Mr Johnson called the meeting to order
Approval of minutes Mr Peterson, seconded by Mr Tomten, moved approval of the minutes of
Feb 2, 2004, as presented, motion passed unanimously
Don Empson bnefly addressed the Commission He said he is compiling his Churchill, Nelson,
Slaughter addition study into book form, as he has done with his other studies He said he will
not be doing any additional neighborhood studies and thanked the Commission for its past
support. Mr Empson urged the Commission to be more proactive m the future He mentioned
publishing design guideline pamphlets, guides to histonc districts, or doing histoncal markers of
homes as examples of possible future projects, he distnbuted several pamphlets completed by
other communities Mr Johnson thanked Mr Empson for his past work with the Commission
Ed Hocksford, representing Rivertown Inn, updated the Commission on several requested
changes to the plans for renovation of the carnage house The changes involve placement of
windows The revised plan elimmates four windows (three small and one double -hung) on the
west elevation of the first floor, while adding three windows, including one door window over
the entry way on the north elevation Mr Tomten, seconded by Mr Peterson, moved approval of
the revised window placements, motion passed unanimously
Case No DR/04-06 Design review of extenor modifications for John's Bar, 302 S Main St
Randy Rogers and Kevin Dunn, applicants
Mr Rogers explained the intent is to restore the onginal structure to the extent possible He
showed photos of his business in Minneapolis as an example of what the new owners are trying
to achieve He said the upper transoms are still there, and the mtent is to reintroduce glass along
the Main Street elevation. The existing steel columns would be retained and mcorporated m the
front elevation The existing rear side door on the Olive Street elevation would simply be
replaced
Mr Peterson asked about plans for cleaning the bnck extenor, pointing out that rt appears the
bnck has been skin coated at some point in the past Mr Rogers said he thought the best
alternative would be to paint the bnck an acceptable color
The main point of discussion was the applicants' proposal to move the main entrance from Main
Street to Ohve Street in order to provide a vestibule area behind the entrance Mr Johnson said

he understood the need for a vestibule and air -lock space, but noted that could be accomplished
by having the main entrance off Main Street Several members pointed out that histoncally, the
pnmary entry door is on Mam Street Mr Tomten provided the apphcants with some possible
design concepts using a Mam Street entrance/vestibule Mr Rogers said he was not opposed to
the design concepts, as long as they are workable for his window provider
When asked about signage, Mr Rogers said signage will be minimal, pnmanly utilizing window
space
Mr Johnson moved approval with the conditions that the main entrance be on the Main Street
elevation, that the existing steel columns and transom windows be retained, that the knee -wall
appearance of the front elevation be retained, and that the apphcants come back to the HPC with
a proposed color for treatment of the brick extenor The motion included approval of the side
door treatment on Olive Street as presented If the applicants are unable to accomplish the
alternatives presented for the Main Street entrance, they are to return to the HPC with details as
to why that is not possible Mr Peterson seconded the motion Motion passed unanimously
Case No DR/04-11 Design review of American Classic Homes Liberty Village Office Building,
Lot 6, Block 1, Liberty Village 31.d addition on New England Place in the VC, Village
Commercial Distract Don Nelson, applicant
Representing the applicant were Matt Alexander and Paul Carlson Mr Johnson noted that Mr
Tomten is a member of the Liberty design review committee and thus would be abstaining from
the vote on this case
Mr Carlson briefly reviewed lighting plans, fixtures will be similar in style to other buildings in
the development Mechanicals will be enclosed with a 3 Y2' picket fence Ms Fitzgerald has
reviewed the landscape plan, he said
Much of the discussion centered on the proposal for a projecting sign with American Classic
Homes' logo, as well as a frieze wall sign over the office entry, not allowable under the City's
design guidelines Members pointed out that if the apphcant desired to use the projecting sign,
the frieze board signage could mclude some genenc descnption of the business, but not the
business name or logo Mr Johnson suggested that the projecting sign will work well, he also
noted that the applicant could use window space for a second sign
Mr Peterson, moved approval as conditioned, with the additional condition that Amencan
Classic Homes be allowed one projecting sign and that the frieze board sign at the entry not
include the company name or logo The applicant is to come back to the HPC when other
building tenants are identified and signage details are known Ms Kraske seconded the motion
Motion passed 3-0, with Mr Tomten abstaining

Case No DR/04-12 Design review of signage and additional awmngs at 200 E Chestnut St in
the CBD, Central Business Distnct Mark Balay Architects, applicant
Mr Balay was present He explained the proposal to utthze awmngs on the Chestnut Street and
Myrtle Street elevations The awning on the Chestnut Street elevation, as proposed, would
include the address and tenant business functions — florist, photography, etc Mr Balay
suggested it might be confusing to have the address on the Myrtle Street awning and asked about
the possibility of Just designating the building name — Chestnut Building As proposed, there
would be two windows with awnings The closed -end, sohd frame awnings would be Kelly
green
Mr Balay also requested approval of exterior tenant sign locations, noting that the building has
multiple tenants and four street elevations Mr Balay's proposal was for two 4x4' sign squares
on either side of the two existing entrances He also pointed out there is a possibility of an
additional entrance at some point m the future
Mr Johnson suggested using the designation of Chestnut Building on both of the pnmary
awnings, rather than using the address on the Chestnut side Mr Balay was agreeable to that
suggestion Mr Tomten said he like the idea of the proposed signage squares and suggesting the
squares be framed in a uniform manner
Mr Tomten moved approval of the requested Kelly green awnings and the two 4x4' sign spaces
on the Chestnut and Myrtle Street entrances, with the potential for two additional sign spaces on
the Second Street elevation should there be an additional entrance at some point m the future
The signage spaces are to be uniform in color and framing If the color of the awmngs changes,
the applicant is to return with color samples Mr Johnson seconded the motion, motion passed
unanimously
Case No SUP/04-11 A transfer of a special use permit for a bed and breakfast, Ann Bean, at 319
W Pme St m the RB, Two Family Residential Distract Jeremy Drews, apphcant
Mr Drews was present He said he is aware of the conditions of the special use permit He is
requesting the same number of special events as the previous owners, the number of rooms will
remain the same, and the new owner plans no other alterations
Mr Peterson, seconded by Ms Kraske, moved approval of the transfer of the special use permit
Motion passed unanimously
Mr Drews asked about the possibility of hghtmg the exterior sign, as a number of guests have
had trouble findmg the home While the sign itself cannot be lighted, members suggested the use
of some type of lawn or sidewalk lighting as a possible solution

Case No DR/04-10 Design review of landscape plan and lighting plan for Lakeview Hospital's
parking ramp at 12104 and 1112 Everett St S
Dick Dufresne of Walker Parking Consultants was present with details regarding landscaping on
the Greeley Street elevation and the new pondmg area as requested by the HPC during the
February discussion of this case
Mr Peterson asked if the trees would interfere with sight lines Mr Dufresne said that will be
looked at before placement of the trees Mr Johnson asked about a grading plan for the pond,
Ms Fitzgerald noted that will be reviewed by the city engineering department Mr Dufresne
noted the City is putting in another pondmg area across the street, and that might be incorporated
into the Lakeview project
Mr Tomten asked about the proposed fence on the retaining wall Mr Dufresne explained the
proposed 6' high, vinyl -coated chain link fence is proposed to eliminate a potential nuisance
from pedestnan traffic, he noted there is a potential for liability Mr Tomten suggested
Or -mating the fence on the low, straight portion of the retaining wall and utilizing a lower fence
as the retaining wall increases in height
Mr Johnson, seconded by Mr Peterson, approved the landscaping plan as presented with the
condition that the apphcant eliminate or reduce the height of the fence on the south side of the
retaining wall Motion passed unanimously
Mr Johnson moved to formalize approval of the lighting plan as conditioned and documented m
the Feb 2 minutes Ms Kraske seconded the motion, motion passed unanimously
Case No DR/04-13 At the applicant's request, this case was table until the April meeting
Case No DR/04-14 Design review of signage for Party Amenca at 1851 Market Dr Nordquist
Sign, representing the apphcant
The applicant was not present Ms Fitzgerald noted the request is simply to replace the existing
Paper Warehouse signage with the new business name The requested sign has been approved
by Dave Remer, Urban Associates
Mr Tomten, seconded by Mr Peterson, moved approval as conditioned, with the additional
condition that the existing Paper Warehouse sign be removed Motion passed unanimously
Other items
Ms Fitzgerald said she had received a request to allow outside tables at Roly Poly's Members
felt that would be acceptable

Members submitted their suggestions for the annual Preservation Awards After discussion and
vote, it was decided to give the following awards this year Don Empson for histonc
contributions to Stillwater, Peace House for preservations of an historic structure slated for
demolition, the Old Post Office for best reuse of a building, and Central Hub Bicycles for
signage
Ms Fitzgerald said she would be following up on compliance issues with the Depot signage
Mr Peterson informed members that the Washington County Histoncal Society is pursumg
ownership of the guard tower at the Temtonal Pnson Mark Balay is working on the design Mr
Peterson said he would keep the HPC informed as to the progress of the project
Mr Johnson provided a copy of the Alliance Review, a publication of the National Alliance of
Preservation Commissions, he suggested the possibility of a membership in that group
Mr Peterson, seconded by Ms Kraske, moved to adjourn at 9 25 p m Motion passed
unanimously

Discussion
The applicant is requesting design review and approval for Building 3, Terra Springs
The building is a 47unit condominium with underground parking The buildings' exterior
materials will be consistent to the established range of matenals of the adjacent
buildings The siding will be tan and some areas will have a "cedar -shake" style in a
green color The applicant is proposing to use the similar stone product to match the
adjacent St Croix Limestone at the planters and the two large columns Two
alternating brick sizes at the budding base shall match the color of the St Croix
limestone color hue The field brick, a reddish -brown color will either match or be a
similar shade to the adjacent buildings The asphalt shingle roof will match the adjacent
buildings and the burgundy color aluminum railing system will be consistent with the rest
of the development The buildings main extenor feature is the center tower, the
applicant states that in this feature, they've taken historical reference from the original
prison hospital tower, including the observation deck, arched openings and maroon
standing seam metal roof Landscaping, lighting and light fixtures will match the
existing development Seventy covered parking spaces are required for a budding of
this square footage They are showing 83, plus one stall for scooters and bikes
The attached memo from the applicant explains that they have incorporated vanous
design elements that are included in Buildings One, Two and Four
Recommendation
Approval as conditioned
Conditions of Approval
1 All utilities shall be completely screened from public view
2 A lighting plan showing the fixture type, height, location and exterior lighting intensity
shall be submitted with building permit plans for Planning Director approval All
lighting shall be directed away from the street and adjacent properties Light
sources shall be shielded from direct view and protected form damage by vehicles
3 All landscaping shall be installed before utility release or final project inspection No
project shall be phased unless approval is granted by the Planning Commission
4 Continuous concrete curbing shall be installed to separate parking areas from
landscape areas
5 Handicapped parking spaces and signage, in compliance with State requirements,
shall be shown on building permit plans and installed before final inspection of the
project
6 The street address of the building shall be displayed in a location conspicuous from
the public street
7 The trash enclosure shall be made of a sturdy opaque masonry material, with trash
receptacles screened from view and compatible with the color and matenals of the
project
8 All trees required to remain on site, as indicated on the plans, shall be protected by
fencing or other necessary measures shall be taken to prevent damage dunng
construction activity
9 No roof equipment shall be visible to the general public
10 All gutters, downspouts, flashings, etc shall be painted to match the color of the
adjacent surface
11 Construction projects shall conform to the City's Noise ordinance Construction
during the dry season shall mitigate excess dust problems
12 A sign permit shall be required for all project signs
13 Grading and drainage plan to be approved by City Engineer before building permits
are issued
14 Sign package to be approved by the Hentage Preservation Commission, including
directional signs
15 Exterior lighting plan to be reviewed and approved by the Hentage Preservation

Description of Proposed Project

the similar stone product to match the adjacent St Croix Limestone at the planters and

match or be a similar shade to the adjacent buildings The same cementitious siding
currently shown as a tan color and "cedar -shake" style cementitious siding is shown at
the bay projections in a green color to blend with the established palette of neighbonng
colors The same high qualrty Andersen windows will be used, currently a white clad
exterior finish Quality asphalt shingle roofing will match the adjacent buildings and
prefinished aluminum railing system will be consistent with the rest of the development
currently shown in a maroon/ burgundy color At the buildings main extenor feature, the
center tower, we've taken historical reference from the original prison hospital tower

Our proposed designed varies slightly from the surrounding buildings in a similar fashion
that Building One vanes from Buildings Two and Four We have incorporated similar
design elements used on Buildings One, Two and Four We feel we have designed a
building that not only blends and compliments the neighbonng buildings but also
provides our client with a meaningful balance of historic influence and modem
architectural amenities that are desired in today s condominium real estate market

Sign*A*Rama of Woodbury is representing a new store, NeuDesigns Home Decor, in
regards to the design, manufacture and installation of the sign they would like to place
above their store front, as well as in the back of the store. This store will be located at
1754 Market Dr, Suite 200; in the new Stillwater Market Place development. We have
followed the signage criteria for that development in designing this sign.
Both front and back signs will involve identical designs, with the only difference being
size. The front sign will be approximately 35" tall and 11.5' across (80% would be about
12' across). The back sign will be about 22" high and 8'3" across (60% is about 9').
Both signs will consist of individual channel letters mounted directly to the walls. The
channel letters spelling out `NeuDesigns' will consist of LED lighting and have red
acrylic faces. The 'Home Decor' portion is an oval shaped channel letter, with neon
lighting and a white acrylic face decorated with black vinyl. The cans on these letters are
5" deep and painted a dark bronze color. The trim will also be dark bronze.
We have included photos that will also help depict what these signs will look like once
installed.

Project Description Design review of an addition to the Eckberg Law Office
Discussion
The applicant is requesting design review and approval for a 2295 square foot addition
building addition to the existing 3910 square foot Eckberg Law Office building The
architect has proposed to match the existing exterior materials, including but limited to
the brick veneer, roof shingles, exterior trim woodwork, windows, glazing etc A down lit
security will be over the rear door With the proposed addition, the site will be at the
maximum amount of impervious surface permitted in that zoning district They would
be at 60% coverage The parking required for the existing building and addition is 40
parking spaces, the plan shows 48 spaces All mechanical equipment is inside, except
for a small residential air conditioning coil A landscape plan is included in the
documents It shows the use of Colorado Blue Spruce, staff recommends using another
species of spruce, such as Black Hill Spruce, due to the susceptibility of disease No
new signage is proposed at this time

1 All utilities shall be completely screened from public view
2 No roof equipment shall be visible to the general public
3 All gutters, downspouts, flashings, etc shall be painted to match the color of the
adjacent surface
4 A lighting plan showing the fixture type, height, location and exterior lighting intensity
shall be submitted with building permit plans for Planning Director approval All
lighting shall be directed away from the street and adjacent properties Light
sources shall be shielded from direct view and protected form damage by vehicles
5 All security lights on building shall be down lit
6 Continuous concrete curbing shall be installed to separate parking areas from
landscape areas
7 Handicapped parking spaces and signage, in compliance with State requirements,
shall be shown on building permit plans and installed before final inspection of the
project
8 The street address of the building shall be displayed in a location conspicuous from
the public street
9 The trash enclosure shall be made of a sturdy masonry material, with trash
receptacles screened from view and compatible with the color and materials of the
project
10 All landscaping shall be installed before utility release or final project inspection No
project shall be phased unless approval is granted by the Planning Commission
11 All trees required to remain on site, as indicated on the plans, shall be protected by
fencing or other necessary measures shall be taken to prevent damage during
construction activity
12 No Colorado Blue Spruce shall be planted, substitute with another spruce species
13 Construction projects shall conform to the City's Noise ordinance Construction
during the dry season shall mitigate excess dust problems
14 Sign package to be approved by the Heritage Preservation Commission, including
directional signs

Project Description Review of mini -storage complex Stillwater Winds Self Storage
Discussion The applicant is requesting design review and approval of a self -storage facility
This facility is intended to replace a mini storage business that was approved by the HPC in
May 2003, it was proposed to be located on the corner of Industrial Blvd and Curve Crest Blvd
The new site is on the west side of Industrial Blvd and is 2 87 acres The impervious surface
would be about 74 550 square feet or 59 6% of the site
The proposed mini storage facility will have 11 buildings Their dimensions are as follows
(A) — 8 buildings are 30' x 65
(B) - 1 building is 20 x 60'
(C) - 1 building is 20' x 80
(D) - 1 building is 72' x 390 (see attached Site Plan)
The site will be fenced using a combination of the proposed structures and ornamental iron
fencing There will be a security gate with a user specific entry code combined with a video
security system It will be locked between 11 00 pm and 5 00 am There will be eight 14 ft high
shoebox light fixtures in the proposed site plan Building D will have down lit security lighting
over the end doors on
The buildings will have a 'prairie style design The street facade of the buildings will be stucco
and cedar with hip style standing seam roofs The 72 x 90' building (D) is proposed to have a
flat roof This building is in the center of the site and the applicant states in his attached letter
that it will have limited visibility from the street due to the perimeter buildings and the tree
plantings
The Landscape Plan shows a combination of maple crab apple and junipers There is no trash
receptacle since this business does not generate trash One monument sign is proposed it will
be 6' high x 12' wide The applicant will submit a drawing at the meeting It will be constructed
15 from the property line in the middle of the site on Industrial Blvd
Recommendation Approval as conditioned
Conditions of Approval
1 All revisions to the approved plan shall be reviewed and approved by the Heritage
Preservation Commission
2 No snow in winter, shall be put in the pond
3 Provide engineering with engineered documents — if the site does not drain adequately
one structure may have to be eliminated
4 Grading and drainage plan to be approved by City Engineer before building permits are
issued
5 All utilities shall be completely screened from public view
6 A lighting plan showing the fixture type, height, location and exterior lighting intensity shall
be submitted with building permit plans for Planning Director approval All lighting shall be
directed away from the street and adjacent properties Light sources shall be shielded
from direct view and protected form damage by vehicles
7 All landscaping shall be installed before utility release or final project inspection No
project shall be phased unless approval is granted by the Planning Commission
8 Continuous concrete curbing shall be installed to separate parking areas from landscape
areas
9 Handicapped parking spaces and signage in compliance with State requirements shall be
shown on building permit plans and installed before final inspection of the project
10 The street address of the building shall be displayed in a location conspicuous from the
public street
11 The trash enclosure shall be made of a sturdy masonry material with trash receptacles
screened from view and compatible with the color and materials of the project
12 All trees required to remain on site, as indicated on the plans, shall be protected by
fencing or other necessary measures shall be taken to prevent damage during
construction activity
13 No roof equipment shall be visible to the general public
14 All gutters downspouts, flashings etc shall be painted to match the color of the adjacent
surface
15 Construction projects shall conform to the City s Noise ordinance Construction during the
dry season shall mitigate excess dust problems
16 A sign permit shall be required for all project signs
17 Sign package to be approved by the Heritage Preservation Commission including
directional signs
18 Staff to approve light fixtures
Findings The proposal meets the intent of the West Business Park Design Guidelines
