberman, seconded by Commissioner To
approve with the following conditions mten to
1 No additional signage
2 All revisions to the approved sign be reviewed and a

Mr Cullinan had additional items for Commission approval
There will be 6-7 tables in the outside eating area There will also be an o
lattice fence with squares approximately 8 to 10 inch openings Sue Fitzgerald
informed Mr Cullman that the fence ordinance requires a minimum of three an
half feet Mr Cullinan was willing to comply with the fence ordinance d

Mr Cullinan would like to add shutters to the windows so there is a more
authentic and residential look to the building There was a concern about the size
of the shutters It was recommended that the shutters look as realistic as
possible An arch above the windows was also discussed The Commission was
not in favor of covering up the existing brickwork above the window
Awnings will be placed above the windows The awnings will be an eggplant
color
Motion made by Commissioner Tomten, seconded by Commissioner Peterson to accept
the proposal for fencing of the seated area with cedar posts and wood lattice work with
8 to 10 inch square openings, shutters over the second story windows of rectangular
shape, and to retain the exposed soldier coursing over the window openings Applicant
is to provide a wall elevation how he will deviate from the full half window shutter and
consult with city staff Motion carried unanimously
Case No DR/02-30 Design review of sign package for 102 Second Street South
William Parch — Mark Balay represented John Harvey
Mr Parch presented a sign package for the building on the southwest corner of
Myrtle and Second Street (formerly the Gazette building)
Motion made by Chairperson Lieberman, seconded by Commissioner Peterson to
approve with the following conditions
1 No additional signage
2 All revisions to the approved sign be reviewed and approved by the Heritage
Preservation Commission
3 A sign variance shall be acquired for the wall signage
4 City staff to verify sign will not exceed allowable square footage requirements

Case No DR/02-31 Design review of exterior signage for Amy's at Brunswick Cafe
and Pastry Shop located at 114 Chestnut Street Renee K Flesner, applicant
Ms Flesner requested design review of an exterior sign for Amy s at Brunswick
formerly the Harvest Inn
Motion made by Commissioner Tomten, seconded by Chairperson Lieberman to
approve with the following conditions

Case No DR/02-32 Design review of exterior signage at 221 North Main Street
Dan Schulte representing Kagan Binder Attorneys
Mr Schulte requested a design review of exterior signage at 221 North Main
Street
The Commission voiced their concerns about the size and placement of sign
The Commission agrees that the sign is should be consistent with the existing
signs Commission would look at other designs that are consistent with the
approved design package
Motion made by Chairperson Lieberman, seconded by Commissioner Peterson to deny
signage proposal However, if the Planning Commission does approve the variance the
Commission recommends the sign be limited to no higher than the height of the band
on the east elevation of the building The Commission recommends to the Planning
Commission that the variance be denied Motion carried unanimously
Case No DR/02-33 Design review of an office park at Curve Crest Blvd and Hwy
36 Dick Zahring, Welsh Companies and Lynn Sloat, Sala Architecture
represented MSP Development Co, LLC James Bradshaw was also present
Mr Zahring and Mr Sloat requested design review of an office park at Curve
Crest Blvd Highway 36
The Commission was concerned about the visibility of the equipment on the roof
and the amount of lighting on the property The equipment on the roof will not be
visible from ground level The lighting will have a downward effect and will not
illuminate the sky Applicant does not see a problem with complying with all
conditions
Motion made by Chairperson Lieberman, seconded by Commissioner Diem to approve
with the following conditions
1 All utilities shall be completely screened from public view

2 A lighting plan showing the fixture type, height, location and exterior lighting
intensity shall be submitted with building permit plans for Planning Director
approval
3 All lighting shall be directed away from the street and adjacent properties, light
sources shall be shielded from direct view and protected from damage by
vehicles
4 All landscaping shall be installed before utility release or final project inspection,
no project shall be phase unless the Planning Commission grants approval
5 Continuous concrete curbing shall be installed to separate parking areas from
landscape areas
6 Handicapped parking spaces and signage, incompliance with state requirements,
shall be shown on building permit plan and installed before final inspection of the
project
7 The street address of the building shall be displayed in a location conspicuous
from the public street
8 The trash enclosure shall be made of a sturdy opaque masonry material, with
trash receptacles screened from view and compatible with the color and
materials of the project
9 Fencing, as indicated on the plans, shall protect all trees required to remain on
site, or other necessary measures shall be taken to prevent damage during
construction activity
10 No roof equipment shall be visible to the general public, all gutters, downspouts,
flashings, etc shall be painted to match the color of the adjacent surface
11 Construction projects shall conform to the City's noise ordinance, construction
during the dry season shall mitigate excess dust problems
12 Grading and drainage plan to be approved by City Engineer before building
permits are issued
13 Sign package to be approved by the Heritage Preservation Commission including
directional signs
14 Exterior lighting plan to be reviewed and approved by city staff before building
permit is issued
15 All security lights on building must be down lit
16 A sign permit is required for signage and all exterior modifications to the approve
plan are to be reviewed by Community Development Director

Case No DR/02-34 Design review of exterior modifications, signage and seating
for the St Croix Saloon located at 112 North Main Street Jessica Junker and
Chris Wallace, applicants

Ms Junker and Mr Wallace informed the Commission that the description of the
sign is incorrect The sign will be black with white lettering to match the trim and
black awnings will be added with white lettering, the name of the business cannot
be used Lighting around sign will remain lit, but at a lower wattage Existing light
fixtures will not be used
Motion made by Commissioner Tomten, seconded by Commissioner Peterson to
approve with the following conditions
1 No additional signage
2 All revisions to the approved sign be reviewed and approved by the Heritage
Preservation Commission
3 The awning shall not be lit from inside
4 Structural elements of the awning shall be at least eight feet above the sidewalk
5 Fixed awnings should have a minimum one by one pitch
6 Traditional straight lined, fixed or retractable -pitched awning should be used, no
round awnings
7 Name of business cannot be printed on awnings
8 Lower wattage light bulbs will be used to light sign
9 Existing light fixtures cannot be used

Discussion
The applicant is requesting approval to own and operate the Aurora Staples Inn They will go in
front of the Planning Commission on July 8, 2002 for a Special Use Permit to operate the
business The name, the sign and the structure of the house will stay the same The only
difference is the applicants are requesting a Special Use Permit for special events
Conditions of Approval
Should the commission decide to approve the request city staff suggests the following
conditions
The manager of the residence shall live on -site
2 Before use as a bed and breakfast, the building and cooking facilities shall be approved by
the County Health Officer, Fire Marshall and City Building Official and a Letter of
Occupancy received by the Community Development Director (This may be done in
stages as rooms are available for guests )
One parking space for each guest room shall be set aside and marked "FOR GUEST
ONLY " Two spaces available on site for manager
4 If provided, dining facilities for breakfast shall be available to registered guests only (not
available to the public)
No liquor shall be sold on premises If wine is served, a wine license must be obtained from
the City (Ord #768 Adopted 10-22-92)
6 One four square foot sign is allowed on -site consistent with the architectural character of
the building (maximum height four feet)
7 Adequate pedestrian scale lighting shall be provided between the bed and breakfast and
parking
8 No general external lighting of the site that may impact the surrounding residential area is
allowed
9 The special use permit is not transferable New property owners or managers shall require
a new special use permit
10 The bed and breakfast use permit shall be reviewed before the Planning Commission and
City Council for revocation if complaints regarding the bed and breakfast use are received
by the Community Development Director
11 No additional bedrooms can be used for the bed and breakfast Five bedrooms is the
maximum allowed under the Ordinance
13 The Heritage Preservation Commission shall determine the maximum number of
guestrooms

1 A maximum of six special events (large functions defined as business meetings, bus

church functions) over twenty persons allowed per month

City Council

Project Description Design review for a bed and breakfast
Discussion The applicant is proposing to operate a five bedroom bed and breakfast on North Fourth Street It is the
large house directly north of the Stillwater Library The applicants have stated that they plan to renovate and restore the
house They plan to add an additional four bathrooms add the necessary wiring and radiators The lot is quite large 150
150 + 50' x 75 Off-street parking will be provided The parking ordinance requires one per guest room and two for the
manager They are also planning to widen the existing driveway and install small lights for easier convenience of the
guests
There was an initial concern about the distance of the home to another bed and breakfast in this case the Sauntry
House According to the Ordinance another bed and breakfast shall not be within three blocks of another If a typical
block in the city is identified its approximate length is concluded at 300 feet (six lots all 50 feet wide) It is determined that
the distance between bed and breakfast establishments must be approximately 900 feet In this case the homes are
about 1 050 feet - which is well over three typical city blocks
Bed and breakfast Ordinance No 768 October 22 1992 established a lot and structure size criteria that determines the
number of guest rooms allowed in a bed and breakfast The application far exceeds the minimum 20 000 square feet for
lot size with 26 250 square feet The applicant is slightly short of budding square footage The requirement for five guest
rooms is 5 000 square feet The applicant is 269 square feet short at 4 731 square feet The above ordinance allows the
Heritage Preservation Commission the authority to review and determine the maximum number of rooms allowed
The applicants plan to have their bedroom on the third floor which is finished and add a bathroom Their daughter will be
a partner and manager and plans to live in the carriage house by the end of the year
Signage will be the same as the existing bookseller sign They will use the existing poles The colors will match the house
The house was built by Isaac Staple's daughter and will likely named the bed and breakfast after her They will name the
bed and breakfast after they are finished researching the history of the house
Conditions of Approval
Should the commission decide to approve the request city staff suggests the following conditions
1 The manager of the residence shall live on site
2 Before use as a bed and breakfast the budding and cooking facilities shall be approved by the County Health
Officer Fire Marshall and City Budding Official and a Letter of Occupancy received by the Community Development
Director (This may be done in stages as rooms are available for guests )

Goal
Create a well -designed transition from the County Road 5 corridor to the
residential area using a mix of multifamily residential and commercial buildings
Integrate a pedestrian pathway that completes a connection along the west
side of County Road 5 and creates a gateway for the trail into the residential area
Create a higher density housing opportunity in close proximity to existing
infrastructure Jobs and services
Lot Coverage
• 60 percent maximum building and hard surface coverage
Pedestrian Access
• The project will provide pedestrian access via pathways along County Road 5
and between County Road 5 and Parkwood Lane
Building Design
• No franchise or prototypical commercial building design shall be allowed
• Commercial structures shall have a scale and massing compatible with the
adjacent residential area
• Residential structures on Parkwood Lane shall address the street with semi
public spaces (front porches, covered entries, etc) and walkways from the entry
to the curb
Materials
• No concrete panels standard concrete block or metal siding shall be used as
exterior materials
• Brick stone, stucco painted or stained wood siding is to be used as the main
body of exterior materials High grade, low maintenance materials may be
used provided they achieve the same exterior appearance as the natural
materials
• Detailing and materials shall be consistent on all sides of the structure
Height
• All buildings shall not exceed 40 feet in height
Building Setback.
• 40 feet from County Road 5 for commercial buildings
0 15 feet from Parkwood Lane for residential buildings
Parking
• Parking areas shall be setback 20 feet from public right-of-ways, 10 feet from
adjacent property lines bermed and landscaped
• Drives for commercial buildings shall be setback 15 feet from public right-of-ways,
bermed and landscaped
Landscaping
• Areas around buildings shall be planted with deciduous and coniferous trees that
assist in blocking sight Imes of parking facilities and highlight attractive
architectural features of the structures The existing planting plan established
along County Road 5 will be integrated into the landscaping of the site
• Over -story deciduous trees will be used in the boulevard of Parkwood Lane to
define the streetscape
• 40 percent of the land area shall be in permanent maintained landscaping open
spaces and ponding areas
Screening
• Parking areas that can be viewed from adjacent roads or residential areas shall be
screened with a combination of deciduous and coniferous planting and berming
Signage
• Commercial signs are to be consistent with the City Sign Ordinance
• A pylon sign is proposed for the commercial property The guidelines for the sign
would be similar to those used for other banking establishments in the area and
those specific to the County Road 5 corridor maximum 20 feet high 100 square
feet in area and setback 15 feet from the property line
• Monument type directional signs may be used to clarify drive-thru and parking
locations
• No residential signs will be used
Utilities
• All utilities will be underground and HVAC equipment will be screened from
view
• Roof mounted units will be screened via roof configuration wall extensions
either vertical or horizontal
• All trash areas shall be completely enclosed and screened from view by a
structure of a design compatible with adjacent structures and landscaping
Lighting
• Site lighting will be shielded down -lighting to eliminate glare between
commercial and residential uses
• Maximum height of parking lot lighting shall be 20 feet
• Walkway lighting building lighting site amenity and sign lighting shall be
compatible with the adjacent residential areas
