Approval of minutes Mr Tomten moved approval of the minutes of Sept 8, 2004 Ms Hark seconded the motion, motion passed unanimously Case No DR/02-47 Design review of modifications proposed for 501 Lofts at 501 North Main St J Buxell Architecture representing the applicant Mr Buxell was present He said he was back before the HPC due to concerns expressed by the Planning Commission He bnefly reviewed some of the changes The fifth floor now includes two tenant -owned efficiency units and two penthouse units, along with storage The end units, which previously had open porches, now have enclosed sun porches EIFS is proposed to be used below the first floor for flood protection reasons, the base will be covered with landscaping The roof and parapet are consistent with the onginal design, he said The rear elevation also is basically the same Mr Buxell noted the 501 site was listed as having the potential for a six -story residential building in the city's Downtown Plan As onginally approved, he said, the structure was 59'6" to the mid -point of the roof (although due to an error, that is listed as 54' 11" in a letter of 2002) and 66'6" to the peak above grade The building now is 65'6" to the peak, he said He concluded that the building as currently proposed is no different than ongmally approved Several members expressed their concern with design changes Mr Lieberman said the building now appears "institutional" and is not in keeping with the character of downtown Stillwater He also expressed concern with the glass and mass as viewed from the east elevation The "factory echo" is gone from the design, he said Mr Tomten said he was most concerned with the mass of the structure He also expressed a concern about the streetscape, saying that has been an issue since the retail element was lost Mr Peterson noted that height keeps coming up as an issue He said he would like to see a building elevation as it appears from the north Mr Buxell responded the current plans are inside the ongmal footpnnt The structure is actually smaller and shallower than originally approved, and the roof ndge is 1' lower, he stated Mr Buxell also noted that the design has always shown lots of glass on the east elevation City of Stillwater Heritage Preservation Commission October 4, 2004 Ms Kraske agreed that mass was a concern She suggested that opening up the end units as onginally shown would change the look of the building The discussion concluded with Mr Lieberman moving to not approve the design as presented and inviting the applicant to return to the HPC's next regular meeting with a revised plan that reflects the HPC's concerns Mr Eastwood seconded the motion Mr Lieberman amended his motion to table approval until the applicant addresses design concerns Mr Eastwood accepted the amended motion, motion passed unanimously Mr Buxell pointed out that timing is an issue for the applicant, as matenals need to be ordered soon to begin framing He asked if the HPC would be receptive to an informal meeting pnor to the next regular meeting to get reaction to design revisions Members stated they would be amenable to that meeting if a convenient meeting time can be arranged Case No DR/04-42 Design review of signage for In Studio at 212 N Main St Kevin and Jody Nyenhuis, applicants The applicants were not present Mr Peterson asked if the applicants planned to have a wall graphic Ms Fitzgerald said that request will be made at a later date Mr Eastwood moved approval as conditioned Mr Peterson seconded the motion, motion passed unanimously Case No DR/04-47 Design review of a sign package for 452 N Main St Tem Bnne, applicant Tem and Monty Bnne were present, along with the owner of Cornerstone Gifts The plan, as proposed, includes four 2x8 signs to be placed in a sign band area, along with two signs indicating the building address at the corners of the southeast elevation Mr Eastwood asked whether the proposal meets the requirements for lineal front footage Mr Brine responded that all tenants have more than 16' of front footage Members suggested making the building address, 450, smaller and perhaps including North Main underneath the address Mr Peterson asked if the sign bands would be centered between the windows, the applicants responded in the affirmative Mr Tomten moved to approve the sign package with the condition that the tenant signs be centered above the two window bays, that the applicant modify the "450" sign to include the wording North Main or On Main, and that the signage not be lighted Mr Peterson seconded the motion, motion passed unanimously Mr Peterson, seconded by Mr Eastwood, moved_ to approve the Cornerstone Gift signage, motion passed unanimously Case No DR/04-58 Design review of rear signage for Papa Murphy's Pizza at 1754 Market Dr Kevin Knoop, applicant 2 City of Stillwater Heritage Preservation Commission October 4, 2004 The applicant was not present Ms Fitzgerald noted the request is consistent with the other tenants in the building Mr Peterson, seconded by Ms Hark, moved approval as conditioned, motion passed unanimously Case No DR/04-59 Design review of signage for Cynthia's Bridal at 1250 Frontage Road Cynthia Mettlmg, applicant The applicant was not present Ms Fitzgerald said the proposed sign meets the square footage requirements Ms Kraske, seconded by Mr Eastwood, moved approval as conditioned, motion passed unanimously Case No DR/04-60 Design review of signage for Aenal Companies at 1260 Frontage Road Dan Nault — Jones Sign applicant Nathaniel Shay was present representing the applicant He bnefly reviewed design plans, materials and colors for the restaurant/bar Outdoor seating is planned The trash receptacle will be enclosed The request is for two signs, neither of which will be lighted Ms Fitzgerald noted that technically the restaurant fronts on two streets, allowing for two signs as requested Mr Peterson moved approval as conditioned, changing the wording of conditions No 2 and 15 to reflect that lighting plans shall be reviewed and approved by staff Mr Lieberman seconded the motion Motion passed 5-0, with Mr Tomten abstaining Case No DR/04-63 Review of carnage rides in the downtown area Keith Beckhn, applicant Mr Beckhn was present and bnefly explained his request When asked where the drop-off, pick- up space would be, Mr Beckhn said he would like to have a space by the caves/Italian restaurant on South Main Street He would propose to have a sign by the parking space Mr Eastwood noted a concern about traffic Mr Beckhn responded that he had dnven carriages in Boston and New York City 3 City of Stillwater Hentage Preservation Commission October 4, 2004 Mr Lieberman asked if the city would require an indemnification agreement Mr Russell stated the city would require the applicant to have insurance and hold the city harmless Mr Tomten said he thought Mr Becklin's proposal would be a nice addition to the city and suggested that he work with the Planning Commission to find a parking location that works well for him Mr Tomten moved approval with the condition that the applicant come back to the HPC with a signage proposal for the parking space Mr Peterson seconded the motion, motion passed unanimously Other items Updated plans for the Teddy Bear Park were included in the agenda packet Members stated they have never seen plans for the park, only the demolition request Ms Fitzgerald will check into that issue Modifications in lighting and signage for the Veterans Memonal — Information was included in the agenda packet Update on investigator for Staples and Mays Addition — Ms Fitzgerald said she had contacted an investigator on SHPO's list who has agreed to do the survey It was suggested that perhaps Mr Empson has changed his mind and might be willing to do the survey It was agreed to approach Mr Empson one more time and made a decision on the investigator at the next HPC meeting A memo from the building official regarding an approved garage demotion was in the agenda packet Mr Eastwood questioned the demolition not coming before the HPC pnor to approval Mr Peterson referred to the letter from the Minnesota Histoncal Society regarding the proposed "de -listing" of the Terntonal Prison from the National Register of Histonc Places There was a discussion of the portable sign that had been placed on the Mortgage Company property on Chestnut Street Ms Fitzgerald said legal action will be taken if the sign is not removed immediately Meeting was adjourned at is the addition of two condominiums and guest quarters to the fifth floor On October 14, 2002, the Planning Commission granted a Variance to the height of the building 50 feet permitted, 54 feet 11 inches granted On October 11, 2004, the applicants are going to ask for a modification to the Variance Instead of 54 feet 11 inches, the applicants will ask for a building height of 60 feet 59 units Greater Stillwater Chamber of Commerce appeared with a request to reintroduce the banner program in the downtown district Ms Brownson said the Chamber would buy the banners The banners would be sponsored by participating businesses to help fund the program They showed samples of proposed banners, which included the themes "explore, play, welcome and dining," the banners also included the the Chamber of Commerce we respectfully request your approval of the attached designs for light pole banners In the early 1990's the Chamber of Commerce m cooperation with the City of Stillwater placed banners on 40 light poles throughout the histonc district There were blue ones in parlung lot light poles and 4 other colors randomly distnbuted throughout town In 1996 or so, the banners were removed for repamtmg the light poles and never replaced Many of them were wind worn In early 2004, the Chamber of Commerce Histonc Distnct Committee inquired about new banners and made a presentation to the City Council The City Council approved banners pending design approval by the Histonc Preservation Committee and then authonzed Steve Russell to hire Bob Lane, a designer to assist with the preparation of a proposal to the Histonc Preservation Committee A presentation was made and the design was not supported by the Histonc Preservation Committee Bob Lane and I met with the Histonc Preservation Committee in September, 2004 to discuss direction and focus of banner designs Some committee members were interested in red, white and blue bunting designs and others mentioned shades of green and blue Other comments included revisiting the shape of the banners There was an interest in reflectmg the uniqueness of Stillwater as well as the preserving the histoncal designation of the town In response to your comments Bob Lane presented additional designs to the Histonc Distnct Committee We feel strongly that while Stillwater is a bustling town during the June, July and August months and has busy weekends throughout September and early October, the remaining 9 months of the year the town has a dreary streetscape and we wish to present the downtown as more lively and vital to the community 12 months of the year Our goal is to bnng a strong sense of place that is not defined by a major highway, but rather by the familiarity of the activities on the sidewalks and in the shops and nverfront We are interested in the continued revitalization of the histonc distnct by preserving histonc commercial architecture and developmg a powerful economic development base as well We have attached 2 designs for the banners The overall design of the banners was dramatically changed with your input They are a different shape, color and we are excited about them These designs reflect your feedback and with your approval of both of them we will move forward with this project Our intention is to be able to have the red, white and blue banners up for the summer months and then the other banners for the remauung months of the year We have also attached a design for sponsorship recognition, this will allow us to fund the maintenance of banner project We need and have the ability changes There was some discussion about the use of rockcast matenals versus bnck on certain facades Members asked that samples of the rockcast matenal be provided for the next discussion Mr Johnson asked about lighting fixtures Ms Pfannenstein said clips are not available at this time Mr Johnson asked if the existing wall along North Second Street will be replaced, Ms Pfannenstein responded in Suki Thomsen, North Broadway, asked about the height of the structure Ms Pfannenstein said the structure is just under 50 feet to the top of the roof, with a parapet above The Main Street elevation will have a walkway, retail spaces, and three levels of housing From the rear elevation, only three stories of housing will be visible, she stated Dave May, representing the project developer, was present with a request to place banners on the sales trailer The request was for a 3x3 banner on the west side and 6x6 on the north site of the trailer Mr May said in future, when demolition occurs and construction begins, the project developer may be requesting an additional sign to let people know that other businesses on North Main Street are still open for business Mr Johnson suggested that staff be empowered to work with the developer on such signage if the need anses Ms Fitzgerald noted that if businesses are being negatively impacted, the city will take some type of emergency action The request for banners on the sales trailer was related to Case No DR/04-56, design review of a sales trailer in the parking lot at 227 N Main St Vern Stefan also was present for the discussion The discussion centered on the U-Haul rental vehicles currently parked at the site Mr Johnson noted if the sales trailer is located in the parking lot, there will be a loss of spaces and more demand for parking Mr Johnson asked if Mr Stefan could relocate the U-Haul vehicles, perhaps keeping some off site Mr Stefan said he could move the U-Hauls to the east side of the business, and he said locating the sales trailer at his business would not compromise the capacity of the lot to serve parking needs for the hardware store Mr May noted the intent is to have the sales trailer use terminated by next September 8, 2004 Chuck and Judy Dougherty were present Mr Dougherty bnefly reviewed the proposed design of the deck area Mr Johnson pointed out that the intent in the onginal plan approved by the City and SHPO was to maintain the histonc warehousehndustnal look of the deck, which was the original loading dock area Mr Dougherty explained that the current roof forces folks to look out on the railroad tracks and parking area rather than the nver Mr Johnson and Mr Tomten suggested there are alternatives such as skylights and lighted panels to achieve the desired effect, rather than changing the roofline Mr Johnson suggested that Mr Dougherty look at older warehouse distncts in the metro area for ideas on how to achieve his goal Mr Dougherty agreed to do that Mr Tomten asked if SHPO approval would be needed for any revisions Mr Johnson noted that since federal tax credits are involved, SHPO approval would be needed In the discussion regarding the bar, Mr Lieberman noted the north end of the building was never completed according to the plans approved by the City He asked about the status of plans to complete the north end Mr Dougherty said that is still in future plans Mr Johnson noted there was a timeline for enclosing the extenor fire escape Mr Lieberman asked staff to go through the onginally approved plans for the building and provide copies to both Mr Dougherty and the HPC There also was discussion of the requirement to enclose the trash receptacle Mr Dougherty said he would do that when the City clanfies its plan for the walkway to the nver, which currently shows a portion of his property being taken Mr Johnson and Mr Lieberman noted that enclosing the trash receptacle was a condition of approval eight years ago Mr Eastwood noted the proposed bar at the north end of the building is already in place Mr Lieberman suggested tabling the requests, with the understanding that the applicant not be required to tear down the structure that is already in place a suggestion by Mr Johnson that the applicant take advantage of the existing headers to return the window opemngs to the onginal, rather than four evenly - spaced windows as proposed Mr Johnson noted that the existing headers and in -fill bnck provide definite outlines of the ongmal windows He provided a sketch as to what replicating the original placement might look like Mr Tomten agreed that the window patterns do set the tone of the building's commercial history and make the building more interesting Mr Weyer said he would be hesitant to agree to try to replicate the onginal placement until items Update on 501 Lofts — Jack Buxell provided an update on the 501 project Most of the discussion focused on the trail system and flood control system on the nverfront side of the 501 project Mr Buxell said 501 developers have been asked to create a terminus for the trail system that wraps around Terra Springs He said they have been talking to manna/slip owners, Mr Desch, the City and Department of Natural Resources The desire, he said, is to removed existing "junk" plant materials and do new plantings to screen the working end of the manna He said current plans have the verbal support of the DNR The trail system will have comdors at each ends of the 501 building There will be a one -lane road on the nverfront side of the project, with a more fonnahzed parking area The proposal is to oversize the piping for the water treatment ponding to accommodate potential future needs All are concept proposals at this time, he said Regarding the 501 building, Mr Buxell said the previously proposed party room on the fifth floor has been eliminated Rather than the party room, the proposal is to have two resident - owned efficiency units The developer also is proposing two additional units on the fifth floor The additional units would be tucked back inside the parapet The height of the building was 68' 6" to the peak in the onginal plan, 69' 6" to the peak in this proposal There was no formal action taken Mr Lieberman summed up the discussion by noting for the record that the HPC has reviewed the 501 revisions and is supportive of the proposals as consistent City of Stillwater Planning Commission Minutes October 14, 2002 A group of twenty one neighbors represented by Bob Bonean, 709 W Willard Street, Chns Gerard, 719 W Willard Street and Scott Sheely, 716 M Marion Street were upset that Mr Wolff did not inform them about the plans for the land Mr Bonean expressed that the neighbors were concerned with the impact the subdivision would have on the neighborhood and drainage issues The group would like to get together with Mr Wolff to discuss these issues Council Representative Zoller informed the neighbors that deny the request since the subdivision meets all requirements Motion made by Commissioner Ranum, seconded by Commissioner Middleton to recommend approval of the subdivision request for splitting a 22,500 square foot lot into two Tots of 14,550 and 7,812 square feet located at 721 S Martha Street with the following conditions 1 Drainage and utility easements shall be provided around both new lots 2 The existing residence shall be connected to the city sanitary sewer and water systems 3 The existing septic system shall be decommissioned as required by the City Building Official Motion passed 7 fore, 1 against Case No The Heritage Preservation Commission reviewed the project design and it was conceptually approved subject to several conditions The Commission directed staff to work with the applicant to refine the plans, including the engineenng, landscape and flood protection plans The location of the building will be in the Floodplain District The Department of Natural Resources is reviewing the site plan and parking garage, and will direct the developer in terms of what flood proofing standards must be met Mr Buxell requested a use permit and four variances for a 59 unit condominium project The units will range in size from 1200 square feet to 3800 square feet The building will consist of four residential floors of wood frame construction over a concrete underground parking garage Mr Buxell proposed a fifth floor party room and open air deck which all would be tucked under into the river side of the hipped roof All resident and guest parking will be underground, two parking spaces per unit The exterior facade of the building will primarily be brick and glass with stone trim The site is 1 44 acres Monty Brine, 402 and 450 N Main Street was concerned about the impact the residential area would have on Downtown Mr Brine is not against the development Commissioner Ranum felt the development is out of character, the size is not compatible and he is concerned about the lack of setbacks Commissioner Teske felt the development won't extend the downtown look and he is also concerned about the lack of retail, however he is glad to see more residents Motion made by Council Representative Zoller, seconded by Commissioner Middleton to approve SUPN/02-72 with the following conditions 1 The building shall be designed in conformance with the State Building Code Floodproofing regulations 2 The structure shall be designed in conformance to FEMA guidelines 3 All utilities shall be completely screened from public view A lighting plan showing the fixture type, height location and exterior lighting intensity shall be submitted with building permit plans for Planning Director approval All lighting shall be directed away from the street and adjacent 6 City of Stillwater Planning areas 7 Handicapped parking spaces and signage, in compliance with State requirements, shall be shown on building permit plans and installed before final inspection of the project 8 The street address of the building shall be displayed in a location conspicuous from the public street 9 The trash enclosure shall be made of a sturdy opaque masonry material, with trash receptacles screened from view and compatible with the color and materials of the project 10 All trees required to remain on site, as indicated on the plans, shall be protected by fencing or other necessary measures shall taken to prevent damage during construction activity 11 No roof equipment shall be visible to the general public 12 All gutters, downspouts, flashings, etc shall be painted to match the color of the adjacent surface 13 Construction projects shall conform to the City's Noise Ordinance Construction during the dry season shall mitigate excess dust problems 14 A sign permit shall be required for all project signs 15 Grading and drainage plan shall be approved by the City Engineer before building permits are issued 16 Sign package shall be approved by the Heritage Preservation Commission, including directional signs 17 Exterior lighting plan to be reviewed and approve by the Heritage Preservation Commission 18 All security lights on building shall be down lit 19 A sign permit is required for Planning Department for demolition I visited the above mentioned address today and I have made the determination that the garage and house are both in disrepair The foundations and walls and roofs of both structures are bow, ed and sagging and appear structurally inadequate The garage roof basically consists of a blue tarp at this point After looking at both structures, it is my opinion that it short articles highlight- ing some of the hey planning issues facing planners today ow often do you hear people today lamenting a loss of a "sense of community" or the erosion of small town character ? Certainly these are concerns I frequently hear in my work with cities and towns across the country And just as surely the) reflect diverse and often hard to pin down thoughts For many years most local planning departments (and planning commis sions) have focused on planning issues which could be said to be related to the efficiency of communities managing traf fic, coordinating land use planning with public facility and utility planning and dealing with the tangible impacts of growth and development (such as storm water runoff) It is also true that much of what goes to create a sense of community occurs outside the realm of local govern ment planning in schools churches social networks, cultural institutions and family groups What then can planning commissions do to foster the elusive task of true com munity building? I would argue that there are many local planning related issues that we can recognize as contnbuung to community building In fact this is what lies at the heart of many recent trends in planning including the new urbanist and smart growth movements The following are some of the areas where planning commissions can have an impact on building a sense of community 1 Strong and Connected Communities In this day and age of mobility and lengthy commutes, the role of neighbor- hoods has tended to diminish in impor tance Compounding this has been the proliferation of isolated pods of subdivi- sions, loosely connected (at best) to each by C Gregor) Dale FAICP other and to surrounding areas Ho%% ever, a growing number of cities and towns are working to re%erse this by pro moung development patterns \N here resi dermal areas are not stind alone enclaves PI -inning for neighborhood parks and schools accessible b% foot is one way of promoting stronger more tightly knit communities 2 Town Centers A closely related mud can be seen in the increlsed interest in revitalizing his torte core areas and in designing and building town centers in newly suburban [zing lreas A stronb focal point for a community (whether functional or sym boltc) cm contribute ;reply to a sense of community In man% newly emerging suburban areas plus, ire being imple mented for mixed ust_ town centers that encompiss commerctll, residential insu tution-il and public uses 3 Pcdestnan Onentation Min) believe that the presence of the automobile as the dominant form of transportation has been a ke) factor in the erosion of a sense of community While %%a all can appreciate the conve nience comfort and pm acy of automo bile transportation cities and tovv ns are realizing that one of the best %%ays to strengthen a sense of community is by deN oting resources to encourage pedestn an activity 4 Improved Design Quahty Notwithstanding the desire for better pedestrian connections no one wants to walk around a community that does not feel welcoming As a result architects landscape architects and planners are focusing on improving the visual appear- ance of new development particularly as it relates to creating a pedestnan fnendly environment Simple mechanisms such as improved landscaping less obtrusive signage avoidance of overly large con centrations of parking and better site design can make for a more walkable environment 5 Open Space Preservation Parks trails nature preserves and other green space can provide another important way of increasing a sense of community This is especially so when the open space is tied together as an iden ttfiable community network While some open space can be preserved within new de%elopments a true community wide neu ork of open spaces often requires the outlay of financial resources to acquire land or development nghts 6 A Range of Housing Opportunities A final way to think about sense of community has to do with the range of housing options the community pro vides While each community must decide for itself what housing mix works best many believe that providing a range of housing options is a way to promote community quality How can housing affect a sense of place' Consider these questions Does your community have housing options to meet the needs of young married couples who grew up in the community and are Just starting out? Does your community ha% e housing options for those no longer able or interested in maintaining a single family home and yard?
