Eastwood, Diane Hark, Jeff Johnson, Brent Peterson and Roger Tomten Others Planner Sue Fitzgerald Absent None Mr Lieberman called the meeting to order at 7 p m Approval of minutes Mr Johnson, seconded by Mr Eastwood, moved approval of the minutes of Jan 7, 2002, as presented, motion passed unanimously Case No SUP/DR/02-03 Design review of a used car lot at 1200 W Frontage Road David Nowacki, applicant Mr Nowacki was present The discussion centered on extenor lighting Mr Nowacki said he was requesting two secunty lights on utility poles on the corners of the front lot Ms Fitzgerald said the concern is that Xcel Energy typically uses floodlights Mr Nowacki said Xcel didn't provide him with any cuts, but the company did say it had worked with the City Mr Johnson noted that typically lighting is placed on the business owner's premises, and the lighting must be downht Mr Johnson asked if the applicant was doing anything in the back of the property Mr Nowacki said he was Just trying to clean up the back at this time, no lighting is planned Mr Johnson moved approval as conditioned, with condition No 3 changed to include that a clip of the proposed lighting be submitted to city staff for approval and that the light source be downlit, with the additional condition that there be no lighting in the back lot Ms Diem seconded the motion, motion passed unanimously Case No DR/02-04 Design review of extenor sign, NSKM Financial Services, LLC at 222 Commercial Street The applicant was present Mr Eastwood asked if there were other tenants in the building Mr Parry responded he thought there might be a warehouse/manufacturer's rep housed in the rear of the building, he is the only tenant in the front Mr Tomten, seconded by Mr Peterson, moved approval as conditioned Mr Johnson suggested the applicant might want to outline the sage green lettenng in black to make it stand out more Motion passed unanimously Case No DEM/02-01 Demolition request for 323 Sixth St S John Bailey, applicant Present were John Bailey and his representative, Thomas Suttle • • • City of Stillwater Hentage Preservation Commission February 4, 2002 Mr Lieberman reviewed the nine points in the City's Demolition Ordinance, and talked of the problem of stnking the delicate balance between preserving the histonc integrity of the community and property owner nghts He noted that from an external observation, the structure does not appear to be falling down Mr Johnson asked Mr Bailey to provide an overview of the background of the request and any future plans for the property Mr Bailey said he has owned the property since October He said his onginal intent was to take the "ugliest property on the street" and renovate it t a "standout" property However, he said he discovered that structurally there are severe obstacles that make renovation almost impossible He said the outside is deceiving as to the condition For example, he said the roof is collapsing into the second floor creating unsafe conditions Mr Bailey further noted that other than the hardwood floors, there is nothing of histonc character in the intenor remaining due to so many owners/renters As to future plans, he said that pending Planning Commission approval of a subdivision, he intended to construct two single-family Victonan style homes on the property He provided rendenngs of the type of homes he planned, the homes would have a shared dnveway, and the garages would be at the rear of the homes Mr Eastwood noted the home was originally built in 1875 and may have more value if restored He also noted that some of the home inspections were done before Mr Bailey closed on the property and therefore Mr Bailey was aware of the problems A resident of 321 W Olive St suggested it was Mr Bailey's intent from the outset to purchase the structure, demolish it and construct two new homes Mr Johnson asked whether the proposed homes would be similar to the Victonan style homes on the former Rose Floral property Mr Suttle said theirs would be "a notch above" those homes Kate Flynn, 310 S Sixth St , asked if Mr Bailey had anything to do with the homes on Greeley Street Mr Bailey said no — Ms Fitzgerald had used those homes as an example of what not to do Ms Flynn asked if Mr Bailey had completed any other projects for a companson of his work Mr Bailey said this would be his first project Ms Flynn asked what the new homes might sell for Mr Suttle said likely in the mid-$300,000 Dean Hanson, 402 S Sixth St , said while the structure in question has had a "checkered career," he was concerned about building two new houses of the size proposed on 7,500 square feet He also expressed a concern that the plans could be changed and two duplexes built Ms Fitzgerald said duplexes would require 10,000 square feet of property Mr Hanson concluded by saying, "You don't just buy a house, you buy a neighborhood " Ms Hark and Mr Lieberman expressed a feeling that the purchase/demolition request/building plans had been "orchestrated," with Ms Hark noting that one of the inspection letters was written by a potential builder of the new homes Mr Lieberman also expressed a concern about constructing new "sort-of-Victonan" homes or "faux-Victonan" style homes i • • • City of Stillwater Hentage Preservation Commission February 4, 2002 Mr Bailey expressed his disappointment that he failed to convince HPC members that this was not an "orchestrated deal " Andy Kraemer, 418 S Sixth St , said he lives on a split lot with a shared dnve and has always regretted having split the property He said he thought the applicant could build one single house on the property, to which Mr Bailey responded that would be economically not feasible Mr Kraemer said he didn't particularly care if the existing structure is preserved, the concern is for what comes after Mr Peterson noted that in other demolitions requests, the applicant itemized the cost of repairing the structure He said Mr Bailey had failed to do that Mr Bailey said he had followed the demolition request examples Mr Bailey then enumerated some of the known costs involved in repainng the structure Mr Johnson noted the applicant is requesting two things — demolition of the existing structure and construction of two new homes He said he believed the applicant was sincere in his intent to make the new homes fit the character of the neighborhood and said he would proposed having HPC design review of the new houses as part of the demolition permit Mr Bailey said he would welcome HPC design review Mr Johnson moved to grant the demolition permit with the condition that HPC has design review of the new construction Mr Tomten seconded the motion, noting that some of the things the HPC would be looking for in the new buildings will be treatment of the walk -out lots and massing of the three stones, materials, setbacks, etc Mr Eastwood said there are few 1860 homes remaining in the City and said he didn't see the economic justification for allowing the demolition After Ms Hark provided some recent sale pnces of homes in the area, Mr Lieberman noted that it may not be economically feasible to have one large structure versus two homes Mr Lieberman called the question Motion passed 5-2, with Mr Eastwood and Mr Peterson voting no Other business • Update on Temtonal Pnson/SHPO meeting — Mr Lieberman provided an update on the status of the Temtonal Prison proposal He said the developer, city staff and himself met with Charles Nelson and the State Preservation Archeologist to discuss issues the developers must consider in any new development and what the developers should do so as to not degrade the archeological integrity of the property • Proposed banners for the Downtown area — The HPC was asked to consider banners to be placed on light poles in the downtown area The banners would be free to the City and would have the name of a sponsonng downtown business pnnted on the bottom of the banner The HPC rejected the proposal due to a feeling that the banners would be "too busy" for the new street lighting r • • a City of Stillwater Hentage Preservation Commission February 4, 2002 • Annual HPC Lmder's "Flower Mart" We are well known m the entire Twin Cities area and many of our customers already come from this area to our year - around Garden Center as well as other "Flower Marts" We have heard many of our customers ask why we aren't m this area with a "Flower Mart" This is an opportunity to serve our Stillwater customers with a nearby convenient shopping location where they can buy quality plant materials from a local Twin Cities grower We are experienced in this kind of operation and feel that we are doing an excellent service for our customers and our surrounding communities LOCATION The site is in the southwestern area of the parking lot in front of the center It is in the parking grid shown on the plot plan The site will begin adjacent to the west end of the lot as shown and go to the east The area needed is 144 ft by 36 ft It is 5184 sq ft We believe this to be a good site selection for several reasons First it is distant from the front of the Plaza and out of the main stream of traffic, both pedestnan and vehicular It also gives the "Flower Mart" better visibility to the public without obstructing the visibility of the other neighboring busmesses Bemg in this portion of the lot also keeps it away from most of the traffic in the lot TRAFFIC With regard for vehicle traffic, the "Flower Mart" is placed in the selected location in order to keep any traffic disruption to a minimum The patio areas at the front, side and back serve to protect the "Flower Mart" from vehicles and lets the drivers see around the garden center The patio fence is about 4 ft high and surrounds the "Flower Mart" on three sides This design has been used at our "Flower Marts" for several years and we have yet to have had a problem with vehicle movement We feel that this is a safe way to deal with vehicles Placed m this manner, vehicles cannot park adjacent to the "Flower Mart" The circulation of vehicles in the parking lot will not be affected by the "Flower Marts" remote location in the lot PARKING We have designed the "Flower Mart" as a single wide unit and placed it as we did within the area shown because we feel that this is the most professional design and uses the available space to its maximum potential Linder's has operated "Flower Marts" successfully for thirteen years in communities surrounding the Twin Cities It has been our experience that the traffic and parking in the lots shared by the "Flower Mart" is not affected considerably due to the sharing of customers with our property owner We bring in many customers but they are easily handled by the size of the lots we occupy We do not want to create a congestive atmosphere for our customers The "Flower Mart" generates business activity which varies during the business day with the most activity occurring in late afternoon and evening There is also business activity occurring on the weekends with the most on Saturdays Having done this type of operation for thirteen years it would be safe to say that the average amount in the "Flower Mart" at any one time is about five to six customers The maximum amount of customers may be up to ten There are certainly times when special sales occur that higher levels of activity may occur, but we have never seen so much that a problem has occurred in relation to the amount of cars or pedestnan traffic • THE "FLOWER MART" The "Flower Mart" building itself is 84 ft long and 21 ft wide and 12 ft high There are patio/display areas in the front , side and rear of the "Flower Mart" The entire size is 144 ft by 36 ft The "Flower Mart" itself is a high quality greenhouse structure which sits on the pavement and is held down with an internal system which uses water for ballast It is a commercially made unit which is manufactured by a Minnesota company (Poly -Tex, located m Castle Rock, MN) I have attached the building manual which we are provided with when we purchase the building It is a very good looking structure which we have used for many years SIGNAGE The signage for a typical "Flower Mart" is shown on the drawing and is typical of all our other "Flower Mart" We have tried to design the appearance and signing of our stores to be not only eye catching but professional looking as well We are very conscious of how we look and do business We will comply with the current sign requirements of the City of Stillwater UTILITIES Our only utility requirements are reasonable access to water for the plants and 110 volt electricity which runs the cash register and other small items in the "Flower Mart" This power will come from sources near the "Flower Mart", probably an outlet in the front of the building We have no lighting permanently installed in the "Flower Mart" Linder's takes away all discarded material and unnecessary items We strive to maintain a clean and professional appearance Water is the other utility we need This is needed to care for the plant matenal at the "Flower Mart" The source of the water is not specifically identified at this point Hopefully a source can be located nearby or from the underground watering system We only need the equivalent of a standard gardening hose to water the plant matenal THE SPRING SELLING SEASON We anticipate the 2002 selling season to be from April 15 thru July 7 We typically begin preparations to set up all of the Linder's "Flower Marts" in the middle of March We request that the pernut be issued giving us the necessary time to build the "Flower Mart" before the season begins We first deliver the necessary equipment to the location and then begin setting -up the "Flower Mart" when the weather is permissible The "Flower Mart" is taken down and totally removed on the closmg day of the season We totally clean and sweep the location m the parkmg lot so that once we are gone there is no evidence of our having been there OUR HOURS Our hours are 8 00 AM until 8 00 PM weekdays and 8 00 AM until 8 00 PM on most weekends We typically have two to three employees during weekdays and three to four during weekends We are open seven days a week during the season The "Flower Mart" is closely supervised by a • Manager and several District Managers cores, that makes them attractive? Ihad the great good fortune to tourney from my home in Santa Fe to many cities in the U S and Europe during the spring of 2001 Since then I have been mulling over what qualities make certain cities great Mention the European cities of Amsterdam Brussels Edinburgh London Luxembourg or U S cities such as New York City Miami Beach Park City Utah or San Diego and a positive image instantly emerges What is The (anal, and rowbou,i, ofAnhterd rvn the common quality among these seemingly disparate places at least at their physical cores that makes them attractive) Several are capital cities Others enjoy outstanding natural settings But these traits alone do not speak to their greatness All of these cities are world class tourist destinations but a high degree of residents satisfaction often do not correlate with what tourists think of a place Here are seven snapshots of the cities accompanied by a stab at some commonalities among them Amsterdam Amsterdam s defining feature is the concentric canals and numerous public squares lined with fie story townhouses and office buildings Each building is equipped with a furniture hook above the top floor just below the roof which is used to move pianos armoires and other large items in and out of the windows Highly regulated activities that are outlnsLd LIsc«here— inLludin, drugs prostitution and porno`raphs—co exist with more Lomentional businesses but are not allossed to extend out into public spaces Parking racks for the thousands of bicycles the primary mode of transportation for residents can be seen near the entrances of train stations markets shops and schools while cars get shuttled into underground parking garages Brussels main square —the Edinburgh The streets of Scotland s capital honor the topography of hills streams and the sea keeping the grid to a minimum It is a pleasant place to be lost Royal Mile Street is a «onderful street for strolling and shopping or to grab a latte or Scotch It connects Edinburgh Castle to the Parliament now being rebuilt after a many centuries The parks are populated with septuagenarians as well as toddlers no matter how foul the weather s s Brussels Belgium s capital core features densely packed five story buildings with a series of public spaces from small to huge connected with pedestrian walkways It has the feel of Paris but without the attitude Restaurants are tightly fitted into alleys off the main plaza and major streets bustling well into the night in all seasons and in all kinds of weather Tourists can stroll comfortably to museums restaurants shops and historic public buildings Grand Place A view of Edinburgh s main park from Edinburgh Castle Ken Hughes heads New Mevzco s state planning office and u as a 2001 Knight Fellow in Community Building 2 London London is arguably the most livable big city i-i the world in author Bill Bryson s words full of incidental civilities as opposed to the scraggly and cheap " It accommodates the pedestrian and double decker buses alike A 15 minute stroll from the Thames to Piccadilly Circus is a world class melange embracing nature government shops and street theatre Church basements double as wonderful lunch bistros and as one returns from Piccadilly tourists are reminded by pavement etchings to look right to avoid cars Luxembourg This is a luxurious city a whiff of the Riviera in a Northern European medieval walled setting Painted cows grace the city s streets and plains posing in front fashionable shops The city s main plaza is two blocks long with city hall at one end a cathedral on the other and the royal place just a stone s throw away High end shopping streets are just off the plaza The pedestrian only streets and plazas in the city center are highly sensory with smell of chowl itc emanating from patisseries the sounds of music wafting sights of art and jewels and the feel of cobblestones underneath make sensual strolling the city s m tin sport New York C,ty The city of ests" —tallest biggest largest widest The last refers to its sidewalks plain and gray but wide enough to accommodate throngs passing by eye delighting windows Its street grid is a crude yet ingenious device that shapes the city s private and public spaces The revitalized Bryant Park on 42nd Street is a public private space teeming with life thanks to security/trash patrols conversation enabling movable chairs and high and low end food available Greenwich Village predates the grid It is densely packed with narrow twisted streets and restaurants and cafes overflowing onto sidewalks that host chess cappuccino and conversation A reinvigorated Bryant Park in New York The London sneetscape provides a framed wen or Bzg Ben -I fuzctfully p i nted cow greets t ( (tors at Luxembourg City s information ee (ter 3 Miami Beach Jackie Gleason would not recognize the place Miami Beach has gone from $3 billion in real estate a alue in 1995 to $9 billion in 2002 It is a concoction of pastels buff bodies beaches and tacky cum tasteful decor Neighborhood activism with regard CO community design and appearance has emphasized walkability the street grid mixing uses and very defined boundaries Parking lots are wrapped with shops and apartments and the boulevards are teeming with pedestrians in mutual admirauon mode and cars moving at a crawl s pace Park City, Utah Park City has gone from mining ore to mining scenery making it more likely for one to rub elbows with ferries (frozen urban refugees) than prospectors Ir is an urban microcosm in a rural setting with latte bars and bus transit accommodating throngs of skiers Sundance movie festival goers and tourists It has been designated the Alpine Heart of the 2002 Olympic Games hosting the bobsled luge and ski jumping events The compact town s Victorian Main Street serves as the heart of all local celebrations Having a good time has ak a% s been this Utah town s modus operands not surprising considering it was founded by bootleggers prostitutes and prospectors San Diego The Little Itah neighborhood is just north of downtown and is full of vibrancy yet civility neighborliness yet urbanity Its piazza to be built on a bulb out into the street (a first for San Diego) will honor sailors who died during World War II A series of traffic calming devices will help accommodate people on foot as well as cars New design review standards outlaw ugly buildings and require new construction to honor the traditional look and feel of the neighborhood Even large buildings must adhere, to the traditional 50 foot wide lot by changing their look every 50 feet Parking lots are now being converted to mixed use buildings The perception of not enough parking is seen as a solution not a problem San Diego recognizes off street parking as the kiss of death for retail that relies on pedestrian traffic What's in Common? Alliance of Minnesota's annual meeting in Duluth, seventeen awards for recent preservation and restora tion projects were presented to individuals and groups who were instrumental in bringing these projects to completion The recognized individuals, organizations and projects exem plify the Alliance's mission of preserving, protecting and pro motmg Minnesota's historic resources Congressman Oberstar's Achievements Recognized Congressman James Oberstar became the first recipient of the Preservation Alliance's Annual Achievement Award at the annual meeting in November He was recognized for his extraordinary leadership in promoting a federal trans portation policy protecting our environmental and cultural her itage As the ranking member of the House Transportation and Infrastructure Committee, Congressman Oberstar was key in drafting provisions for two monumental transportation measures supporting historic preservation the Intermodal Surface Transportation Efficiency Act (known as ISTEA), and its successor, the Transportation Equity Act for the 21st Century, known as TEA 21 Minnesota projects funded by these pro grams include 1883 Stone Arch The awards fell into three Tour Draws on Architecture and Black History Interests More than 350 people toured the churches of 15 historic African American congregations in the Twin Cities October 13 The Preservation Alliance co sponsored the first of its kind event, which presented a rare opportunity for Minnesota residents to see the interiors of many architecturally significant places of wor ship and learn the history of their beginnings all in one day The Alliance teamed up with the St Paul Area Council of Churches and the Assembly of Architects in planning and con ducting the Sunday afternoon event Fifteen individual congregations greeted visitors, guided tours, and answered questions Drawing the most tour visitors was Redeemer Missionary Baptist Church, a flat roofed edifice designed in 1910 by the firm of Purcell and Feick Redeemer has recently undergone a stunning $2 3 million restoration under the design leadership of the Minneapolis firm of MacDonald & Mack Architects Just days before the tour, the National Trust announced that Redeemer was one of a handful of national winners of prestigious 2001 Honor Awards at their 55th Annual Conference in Providence, R I Redeemer also was among Executive Director In an unusual multi institution, two state, two region collab oration, representatives from several organizations met at the Pope County Historical Society in Glenwood last fall to draft an application for National Trust Collaborative Pilot Project grant The proposal, titled the "Prairie Churches Collaborative Pilot," focuses on the alarming state of rural al church buildings in the prairie landscape shared by Minnesota and North Dakota More than a quarter of North Dakota's 2000 churches are abandoned, with ten more dos ing every year Minnesota has approximately 4000 churches outside the Twin Cities Metro Area and many face the same fate If not abandonment, many historic churches face seri ous neglect, maintenance issues, and uninformed alteration and expansion Joining together were the Preservation Alliance of Minnesota (PAM), Preservation North Dakota (PND, National Trust's Midwest Regional Office (Chicago) and Mountain Plains Regional Office (Denver), and the national Partners for Sacred Places (PSP), based in Phila The application was approved in December and the partners, particularly PAM and PND, now have a $5,000 planning fund to shape a much larger project for the second and more competitive grant If successful, the second grant will fund a major two state effort to deal with the neglect and abandon ment of hundreds of prairie churches This
