at 7 p m Approval of minutes Mr Peterson, seconded by Mr Eastwood, moved approval of the minutes of Apnl 8, 2004, motion passed unanimously Case No DR/03-51b Design review of an amendment to the Rivertown Bed and Breakfast at 305 W Olive St Ed Hawksford, representing the applicant Mr Hawksford was present He explained the request is to amend previous condition of approval No 16 regulating lighting He said the intent is to remove three 6-foot Victonan-style lamps, which have been the subject of complaints, and install a low -voltage, down -lit lighting system consisting of eight fixtures to illuminate the walkway from the parking area to the front entrance of the Inn, along with four pathway lights along the entry to the handicapped -accessible room in the carnage house Mr Hawksford noted the owner's insurance company requires entrances to be reasonably lit for guests' safety Mr Hawksford said the owner also is requesting that the original condition requinng that external lighting be turned off at 9 p m be removed, as guests sometimes amve after that time, lighting will be on a motion detector Also, the owner is removing one of the previously approved two fights on the "grapery" and is requesting that a fountain in that area be illuminated with a low voltage, down -fit fixture to providing lighting of the adjacent sidewalk Ms Fitzgerald pointed out that the proposed low -voltage system is dimmer than the onginal plan and should be to everybody's advantage Mr Eastwood, seconded by Mr Peterson, moved to amend condition of approval No 16, as conditioned, allowing the pathway lighting system to the inn and carnage house, as well the requested fountain light, and changing the wording of condition of approval No 2 of the amended condition No 16 to read that approved lighting may remain on to adequately illuminate the parking area, sidewalks and carnage house entrance Motion passed 5-0, with Mr Johnson abstaining and Mr Lieberman absent Case No DR-04-18a Design review of extenor signage for Ride-Em at 1431 Stillwater Blvd , Jeff Melstrom, applicant City of Stillwater Hentage Preservation Commission May 3, 2004 Mr Melstrom was not present It was noted the requested sign is within the allowable square footage and lines up with neighbonng businesses Mr Peterson, seconded by Ms Hark, moved approval as conditioned Motion passed 6-0 Case No DR/04-25 Design review of exterior signage for Wrap n Ship at 225 N Main St Vern Stefan, applicant Mr Stefan was not present Ms Fitzgerald explained signage will be on the Main Street side of the building only The sign will be horizontally onented and will hang from an old-fashioned wrought iron fixture, it will not be lit Mr Johnson, seconded by Mr Eastwood, moved approval as conditioned Motion passed 6-0 Mr Lieberman assumed the chairmanship at 7 10 p m Case No DR/04-10a Design review of landscape plan for Lakeview Hospital parking ramp at 1104 and 1112 Everett St Richard Dufresne, representing Lakeview Hospital Mr Dufresne was present He noted that previously the pnmary issue was landscaping of the ponding area He said a second pond was bid as a project alternate Lakeview now has an agreement with the City of Stillwater to do the second pond Landscaping plans for the two ponding areas are identical, he said All trees that will be removed are scrub trees such as box elder, cottonwood, and basswood New plantings will include dogwoods, five large maples, three nver birch and cascading willows Mr Johnson asked if the proposed plantings were appropnate, and Ms Fitzgerald responded in the affirmative Mr Lieberman noted the area currently is a relatively wild area and suggested that it not be "too landscaped " Mr Dufresne said the area will be left more natural looking in order to provide a softer buffer to the street, any areas that are disturbed will be seeded rather than sodded Richard Soderholm, a neighbonng property owner on Everett Street, asked for a copy of the plans for the Andersen Street elevation Several neighbors expressed concerns about the entrance on Everett Street and its alignment with Anderson Street The service entrance will be gated and is for employee use only, Mr Dufresne explained Seven neighbors approached the table, and Mr Dufresne reviewed plans with them Mr Lieberman pointed out that some headlights will be visible, the question is whether the applicant has made a good faith effort to reasonable screen the ramp Mr Johnson moved to approve the landscaping plans for the two ponding areas as conditioned and to formalize approval of the lighting fixtures — shoebox, down -lit PROFORMER-XL with flat lenses — at locations AA Mr Eastwood seconded the motion, motion passed unanimously 2 City of Stillwater Heritage Preservation Commission May 3, 2004 Case No DR/04-26 Design review of extenor signage for Homestar USA Real Estate Services and Stillwater Mills on Main sales center at 106 S Main St Joanna Lyons, representing the applicants Craig Tupy was present representing the applicants The request is for two 2x4 wall -mounted signs on both the Main Street and Myrtle Street building elevations A color rendenng of the proposed signage was provided Signs will not be lighted Several members suggested that it might be confusing to have signage on Myrtle Street when the primary entrance to the businesses is on Main Street Mr Tupy said a sign would be placed on the Myrtle Street entrance directing patrons to the Main Street entrance He noted that the awnings on the buildings make the signage necessary Mr Eastwood moved approval as conditioned, with the signage to have black lettering Ms Kraske seconded the motion, motion passed unanimously Mr Lieberman asked about "rumors" he had heard regarding changes to the design of Stillwater Mills Ms Fitzgerald said those rumors are not true Case No DR/04-27 Design review of changes to the building at 223 S Main St , Bndgeview Stillwater LLC, applicant Present were Tern and Pete Sampair They explained they purchased the former Outfitters building in February and have remodeled the front half for her store, Sammies clothing store Mr Sampair explained the request is to install two canopies, either deep brown or black, on the Main Street elevation, along with a sign, black with gold letter, that will be considerably smaller than the allowable 30 square feet The rear of the building is set up for an additional tenant Mr Sampair said the current request is for two awnings and a small sign area over the reaer door, the other tenant would have to come before the HPC with their requested signage The proposal calls for the replacement of the rear entrance with a moon -shaped transom area Mr Eastwood asked about the proposed use of the second and third floors Mr Sampair said they are converting the space to accommodate two apartments on each of those floors Mr Johnson asked whether the applicant would be keeping the existing windows and masonry on the front elevation Mr Sampair said the windows will remain indented, they can't be brought out due to placement of the spnnkler system, he said Mr Johnson also suggested that a rectangular transom over the rear entry is more consistent with the character of the building Mr Johnson also suggested that rectangular awnings, rather than the proposed bubble -style awnings, 3 City of Stillwater Heritage Preservation Commission May 3, 2004 would be more appropriate for the rear election Mr Sampair agreed to use the rectangular style awnings and transom on the rear elevation Mr Johnson also spoke in favor of using rectangular awnings on the third floor of the front elevation Mr Tomten stated he liked the proposed striped matenal and thought the appearance might be affected by a rectangular versus rounded awning Mr Tomten said an option might be an awning with a rounded top on a rectangular front, he provided a drawing of what that style of awning would look like The applicants were amendable to that suggestion Mr Johnson asked about the framing of the windows and whether new windows would be clear or glazed The Sampairs said the glass will not be tinted, framing will likely be a dark brown Mr Johnson moved approval, with the conditions that the new front window be of clear glass with wood framing, and color chips provided to Ms Fitzgerald for approval, that the awing across the front be of 1 1 pitch, that the third floor awnings on the front elevation be rectangular when viewed from below, with the color/fabnc reviewed by Ms Fitzgerald, that the rear elevation include a rectangular transom area above the door, with rectangular shaped awnings of a 1 1 pitch and color/fabnc sample submitted to Ms Fitzgerald The motion also included approval as the signage as submitted, with no extenor lighting of the signage Mr Eastwood seconded the motion, motion passed unanimously Case No DR/04-13a Design review of site lighting plan and light fixtures for Building III at Terra Spnngs, 630 N Main St Greg Kinney, representing the applicant The applicant was not present It was agreed to require that the ground lighting be specified as 35 watt, high-pressure sodium lighting Mr Johnson noted the light poles around the penmeter are 20' as proposed He said he would like to see the perimeter lighting match the other buildings It was agreed to designate that penmeter lighting be the SB-12s and that SA-20s not be allowed Clips were not provided of deck/balcony lighting The case was continued Ms Fitzgerald is to inform the applicant that the Commission wants to see clips of the deck/balcony fixtures and that the Commission would like the applicant to review the previously raised issue of the symmetry of the building with the central corndor area of the complex Other items Ms Fitzgerald informed members the City has received a $5,150 grant to do the Staples and May architectural survey, RFPs will be issued in the near future, she said Mr Lieberman stated he had talked with Don Empson and informed him that any books should acknowledge the City's role Ms Fitzgerald said SHPO hasn't indicated any concerns with Mr Empson's publication of the surveys in book form 4 4 City of Stillwater Heritage Preservation Commission May 3, 2004 Councilman Gary Knesel bnefly addressed the Commission regarding his concerns about the issue He also said residents should be informed that the matenal is available at the library at no charge Mr Eastwood suggested it would be good to provide schools with the resource Ms Fitzgerald informed members the approved signage for ArtRageous has changed The only change is the shape of the signage, colors will remain the same Mr Lieberman reviewed the annual Hentage Preservation Awards that were to be presented at the May 7 City Council woodwork that is under all the display windows has detenorated and he is suggesting that it be replaced with wood The color of the wood used would match the building (see attached photo) There are
