PHONE 651-430-8800 City of Stillwater Hentage Preservation Commission November 1, 2004 Present Howard Lieberman, chairperson, Diane Hark, Jeff Johnson, Brent Peterson and Roger Tomten Others Planner Sue Fitzgerald Absent Phil Eastwood and Patte Kraske Mr Lieberman called the meeting to order at 7 05 p m Approval of minutes Mr Peterson, seconded by Ms Hark, moved approval of the minutes of October 4, 2004 Motion passed 4-0, with Mr Johnson abstaining Update on Stillwater Mills on Main Present were Melissa Pfannenstein and Dave May Ms Pfannenstein reviewed proposed changes enumerated in a wntten update provided to the HPC The pnmary issues of discussion were the proposal to utilize Norman bnck, rather than modular, on several facades, replacing bnck with stucco at balconies on several facades on the Main Street elevation, replacing arched octagon openings on the east and north elevations with flat top openings, and using Keystone, rather than Recon, for the retaining wall as well as possibly reducing the heights of the retaining wall Several members expressed a concern about the use of Norman bnck Mr Johnson said Norman bnck gives more of a contemporary and vertical appearance not appropnate for the downtown area He said he was especially concerned with the use of the Norman bnck on the Main Street and south elevations Ms Pfannenstein said the proposal is pnmanly due to cost issues Mr Johnson also pointed out that Keystone is not as durable as Recon and that may be a cost issue for the City's Public Works Department Ms Pfannenstein said the use of Keystone is an issue related to product availability Mr Johnson also suggested that replacing the arched openings dramatically changes the appearance of the building Mr May and Ms Pfannenstein suggested that changing the arches helps break up the two corners, Ms Pfannenstein pointed out they were urged not to "bookend" the buildings Later, it was agreed the HPC would consider this concept when revised drawings are presented Mr Lieberman agreed with Mr Johnson's comments, stating he doesn't know what the project looks like any more The project seems to be "slipping away," he said He asked that the project architects redraw all the changes made to date Ms Pfannenstem replied that the project has not changed all that much There are huge cost implications involved, she said / City of Stillwater Hentage Preservation Commission November 1, 2004 Mr Johnson moved to deny the use of Norman brick on the south, east and half of the north elevations and the use of stucco on the east elevation, with the developer to come back with matenals samples and revised drawings for the other proposed changes Mr Tomten asked if Mr Johnson would be wilting to include denial of the removal of the ornamental metal on the south elevation Mr Johnson agreed to incorporate that in his motion Mr Peterson seconded the motion, motion passed unanimously Case No DR/02-47 Final design approval for 501 Lofts condominiums at 501 N Main St Jack Buxell, Buxell Architects, representing the applicant Mr Buxell reviewed the onginally approved design drawings and the revised drawings showing the Main Street, east and south elevations Ms Fitzgerald said both Mr Eastwood and Ms Kraske had called and indicated they were satisfied with the revised design Mr Lieberman expressed his appreciation to the owner/architects for listening to the HPC's concerns and for going the extra mile to address those concerns He said he was "very pleased" with the effort and moved approval of the revised design as conditioned Mr Tomten seconded the motion, motion passed unanimously Case No DR/04-64 Design review of fight pole banners for the histonc downtown district Bob Lane, Lane Design Group Inc representing the Histonc Distract of the Greater Stillwater Chamber of Commerce Present were Bob Lane and Joci Tilsen Mr Lieberman began the discussion by stating the HPC was always anxious to work with the downtown commumty Drawings of the proposed banners were included in the packet The proposal is to utilize two sets of banners, a bunting banner in June and July and a second banner for the remainder of the year Ms Tilsen noted the revised design of the banners does not allow for letters on the banners, it is proposed to install 3"x3" brass plates on the light poles to indicate the business that provided funding for the banner Mr Johnson noted the shape of the proposed banners is a lot softer than the ongmal design He moved approval of the use of SKI (bunting) for the majonty of the summer season, with the choice of SK3 or SK4 left up to the Chamber, and for the use of the 3x3" plaques as submitted Mr Peterson seconded the motion, motion passed unanimously Mr Tomten said it would be good if there were better fines of communication between the HPC and the Chamber's Histonc Distnct Committee It was agreed to include the Histonc Distnct Committee's meeting agendas in future HPC packets City of Stillwater Hentage Preservation Commission November 1, 2004 Case No DR/04-65 Design review of exterior building modifications for the building at 223 S Main St Peter Sampair, applicant The applicant was not present Ms Fitzgerald explained the applicant had intended to replace detenorating wooden siding with bnck However, the applicant has been unable to find bnck samples to match the existing bnck on the building and is proposing to replace the wood siding with concrete cast limestone similar to the adjacent building, Bnne's Mr Tomten suggested the facade would be more suitable for a standard histonc storefront Mr Johnson said he would feel comfortable with having Mr Tomten work with the applicant on an appropnate design/matenals if Mr Tomten would agree to do so, Mr Tomten agreed to do so Mr Johnson moved to take no action and delegate Mr Tomten to work with the building owner to come up with a solution Mr Peterson seconded the motion, motion passed unanimously Sign request for Amencan Classic Homes office building at 145 New England Place, Liberty Village, Paul Karlson representing the applicant Mr Karlson requested approval of extenor light fixtures and asked that the HPC consider allowing Amencan Classic Homes' logo/name on both of the building signs He stated there are other businesses in the development with more sign that Amencan Classic Homes is requesting Ms Fitzgerald explained permitted signage is based on the number of street frontages Mr Tomten, who worked on developing signage regulations for Liberty Village, noted that the intent of the overall sign package was not to be too restnctive as long as the signage stayed within the vision of a New England village However, he also noted that having two sign with the same wording/logo within six feet of each other doesn't seem to be in the spirit of the sign package He suggested the wall sign could have the building address and genenc wording such as "fine home builders " Mr Karlson suggested that the two requested signs fulfill a different function, and he again referred to several other businesses with more signage Mr Johnson questioned the location of the attachment of the light fixtures under the eave Mr Johnson moved to approve the proposed hght fixtures with the use of incandescent bulbs adequate to light the wall sign and to approve the use of the a projecting sign and wall sign, with the business name and logo allowed on one of the signs and the second sign to include the address and descriptive wording, not the name of the business Mr Lieberman suggesting allowing the use of the word "classic" in the genenc sign even though that is part of the business name Mr Johnson was agreeable to allowing the use 3 1 City of Stillwater Hentage Preservation Commission November 1, 2004 of "classic " Mr Peterson seconded the motion, motion passed 4-0, with Mr Tomten abstaining - Other items Ms Fitzgerald informed members that the City Council has approved Carmen Tschofen's proposal to perform the Staples and May's Addition survey She will be using HPC members' photos Mr Lieberman referred to a letter from the National Trust and to the status of the bndge negotiations Consensus is that the lift bndge will be maintained for bike and pedestnan traffic While the mitigation package is not complete, Mr Lieberman suggested the enumerated in a written update provided to the HPC The pnmary issues of discussion were the proposal to utilize Norman brick, rather than modular, on several facades, replacing bnck with stucco at balconies on several facades on the Main Street elevation, replacing arched octagon openings on the east and north elevations with flat top openings, and usmg Keystone, rather than Recon, for the retaining wall as well as possibly reducing the heights of the retaining wall Several members expressed a concern about the use of Norman bnck Mr Johnson said Norman brick gives more of a contemporary and vertical appearance not appropriate for the downtown area He said he was especially concerned with the use of the Norman bnck on the Main Street and south elevations Ms Pfannenstem said the proposal is pnmanly due to cost issues Mr Johnson also pointed out that Keystone is not as durable as Recon and that may be a cost issue for the City's Public Works Department Ms Pfannenstem said the use of Keystone is an issue related to product availability Mr Johnson also suggested that replacmg the arched opemngs dramatically changes the appearance of the building Mr May and Ms Pfannenstem suggested that changing the arches helps break up the two comers, Ms Pfannenstem pointed out they were urged not to "bookend" the buildings Later, it was agreed the HPC would consider this concept when revised drawmgs are presented Mr Lieberman agreed with Mr Johnson's comments, stating he doesn't know what the project looks like any more The project seems to be "shppmg away," he said He asked Architecture, Inc would like to supply the City Planning Department a compilation of our meeting minutes and general comments pertaining to the HPC More often than not, we are finding that items presented at HPC are not being included meeting minutes June 7, 2004 DJR introduced themselves as the new architect of record along with drawings representing the overall design changes that resulted in the completion of the Design Development Phase of the project See attached letter with itemized list dated 5 28 04 July 7, 2004 DJR presented overall design changes to the project as a result of structural issues and budget analysis from the general contractor Meeting Minutes (page 3) At the last sentence of paragraph one, it should read that, `modular bnck will be used in lieu of utility bnck ' The following items were missed in the meeting minutes • Replace rockface cmu m lieu of rockcast on the north facade `J' • Amount of rockcast at the corner of Mulberry and Main (facade 'A') A set of drawmgs from the meeting was sent to the Planning Department on July 8, 2004 See copy of attached transmittal and drawings Last week in August 2004 During the last week of August, DJR received a call from the Sue Fitzgerald indicating that the permit set of drawings issued on 8 9 04 did not match the approved HPC drawings This is specifically in reference to the corner of Mulberry and Mam at Facade 'A' and the use of rockcast up to the third story DJR responded that it had been in the drawings at the July 7, 2004 meeting and stated that would be wilting to address the HPC on this issue as well as other issues that had been refined on the project since the previous HPC meeting in July Sue Fitzgerald indicated that she would add Stillwater Mills to the HPC meeting on September 8, 2004 September 8, 2004 In order to alleviate any confusion in meeting minutes, DJR presented an itemized list of items that had been changed dunng the completion of the construction documents as well as items that were being proposed as future addendum items The one issue that seemed to have been of concerned to the HPC staff was the amount of rockcast on Facade 'A' (This had already been approved and in the drawings presented on 7 7 04) A request was made by HPC to see sample matenals and electrical fixture cut sheets at the next HPC meeting October 4, 2004 The HPC meeting for Stillwater Mills on Main was held at the projects Sales Selection Center at the corner of Myrtle and Main at 6 30 pm At this time DJR presented all masonry matenals as well as a booklet containing electrical fixture cut sheets Howard Lieberman stated that he was still concerned with the lightness of the rockcast matenal at the corner of Mulberry and Main He also stated that he had some concern for the residents on Second Street m relation to having to light the plaza DJR responded that the lighting level is the minimum required exiting lighting level required by code HPC was unwilling to vote at the end of the meeting at the Selection Center They were going to discuss it further at the end of their general meeting Sue Fitzgerald stated that she would get back to DJR on the following day regarding their decision October 5, 2004 Melissa Pfannenstem of DJR, spoke with Sue Fitzgerald in regards to what HPC decided at the end of the meeting Sue informed Melissa that the HPC did not vote and that it was HPC's recommendation that it was up to us to make the determination on the amount of rockcast on the corner of Mulberry and Main 2nd Week of October Melissa Pfannenstein called Sue Fitzgerald in order to request Stillwater Mills On Main be added to the November 1, 2004 HPC agenda in order to discuss changes resulting from the value enhancement of the project November 1, 2004 At the meeting, DJR obtained a copy of the meeting minutes from the October 4, 2004 HPC meeting The meeting minutes did not mention any information in regards to Stillwater Mills on Main Melissa Pfannenstein requested that information pertaimng to the October meeting be added to the minutes Melissa Pfannenstein supplied and presented a list of changes to the extenor of the building to HPC These changes are a result of the value enhancement review of the project Melissa stated that additional items had increased the overall cost of the project, specifically items such as the north water main not having a shut-off valve Howard Lieberman responded, stating due to the number of changes that he was unable to visualize what the building looked like It was his recommendation that the project be put on hold until all of the design changes had been made to the drawings and that HPC could review them at that time Melissa Pfannenstein stated that putting the project on hold was not an option due to financial implications Howard Lieberman stated that's what happened to the Lofts and that is why they were re -presenting as well Jeff Johnson stated that he motioned that they reject the option for norman bnck and stucco on Main and Mulberry Norman bnck would only be allowed on the back/plaza area of the building All other items would be required to be changed on the drawings pnor to HPC approving them Due to the size and complexity of this project, changes specifically related to value enhancement are not uncommon, in fact are the norm DJR is attempting to provide HPC with as much information as possible about the project, but feel that the project is being overly scrutinized As a team, it is our goal to provide the city of Stillwater with a building that they are proud to have as part of their downtown It is also our goal to keep this project with in the confines of its budget m order to make it feasible The overall project team for Stillwater Mills on Main is now in a bit of a These careful steps taken to plan the construction of your container enclosure wiU ensure that Waste Management is able to offer t he correct container capacity for both present and future Sue Fitzgerald From Marc Putman [info@putmanplanninganddesign com] Sent Wednesday November 03 2004 10 14 AM To Sue Fitzgerald Cc Phil Eastwood Di Hark, Jeff Johnson Howard Lieberman Brent Peterson Subject Case # DR/04-65 Sammies Sue, I met this morning on the site with Tom Sellwood (contractor 651-755-2952) and John McKenna (mason) regarding the proposed resurfacing on the rear elevation of the old St Croix Outfitters building The following items are noted 1 We had a good discussion about how the "faux stone" would be applied to the walls There will be sills and headers at all window openings that mimic the stone sills and headers on the back of Brine's There will have to be some vertical joints in the sills and headers since the material only comes 36" long, however, these joints will be minimized and downplayed as much as possible 2 Grout color will match Brine's as closely as possible, and joints will be fairly flush with the stone surface (minimal tooling) 3 The wall areas behind the existing elect and gas meters will also be resurfaced in stone 4 The exposed metal surfaces columns, lintel, window and door frames, will be painted a similar color (black, existing) 5 The stoop will be refinished in stamped concrete (similar to the area behind Brine's, replicating pavers) or in a tile (style and color to be determined) Tom also mentioned that he anticipates some progress on the front of the building this winter, above the store front line He will keep us informed as to any new materials or colors proposed Please let me know if there are any questions or concerns Roger Tomten Stillwater HPC Sue, I assume you will be forwarding this in some form to the owners, and to Tom so he has a record of this as well
