Mr Lieberman called the meeting to order at 7 p m
Approval of minutes Mr Johnson moved approval of the minutes of May 3, 2004 Mr Peterson
seconded the motion, motion passed unammously
Case No DR/03-54 Design review of extenor modifications for the Brunswick Building at 209-
211 S Main St John Wennberg, applicant
The applicant was present It was noted the building in question is the Brunswick Building,
rather than the McKusick Building as indicated in the agenda packet Mr Eastwood asked if the
building plaque will be replaced Mr Wennberg responded in the affirmative, but stated he was
not sure what the onginal plaque looked like He said the replacement will likely include the
name and date of construction Mr Peterson said the St Croix Collection at the Stillwater
Library may have some useful information
The request is to repair some column bncks and replace the wood under the display windows
Mr Johnson said the new bnck should be as similar as possible to the original bnckwork, he also
suggested using lime mortar to match the ongmal
Mr Johnson moved approval as conditioned, with the additional conditions that the bnck match
the onginal as closely as possible, that lime mortar be used to match the ongmal, and that the
wood be painted a hunter green Ms Hark seconded the motion, motion passed unanimously
Case No DR/04-28 Design review of additional extenor sign at Valley Ridge Shopping Center,
1250 Frontage Road Steve Pajor and Knss Novak, applicants
The applicants were present The request is to add a 32" by 10' electronic reader board to the
pylon sign A vanance is being requested from the Planning Commission The applicants noted
that intenor and western -facing tenants need increased visibility The reader board will scroll
through some tenants' names, as well as provide commumty announcements
Members were understanding of the need for increased visibility but suggested a reader board
might not be the answer Mr Lieberman noted that someone dnving by the center might never
see a tenant's name depending on the number of names listed and the timing of the message
changes

Mr Johnson pointed out the requested signage is against the design guidelines Mr Johnson
made a motion to advise the Planning Commission that the requested signage is against design
guidelines, but should the Planning Commission approve the vanance, the Hentage Preservation
Commission finds the requested color, location and square footage to be acceptable Mr
Peterson seconded the motion, motion passed unanimously
Case No DR/04-05 Design review of kitchen production facility for Tasteful Thymes at 1931
Curve Crest Blvd Donna Tarras, applicant
Ms Tarras was present She informed members that the location at Curve Crest and Greeley did
not work out — she is back to the 1931 Curve Crest location The request continues to be
placement of her existing sign over the main entry, with goose neck fixtures at the front entrance
and a downht fixture over the rear entrance She said at a later date she might want to add an
awning on the front to match the other existing awnings on the building and add some kind of
genenc signage to the existing building monument sign
Mr Johnson moved approval, allowing an awnings of similar color and style of existing building
awnings, subject to staff review, allowing only one sign with the business name over the front
entry, and allowing genenc verbiage on the monument sign, also subject to staff review Mr
Eastwood seconded the motion, motion passed unanimously
Case No DR/04-29 Design review of signage replacement for Happy's Stillwater Diagnostic
Center at 1730 Industnal Blvd Happy Thomsen, applicant
Mr Thomsen was present All existing building signs will be removed, and existing wall pack
lighting on the building will be shielded in conjunction with the new signage Mr Johnson asked
if there would be building signage on the Industnal Boulevard elevation Mr Thomsen stated
only the address will be indicated
Mr Johnson noted that the proposed location of the new sign doesn't provide a lot of visibility
from Industnal Boulevard He suggested moving the sign more to the corner and placing it at an
angle to increase visibility Mr Thomsen said he would like to do that, but noted a tree would
have to be removed
Mr Johnson moved approval with the option of placing the sign at the corner of Curve Crest and
Industnal Boulevard, holding to the required 15' setback, with the conditions that the existing
wall pack lighting be shielded, that all existing building signs be removed, and that landscaping
plans be submitted to Ms Fitzgerald for review Mr Peterson seconded the motion, motion
passed unanimously

Case No DR/03-17 Design review of revised/additional signage for Terra Spnngs at 610 N
Main St Brian Sweeney, applicant
Mr Sweeney was present The request is for an 8x20' sign to be placed on the fence on the Main
Street elevation, with 1x4 or 5' feet banners on the sales trailers All other existing signage on
the site will be removed, he said There was a question about how long the signs would be in
place Mr Sweeney noted that the first two buildings in the development will be occupied
beginning Oct 1, so the signage probably won't be needed past late fall
Mr Eastwood suggested that Mr Sweeney inform realtors representing the developers that
sandwich signs are not allowed other than during open house hours Mr Eastwood moved that
the HPC recommend that the Planning Commission approve the requested vanance, allowing the
requested 20x8' sign and the banners on the sales trailers, with a sunset date of Dec 31 Mr
Johnson seconded the motion, motion passed unanimously
Case No DR/04-30 Design review of extenor signage for Central Hub Bicycles at 1778 S
Greeley St Ben Dickhausen, applicant
The applicant was present He said the request is to place new signage in the existing monument
base The 4x6 signage will be patterned after the signage he had at his previous location, it will
not be lit
Mr Johnson moved to approve a 4x6, two-sided sign to be placed on the existing Routson
Motors monument base, with the sign patterned after the existing Central Hub sign, and with the
condition that the sign not be lighted Mr Peterson seconded the motion, motion passed
unanimously
Case No DR/04-31 Design review of extenor signage for the Chop Shop at 220 Commercial
Street Denk Skogen, applicant
The applicant was not present Ms Fitzgerald said the applicant is requesting to paint over the
two existing signs However, she said, because the use of the building is changing, the applicant
is only allowed one sign
Mr Johnson moved approval with the condition that only one sign, either the existing wall sign
or the existing projecting sign, is allowed, and if the wall sign is the preferred option, it shall be
limited to six square feet, with the applicant to submit design details and paint color chips to staff
for approval Mr Eastwood seconded the motion, motion passed unanimously
Case No DR/04-32 Design review of extenor signage for St Croix Active Wear at 209 S Main
St John Law, applicant

The applicant was not present Ms Fitzgerald noted the request is for an existing business and
the signage meets the square footage guidelines Mr Peterson moved approval as conditioned
Mr Eastwood seconded the motion, motion passed unanimously
Case No DR/04-33 Design review of a new bistro, Cafe Trocadero, at 200 Chestnut St Mark
Balay, representing the applicant
Mr Balay was present He stated the business will be located at the southwest corner of the
building Two new doors will be cut to allow the use of the existing courtyard for outside
seating The restaurant use will require installation of an exhaust fan with an extenor opening
Mr Balay said he believes the applicant will be able to meet parking requirements, but has
applied for a vanance as a precaution
Mr Johnson asked if any existing landscaping would be removed Mr Balay said landscaping
would remain, as will existing stonework Three awnings are proposed Signage will be on a
fixed canopy on the Chestnut Street elevation
Mr Johnson suggested that the applicant minimize the visual and noise impact of the kitchen
ventilation as much as possible Mr Peterson moved approval as conditioned Mr Eastwood
seconded the motion, motion passed unanimously
Mr Balay informed members that the temporary banner on the site will be removed
Case No DR/04-03 Design update and review of Stillwater Mills on Main, located on the
northwest corner of Main and Mulberry streets Melissa Pfannenstem, project architect with DJR
Architecture, Inc , representing the applicant
Ms Pfannenstem reviewed some of the design changes that have been made Everything has
been pulled inside the property line, she said The Main Street elevation has been broken down
into multiple facades The bnck colors will remain the same Hardiboard will now be utilized
rather than stucco, she explained The rear comdor from the parking structure has been
eliminated Ms Pfannenstem provided several color samples
Mr Lieberman asked about handicapped accessibility along Main Street Ms Pfannenstem said
there is handicap access at each end of the Main Street walkway Mr Lieberman noted the HPC
will need updates as the development progresses
Mr Johnson asked about the new HVAC units that are proposed There will be no rooftop units
With the new system, furnaces and air-conditiomng units are located in the individual residences,
the air conditioning units are vented to extenor Mr Johnson asked that the developer look at
acoustic abatement as the venting passes through the extenor louvers Ms Pfannenstem said they
would look at that issue

Members were appreciative of the changes that have been made Mr Johnson moved approval as
conditioned, changing condition of approval No 2 regarding lighting to review by the Hentage
Preservation Commission, with a 17` condition that the mechanical unit ventilation louvers be
looked at for sound mitigation and submitted to the HPC at a later date Mr Eastwood seconded
the motion, motion passed unanimously
Case No DR/04-34 Design review of extenor signage for The Salad Shoppe at 221 E Chestnut
St Dave and Kathie Tnemert, applicants
The applicants were not present Mr Lieberman spoke against the proposed spelling of
"Shoppe " Mr Johnson questioned whether the phone number was necessary on the sign, and
said it would be nice to see color samples
Mr Lieberman moved to approve with the conditions that the applicant be asked to consider
changing the spelling of Shoppe, that the signage to less cluttered than submitted, and that color
samples be provided to staff for review Mr Johnson seconded the motion, motion passed
unanimously
Case No DR/04-35 Design review of an accessory dwelling unit at 403 Hancock St Michael
Vincent, applicant
Mr Vincent was present He said the new structure will match the existing house He is asking
the Planning Commission for a vanance for the square footage He said he has spoken to
neighbors, and none have expressed any objections to his plans
Mr Lieberman pointed out that the HPC can only review design, the square footage is for the
Planning Commission to consider
Mr Johnson moved to approve the design with the condition that the roof pitch match the
existing house and that the siding of the new structure match the existing house or that the
existing house be resided to match the new structure Mr Peterson seconded the motion, motion
passed unanimously
Other items
Bob Lane, Joci Tilsen and Meg Brownson representing the Histonc Distnct of the Greater
Stillwater Chamber of Commerce appeared with a request to reintroduce the banner program in
the downtown distnct Ms Brownson said the Chamber would buy the banners The banners
would be sponsored by participating businesses to help fund the program They showed samples
of proposed banners, which included the themes "explore, play, welcome and dining," the
banners also included the name of the sponsoring business

Mr Eastwood said he felt the proposed banners don't fit the character of downtown Several
members suggested the banners would distract from business signage
Ms Tilsen said the intent is to beautify the downtown area Mr Lieberman noted the HPC is not
opposed to beautification Mr Eastwood moved to disapprove of the proposal at this time and to
work with the Histonc Distnct Committee in looking at other alternatives Mr Peterson
seconded the motion, motion passed unanimously
Ms Fitzgerald Informed members that the new newspaper corral is worlung well She also noted,
as Mr Balay mentioned earlier, that the Chestnut Building banner will be removed
Mr Lieberman, seconded by Ms Hark, moved to adjourn at 9 15 p m

The applicant is requesting design review and approval for the repair and restoration of
extenor walls, an addition of a door and windows, an awning and screening of utilities
The applicants are proposing to re -stucco the back and sides of the building where
there is existing stucco They state that they'd like to add a door and a window to the
north side of the building and a window to the south side of the building The budding
official reviewed these requests and said the north side was fine because the
penetrations were not on the property line The proposed south window is on the
property line and is not permitted according to the code
Signage would consist of on three square foot projecting sign and a wall sign (see photo
of front of building — s3) The applicants will come back to the Commission for approval
of the awning and a possible wall graphic

The applicant is requesting design review of outdoor storage area for boats, vehicles
and other items In the attached letter the applicant states that he could install a 6 foot
high screened fence similar to the fence he installed on the one currently behind his
building He would paint the lower half tan, and paint the top half dark green He
presented another option, this was to pave the lot and install a split rail fence It is the
Commission's decision
It is the Commission's charge to review and comment on the Landscape Plan
The tree type size, minimum 21,4 inch caliber or 8 foot evergreen, should be specified in
the final landscape plan
The sales/outdoor storage area is not lighted Drainage plans and ponding
requirements will need to be met as required by the City Engineer
If a non -paved fenced option is approved, it should be considered a temporary use of
the site and paving required at some future date (two years) if the storage use remains

storage use continues after a two year period
5 A final detailed landscape plan showing plant type, size and location shall be
submitted and approved before a fence permit is issued for the development
