Lieberman, Chairperson, Beth Diem, Diane Hark, Jeff Johnson, Brent Peterson and Roger Tomten Others Planner Sue Fitzgerald Absent Phil Eastwood Mr Lieberman called the meeting to order at 7 p m Approval of minutes Mr Johnson, seconded by Ms Hark, moved approval of the minutes of Oct 1, 2001, as presented, motion passed unanimously Case No PUD/DR/01-27 Design review of Public Works building located on Boutwell Avenue North Wayne Branum representing SALA Architects Inc Wayne Branum was present He noted the intent of the design is to reflect an agnculture/lumbenng vernacular Public meetings were held to alleviate concerns about the building's location in a residential area The design fits the character of the area and neighborhood, he said, noting that a lot of landscaping is involved He stated that not much has deviated from the onginal design plans The major change is in the roofing materials, which now will be asphalt shingles rather than metal, as onginally planned Because revised plans were not available for members after initial discussion, it was decided to table the discussion until the December meeting when current plans would be available Members pointed out that the HPC is interested in matenals, landscaping, lighting and signage plans, and equipment locations Mr Lieberman made the potion to table the case Mr Tomten seconded the motion, motion passed unanimously Case No V/DR/01-37 Design review of extenor modifications at 214 S Main St Mark Balay representing Lynskey Properties Mr Balay provided samples of the proposed wood siding and colors, terra cotta for one store front and green shades for the other The tnm work would remain black, he said The main concern expressed was the location of the sign band Mr Tomten asked about the possibility of using the old sign band Mr Balay noted the columns stop below the old sign band and would have to come up to hit beneath an 8 inch roof Mr Balay also noted that the request does not include the Kmitsch Girls sign While not ideal, members noted the proposal doesn't do anything detnmental to the integrity of the building to allow for future restoration efforts Mr Johnson moved approval as submitted, including the matenals and colors, with the Kmitsch Girls sign to come back before the HPC and 1 0 • • • City of Stillwater Hentage Preservation Commission November 5, 2001 any window replacements to come back before the HPC Mr Tomten seconded the motion, motion passed unanimously Mr Balay asked if any Commission member would be willing to work with a promotional article on the restored street clock at Let There Be Light Mr Lieberman volunteered Case No DR/01-38 Design review of signage for Jiffy Lube at 1274 Market Dr Bruce Cardinal, Arrow Sign Co representing Commers Automotive II Ltd Present were Bruce Cardinal and Jim Schathauser Mr Johnson and Mr Tomten both expressed a concern about the proposed 4' height of the lettenng Mr Tomten noted at 4 feet, there is not enough room to get all the signage on the bnck and the signage overlaps the transition of the building Mr Johnson asked if there was any height restnction for signage along County Road 5 Ms Fitzgerald noted in the Marketplace development there is a 2 foot height restriction, existing signs outside Marketplace are 3 feet, Ms Fitzgerald also pointed out that Ace Hardware got a vanance for the size of the letter A Mr Johnson moved to approve the request as submitted and conditioned with the additional condition that the lettenng not exceed 36 inches in height on both the front and rear elevations and that the total square footage not exceed the allowable square footage according to ordinance Mr Peterson seconded the motion, motion passed unanimously Case No V/DR/01-52 Revised design review of retail/residential building located at 501 N Main Street Jeff Wallis, applicant Present were Jeff Wallis, architect William Prach and Jeffrey McDonnell of Landform The major revisions include the additional of retail space along the entire length of the front elevation, an increase in height of the building due to flood plain issues, and placement of mechamcals on the roof A variance will be sought from the Planning Commission for the height of the building Other revisions were enumerated in a communication from Landform included in the agenda packet Mr Wallis explained that the mechanicals were moved to the roof due to space issues within the residential units, as well as flood plain issues The intent is to screen the roof top units, and Mr Wallis said he was open to input regarding color of the roof accents Mr Tomten suggested making the front of the building more accessible to pedestnan traffic, such as through informal paths • • City of Stillwater Hentage Preservation Commission November 5, 2001 Dunng discussion of lighting, Mr Peterson noted that the City is in the process of installing histonc style lamp fixtures on Main Street, Mr Wallis said the developers would be open to looking at incorporating that style in their plans Regarding lighting of the building, Mr Lieberman said the plans seems to include a lot of up -wash lighting, and rather than accent the vertical element of the building, he suggested lighting could be used to create a sense at the street level There was discussion about the possibility of having awmngs for the storefronts Mr Wallis said awmngs are not planned at this time, since it is unknown who the tenants will be In discussing landscaping, Mr Tomten expressed a concern about the use of spruce trees due to their height at matunty Mr Johnson asked about landscaping between this project and the Desch building, Mr Wallis said the developers have contacted Mr Desch and Mr Desch had indicated a willingness to talk with them regarding plans Ms Hark expressed a concern with the proposal for the use of hanging signs for the retail spaces, suggesting that the signage looked cluttered Mr Tomten moved approval as conditioned with the additional conditions that the extenor lighting match the city's histonc pedestnan pole lighting and the parking lot lights match the city lots, that a type of pedestnan plaza be created in the front of the building to create easy pedestnan access from Highway 95, approving the signage as proposed, allowing tenants to choose between a wall or projecting sign, that the applicant consider an alternative to the proposed tier of spruce between the parking lot and Main Street, the extenor building lighting be onented to the first floor and not up on the building, and that the roof unit screening color pick up the building tnm or roof color Mr Peterson seconded the motion Mr Johnson suggested adding a condition that the windows be the same as submitted — casement with clear glass Mr Tomten and Mr Peterson accepted that amendment to the motion Amended motion passed unanimously Case No DR/01-39 Design review of an accessory building at 423 N Owens St Mick Lynskey, applicant Mr Lynskey was present Mr Tomten expressed a concern that the proposed building does not match the existing structure in roof pitch, fascia/tnm detail, window shapes etc Mr Lynskey noted that the slope of the land makes the accessory structure higher than the existing structure, also, he noted the existing structure has different roof pitches and little architectural continuity Mr Lynskey also noted that tittle of the new building will be visible from Owens Street Mr Tomten and Mr Johnson both suggested alternative, neither of which were acceptable to Mr Lynskey either due to cost factors or to difficulties with the site J • • • City of Stillwater Heritage Preservation Commission November 5, 2001 Mr Lieberman concluded the discussion by noting that it did not appear the proposal could meet the ordinance requirements without some changes and suggested the Mr Lynskey return at the December meeting with some additional ideas Mr Lieberman, seconded by Ms Hark, moved to continue the case until the December meeting, motion passed unanimously Case No V/DR/01-55 Revised design review of a four -unit housing structure on Olive Street, between Second and Third streets Jerry Runk, representing Don Nolde Mr Runk was present While the plans have been revised, the footpnnt of the structure is slightly smaller, he noted Ms Diem said the requested spiral staircase in not allowable per fire code Mr Runk responded that the staircase is a 9" winding staircase, not a spiral, and he said there will still be a need for a stairway due to code issues Mr Johnson questioned the use of the ball design element on the extenor Mr Tomten also questioned the scale of the balcony supports Mr Johnson moved approval as conditioned with the additional condition that the ball design element be eliminated, refemng the spiral staircase issue to the building official Mr Tomten seconded the motion adding the condition that the balcony columns be reduced in size, perhaps to Just a steel column It also was suggested that the applicant look at landscaping on Olive Street Motion passed unanimously Case No DR/01-40 Design review of extenor modifications for Belle Pogue Furniture and Accessones Kim Salmela, applicant The applicant was not present Mr Lieberman moved to deny the requested light figure Mr Johnson questioned why the requested awning covered Just the door and not the full storefront Mr Lieberman moved to table the awning Mr Johnson seconded the motion, motion passed unanimously Other business Mark Balay and Bob Anderson appeared regarding requested changes to the Andiamo ticket office Mr Balay bnefly reviewed changes made subsequent to the October meeting Regarding the HPC's request to reduce the number of light fixtures, Mr Balay said that due to code regulations, an additional fixture had to be placed on the west elevation Also, subsequent to the discussion at the October HPC meeting, a shed roof was added to the north elevation Mr Balay said his client is requesting an additional change — installation of two additional windows on the east elevation in order to see the docks/boats from the office Bob Anderson stated that the windows are needed in order to be able to work out of the office 4 i • • City of Stillwater Hentage Preservation Commission November 5, 2001 Mr Johnson noted the windows that were installed on the east elevation are half the size of the windows onginally proposed He suggested it looks awkward to have the smaller windows and then add two other windows in between Mr Johnson also said the building looks "remudeled", and it is not even complete Mr Lieberman suggested that the building doesn't do justice to the Andiamo's value to the community There was a bnef discussion of a stop work order that had been issued by the building official It was noted that the building permit was issued on the plans approved by the Hentage Preservation Commission and what is being built is not what was approved by the HPC Mr Lieberman cautioned against further discussion since a legal issue is involved Mr Balay said the issue at hand is the request for the two additional windows on the east elevation Mr Johnson noted the HPC had worked with the applicant regarding changes on the north elevation with the expectation that those were the only design changes that would be made Mr Lieberman said the east elevation does not reflect what was approved at the last meeting and moved to deny the request for the additional windows Mr Johnson seconded the motion, motion passed unanimously Mr Lieberman stated he would like Mr Harvey to appear before the Commission for approval of his sign Ms Fitzgerald said he has sent a letter to Marathon Oil regarding the lighting of the
