Vice Chair Johnson called the meeting to order at 7 p m
Approval of minutes Mr Eastwood said regarding DR/05-53 he did not ask whether any
comments had been received from neighbors, Mr Peterson said he posed that question
Regarding Case DR/05-52 Mr Eastwood asked that it be clarified that Mr Peterson
moved approval seconded by Mr Eastwood Mr Peterson moved approval of the
minutes of Nov 7 2005 as corrected Mr Eastwood seconded the motion motion
passed unanimously
Mr Johnson welcomed new member Scott Zahren
Case No DR/05-55 Design review of signage for Hoffman Heating and Cooling at 1709
S Greeley St Dennis Doerr applicant
The applicant was not present Mr Johnson expressed a concern about the amount of
white background on the proposed sign Mr Johnson also questioned whether internally
lighted signage is permissible in the BPI District Ms Fitzgerald noted that internally lit
signage is permissible and this is an existing sign that the applicant wishes to reuse at
this new location Ms Fitzgerald also said the Commission could request that the
background not be as white or of lower wattage Mr Eastwood noted the request is a
conforming one
Mr Lieberman seconded by Mr Eastwood, moved to continue this case Motion passed
unanimously
Case No DR/05-56 Design review of sign package for Liberty Village at 105 New
England Place Steven Hirtz Nordquist Sign representing the applicant
Present were Steven Hirtz and Jay Feider, owner/developer Mr Tomten referred to
signage guidelines for the Liberty development Overall he said he had hoped more
could have been done with the signage to capture the spirit and character of a corner
neighborhood village Mr Tomten said the image of a New England graphic/artwork was
a strong element of the whole design guidelines While he said he thought the proposal
was OK he said he felt it was a little light on the spirit or zing of the original intent Mr
Tomten suggested something might be done with signage for the upper floors The
applicant said the upper level tenants would certainly like signage, they had stayed away
from that due to a concern about creating confusion over entrances to those businesses
with the placement of signage Mr Johnson said there were a couple of fixtures that
appeared to be part of a sign band Mr Johnson noted that on both the east and west
elevations there are projecting signs as well as wall signs on the second floor Mr

Johnson also pointed out that on the dumpster sheds Liberty Village is shown on two of
the structures hequestioned whether that signage with the amount of verbiage as
proposed would be readable from Highway 15 Mr Tomten agreed that on the dumpster
signs the focus should be Liberty Village rather than listing tenants, it also was
suggested that the signage utilize the same font as that on the gas station sign Mr
Johnson suggested that the focus of the building signage be Office Lofts Mr Tomten
suggested that rather than a directory individual tenants could have different signage
providing for the diversity and creativity as originally envisioned Mr Eastwood said he
thought for consumers a directory as proposed would be important Mr Tomten
suggested there is room for as many as eight individual signs above the white frieze
board The developer expressed a concern about confusion regarding entrances to the
individual tenants
Ms Fitzgerald asked whether the applicant would be interested in working with one or
two HPC members regarding the issues/suggestions Mr Johnson pointed out that
suggestions would actually enable the applicant to utilize larger signage than requested
and do so more effectively for the applicants purpose Mr Tomten volunteered to work
with the applicant Mr Eastwood moved to continue this case with Mr Tomten to work
with the applicant Mr Peterson seconded the motion, motion passed unanimously Mr
Feider said another issue is the street address Mr Johnson suggested the address
could be placed on the sign under Office Lofts
DR/05-57 Design review of garage addition for Joseph Wolf condominiums 402 S Main
St Steve Bremer applicant
Mr Bremer was present He said the attached garage had always been in the plan and
didn t realize elevations had never been provided He provided old photos which
showed cupolas similar to what he would like to utilize Mr Bremer said Hardiboard
siding likely would be used for the upper level The roofs would be hip roof/standing
seam A color has not been selected at this time Brick would be the same as on the
restaurant Mr Johnson asked if there was some way to give the brick some relief Mr
Bremer said that would be possible
Mr Peterson moved approval of the three requested projects with the condition that on
top of the garage addition the cornice/parapet be the same as above the infill building
and coffee shop Mr Eastwood seconded the motion Mr Johnson also suggested that a
paint chip be submitted to staff for approval, Mr Bremer said that would be done Mr
Johnson also noted for clarification that the roofs will be standing seam/hip roofs on both
of the garage additions Motion passed unanimously
Members congratulated Mr Bremer on the quality of his projects to date

Mr Johnson noted that the City has received the Preserve America designation and
thanked Ms Fitzgerald for her efforts

All of the signs will be lit with `gooseneck' fixtures The signs vary in size but all of
them, with the exception of the index sign on the door, have tan and black trim on a
white background

Thank you for contacting the Historic District Committee about your project I've
read your Design Manual for the Commercial Historic District of Stillwater, and
have spoken to others on the Committee, and generally approve of the plan with
the following exceptions
1) Page 32 — Color, Guidelines, "Choose subdued colors and dark tones in
keeping with the Victorian tradition "
The Victorians were known to use bright, numerous and contrasting colors I'd
like to see "more color" allowed, to be less drab, to distinguish one business
from the next, and to be more historically accurate
2) Pages 10 and 11 — Proportion and Height of new buildings
I'd like the plan to require that the closer new buildings are to the river, the
shorter they be I'd like no buildings over two stories (above ground) to be built
within two blocks of the river
This should help retain the character and value of the scenic river valley Taller
buildings between the river and Main Street will diminish the value of the existing
properties, as they destroy the view toward the river, and the ambience the river
creates They act as large brick walls or barriers This is crucial not only to
those who live in the Historic District, but to the value of "the view" as a draw to
those whose business we seek to attract, and from whom we make our livings as
business people
