Others Planner Sue Fitzgerald Absent Beth Diem Mr Lieberman called the meeting to order at 7 10 p m Approval of mminutes Mr Tomten, seconded by Mr Eastwood, moved approval of the minutes of June 4, 2001, as presented, motion passed unanimously Case No DR/01-12 Design review of extenor signage for First Union Secunties at 333 N Main St Mike Lean, Tarus Sign Co , applicant Present were Mike Lean and building owner Mark Desch Mr Desch explained First Union's request in to be allowed building signage like other secunty brokers in town, such as Memll Lynch and Piper Jaffray He noted that First Union is more retail-onented than his other building tenants Mr Desch also stated that if having a building sign requires removing the First Union name from the placard m front of the building, First Umon would be willing to do so Mr Tomten suggested as an alternative, the building monument sign could be two-sided Mr Desch responded that was not an alternative Mr Johnson asked Mr Desch if he foresaw more retail -oriented tenants in the future, with more requests for building signage Ms Hark asked if getting a building sign was a rental condition Mr Desch stated that might be the case in the future Mr Johnson said the architecture of the building is predominant in style and not designed with the intent to put signage on the bands Mr Desch said that financially he needs rent from the First Umon space, and he said he did not think the request was out of order for the building Mr Lieberman noted that if First Union is allowed a building sign, it would be difficult to deny other requests m the future resulting in a "hodge-podge" of signage Mr Johnson said monument signs work better for buildings with single entry points, noting First Umon's requested sign is not even above an entry Mr Tomten also suggested that the monument sign provides better visibility than a wall sign which would be located far back from the roadway Mr Desch noted that he does have two street sides which would allow two signs Mr Johnson suggested a possible compromise of allowing an additional monument sign located at Main/Water streets for First Union only, the monument could be two sided Mr Desch said he would have to check with First Union's architect in Virginia before agreeing to the second monument sign Mr Johnson, seconded by Mr Eastwood, moved to continue Case No DR/O1- 12 until the applicant comes back with another proposal Motion passed unanimously • • • City of Stillwater Hentage Preservation July 2, 2001 Case No DR/01-24 Design review of exterior sign for Marx Restaurant, 239 S Main St Mark Hanson, applicant The applicant was not present There was some question as to whether the requested sign was just the oval presented in the drawing in the agenda or the bordered area Mr Tomten suggested that the sign be placed over the door centered below the second story window Mr Lieberman noted the light source must not be visible Mr Eastwood, seconded by Ms Hark, moved approval as conditioned, recommending placement of the sign as suggested by Mr Tomten, with the condition that the applicant return to the HPC if the sign is not Just the oval Motion passed unanimously Case No DR/01-25 Design review of extenor sign at 223 S Main St , Dick and Jen Slachta, applicants The applicants were not present Ms Fitzgerald noted the request is to mount an existing banner on board for the business signage There was some discussion as to whether that would constitute a permanent sign Dunng the discussion it was noted that the ordinance doesn't state a sign has to be metal or wood The banner does meet the allowable square footage Mr Eastwood, seconded by Mr Lieberman, moved approval as requested by the applicant, noting that the request represents a permanent sign as opposed to a temporary use Motion passed unanimously Case No DR/01-21 Design review of extenor signage and awnings at 402 S Main St Steve Bremer, applicant Will Bremer was present He said the applicant was hoping to get approval for awnings for the coffee shop He said the proposal is to have two sample awnings made of two different designs, one being the bubble style He provided colors samples, including a preferred hemlock green and burgundy He said the sign for the tour business would be a round hanging sign 3' in diameter, not square as shown in the packet Ivy Johnson pointed out that six square feet in the maximum allowable for a hanging sign Mr Johnson also suggested that it would be beneficial for the applicant to have the two different style awnings made up so HPC members can see what looks best, and he suggested that perhaps the rectangular style might be appropnate for the buildings on the left and nght of the coffee shop Mr Tomten suggested that bubble style awnings are appropnate, especially if they accent an arched opening The problem in the past, Mr Tomten said, is that the bubble awnings were used at upper story windows to cover up problems Regarding the requested sign for Grumpy Steve's Coffee, Mr Johnson noted the goose neck, down lit fixture would be appropnate, as long as the source of light is not visible / • • • City of Stillwater Hentage Preservation July 2, 2001 Mr Johnson moved to accept the awnings/signage proposal with the condition that the tour sign be no more than 6 square feet and not lighted, that the existing marquee tour sign be removed, that two awning styles be presented for review, and that the fight source for the Grumpy Steve's Coffee not be visible Mr Eastwood seconded the motion, motion passed unanimously Case No DR/01-26 Design review of exterior sign for Greater Stillwater Chamber of Commerce, 201 S Main St Patty Schachtner, applicant Ms Schachtner said building owner Thomas Loome has approved the proposed colors and lettenng Mr Johnson noted that the address is prominent enough on the building that is might not be needed on the Chamber's sign Mr Johnson also suggested making the wording Chamber of Commerce the focus of the sign, with bigger lettenng than Greater Stillwater Mr Tomten also suggested that the white background be more of an egg shell, rather than pure white, Mr Johnson also suggested the possibility of a black outline around the letters and perimeter of the sign to make it stand out more Mr Tomten moved approval with the condition that the address be removed, that the letter size be changed so Chamber of Commerce is larger in point size that Greater Stillwater, that there be dark edging around the penmeter of the sign and letters, that the background be an off-white, and that Hi -Tech Sign (the sign maker) contact Ms Fitzgerald with the final colors/layout Mr Johnson seconded the motion, motion passed unanimously Case No DR/01-27 Design review of extenor sign for Netasol at 126 S Second St Matt Fair, applicant Matt and Seth Fair were present The request was for two signs, a 3 x 8' sign on the building band and a projecting sign above the entrance It was noted that the applicants would be allowed a maximum of 26' feet of building signage, the requested projecting sign above the entrance could have the address, but not the business name The Fairs indicated that when they removed the previous tenant's sign, the ghost lettenng of an earlier tenant, Edina Realty, is still visible Members were in consensus that the applicants could make the background board larger to cover up the Edina sign, as long as their sign lettenng does not exceed the allowable 26' The applicants indicated they would like to have individual letters if it is not too expensive, and the sign will not be lighted Mr Tomten moved approval, allowing the building sign backboard to be large enough to mask the area of the old Edina signage, with the area of lettenng not to exceed 26' as defined by a rectangular border, with the second requested sign at the doorway limited to the street address, with the company name placed in the windows as an alternative, and that a final mockup of the sign lettenng and colors e submitted to staff for review Ms Hark seconded the motion, motion passed unanimously • • • City of Stillwater Hentage Preservation July 2, 2001 Case No DR/01-28 Design review for extenor sign for Carlson Fine Woodworking, 503 N Main St Perry Carlson, applicant Mr Carlson explained the requested sign would be a temporary one, he would like to redesign a permanent sign The sign will be rough sawn cedar with earth tone colors Mr Johnson moved approval as submitted on a temporary basis, with the applicant to return to the HPC within 90 days with a permanent design Mr Eastwood seconded the motion, motion passed unammously Other Business • Ms Fitzgerald presented a request from WR Medical to place a 10-ton cooling unit on the roof of the Connolly Building Mr Johnson noted there is no place on the ground to put the unit, and the request is for a fairly small umt Mr Johnson moved approval with the condition that the applicant make every effort to place the umt as close to the center of the building as possible Mr Tomten seconded the motion, motion passed unanimously • Ms Fitzgerald presented a request for construction of a brick trash receptacle at the Readex business, 2251 Tower Dr W Mr Johnson, seconded by Mr Lieberman, moved approval as requested, motion passed unanimously • The revised Downtown Design Guidelines have been completed by Mr Tomten, the revisions deal primarily with signage and awnings • Mr Lieberman asked about advertising of products sold outside of convenience stores, such as Tom Thumb Ms Fitzgerald said that is not allowed, but is enforced only upon complaint Mr Lieberman sated he is complaining • There was discussion about the proposed parkmg ramp at the location of the existing city parking lot by the Maple Island Building It was noted in the discussion that with the elimination of the existing lot, the ramp would result in about 50 additional spaces, representing a cost of $60,000 per parking space Mr Lieberman is writing a letter on behalf of the Hentage Preservation Commission, outlining the HPC's concerns with the proposal • Ms Fitzgerald noted the new tenant in the former All About Horses location has a sign up Ms Fitzgerald will contact the new business owner regarding the need to come before the HPC Mr Lieberman, seconded Application Design Review Project Descnptaon Design review of exterior modifications of trash enclosure for the boat ticket office Discussion The applicant received design approval for the Andiamo boat ticket office from the HPC at the May 1, 2000 meeting The staff report stated that the dumpster would be enclosed with a dark green fence and be located near the Dock Restaurant's dumpster Since the meeting the location of the dumpster has moved and the enclosure has changed There is an existing shed on site north of the new ticket office that will be demolished and the foundation will be used as the floor for the 115 square foot new trash enclosure The applicant is acquiring a self-contained compactor that will need a structure with a roof The enclosure will be sided with galvanized siding and have a red metal roof Conditions of Approval 1 All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission 2 No lighting or signage Recommendation Approval as conditioned Findings The request meets the intent of the Downtown Design Guidelines Attachments Application Form/Site Plan/Elevation Drawings • i • H?G- -5/1 c)° Mr Sherlock was present He said there will not be any new signs, faces will be replaced on the existing signs He also noted the existing marquee signage will be elmimated, the structure will Hentage Preservation Commission May 1, 2000 remain, but it will be non -illuminated Also some existing signs that currently are illuminated will be non -illuminated when the new sign faces are installed The ATM signage will be addressed m a separate request Mr Johnson noted that the onginal proposal had the corporate stagecoach logo on the directional signs and that a revised proposal has been submitted removing the corporate logo Mr Tomten moved approval as condition, reiterating that corporate logos are not allowed and will not be used on mformation/directional signage Mr Miller seconded the motion Mr Johnson suggested adding for the record that the marquee signage is bemg removed, Mr Tomten noted that signage is an allowed use and therefore isn't an issue regarding a possible grandfathenng of use Motion of approval passed unanimously Case No DR/00-19 Design review of a boat ticket office south of the Main Street parking lot Mark Balay, representing Andiamo Enterpnses Mr Balay explaining the location of the site The request is for a 25x50' structure of galvanized siding in keeping with the mdustnal look in the area, he said, with wood trim soffit Lights would be placed at the front entrance only The request is for two signs, one flush mounted above the entrance and other mounted vertically off the roof on the west elevation Colors would be red with a dark gray or bronze background, Mr Balay said he would return with final colors for the signage and the building tnm/frammg Ms Fitzgerald noted that just one sign is allowed Mr Kimbrel asked about landscaping Mr Balay said that except for the area right in front of the entrance, there will be gravel the rest of the way to the end of the property, there will be some shrubs and plantings Mr Balay also noted the DOT owns the property from the highway to the proposed site Mr Johnson asked about hghtmg Mr Balay said he would like to use pedestrian hghts similar to the NSP lights, and he said the existing NSP pole fights on the property will likely remain Mr Johnson said he would like to see the floodhghts removed from the utility poles, Ms Fitzgerald will check to see if that is possible Mr Eastwood expressed a concern about the use of the galvanized sidmg Later m the discussion, Mr Tomten noted the design guidelines call for new construction to be of matenals compatible with surrounding structures, and Mr Miller pomted out there are other buildings m the downtown constructed of the con-ugated siding Mr Tomten said he would be more concerned if the proposal was to use vmyl sidmg • • • Hentage Preservation Commission May 1, 2000 Mr Miller asked about the number of parkmg spaces Mr Balay said a variance will be required for parking as the property where parking will be located is leased from the railroad, unofficially, he said, the site can accommodate about 45 cars Mr Lieberman, seconded by Mr Johnson, moved approval as conditioned Motion passed unanunously Case No SUP/DR/00-28 Design review of four -unit housing structure located on Olive Street between Second Street and Third Street Donald and Mananne Nolde, applicants Present for the discussion were Donald and Mananne Nolde and architect Jerry Runk It was noted that height is not an issue The building is about 10 feet under the maximum allowable 50 foot building height The only vanance required is for construction of residential units in the downtown business district Mr Runk bnefly reviewed design plans and provided samples of bnck/rock-face concrete block and cloth awnings Most of the discussion centered on ways to improve the pedestrian scale appearance of the building Suggestions mcluded the introduction of some bnck by the garage doors and the use of a bnck pilaster at the west end to terminate with a bnck comer post at the other end Mr Lieberman summed up the discussion by saying he thought it is important to provide residential housing in the downtown area Mr Kunbrel moved to approve as conditioned with the applicant to provide a bnck pilaster on the west comer and landscaping if possible Mr Johnson seconded the motion, motion passed unanimously Other items • Presentation of draft Hersey Staples & Co architectural survey by Don Empson Mr Empson said the narrative is pretty much done and is on schedule, a final draft should be completed m a month or two Members expressed appreciation of the readabihty of the document Mr Kimbrel noted that #20 is missing from the descnption of the Bird's Eye View Map Mr Johnson asked if m addition to listing homes by date, it might also be possible to hst the homes by streets • HPC annual awards Ms Fitzgerald noted the awards were to be presented at the May 2 City Council meeting Mr Lieberman was to attend the meeting for the presentations • Ms Diem provided elevations of the addition/renovation project at St Michael's Catholic Church Mr Johnson said he thought the HPC should review the project Ms Fitzgerald said she will check with Mr Russell on that issue • Mr Johnson The Memorial Site is divided into three sequential spaces, proceeding from the south entrance to the north The first space briefly explains the History of Stillwater and the Historic High School, and community bonds of the veterans The second space interprets the Wars and Military Conflicts, explaining and placing them in local historical context The third space is a living Monument to those who ultimately sacrificed their lives Each of these elements is described further below 5 I Entrance/Community and Histonc High School Segment The main entry to the site from the south at Pine Street, has a bronze and stainless steel disk set into the existing brick paving as a marker introducing the entrance to the memorial This disk, repeated in each of the three segments, identifies the site as the Stillwater High School Veterans Memonal Threading from this disk and weaving through the length of the site is a narrow band of bronze set into the pavers This ribbon of shining metal metaphorically reflects the river and draws you through the site, connecting to the disks at each of the other main spaces Anticipating the addition of a reconstructed arch from the historic high school once on this site the entrance to the site proceeds under this arch and provides two flanking spaces for memonal information explaining the ongins of Stillwater and the Histonc High School that once occupied this site II Wars and Military Conflicts Segment The second outdoor space is created in the existing center "island" extending the pavers to form a 24 foot diameter circle bounded to the east and west by curving sloped 4-1/2 foot wall segments These curving walls are made of textured colored precast concrete Placed on their surfaces facing the walk are bronze or granite plaques which describe the history of each war and military conflict An soldier's image from each conflict could be photoengraved here Space is provided for future conflicts and extension of these walls Built into the top of the walls are planters, from which flowenng plants can cascade down In the center of the overall space is a tall flagpole for the Amencan Flag III Memorial Monument The third space is centered on an 75' tall conical monument to those who sacnficed their lives in military wars and conflicts This monument is a simple structure consisting of an eight foot stone base supporting a mostly transparent , open steel structure of hoops and radial framing tubes creating a shimmenng, arbor -like conical wire frame visible above the existing thirty foot columnar trees on the site There is no cladding on this delicate framework — it is open to the elements allowing sun wind and rain to pass through The proportions of the conical shape are nearly identical to the tall, slender church steeples forming the backdrop and dotting the hillsides of Stillwater This is important in how it relates to its surroundings, because most people's first expenence of the memonal will begin at a distance with the monument portion visible as a local orienting landmark It would be visible as part of the city's skyline from the north entrance to Stillwater on Highway 95 from Pioneer Park and (depending on time of year and foliage) from parts of Main Street and the Histonc Lift Bndge Appropnately, the height of the monument would be considerably Tess than the height of any of these steeples and the Histonc Courthouse The 8 foot high stone base of the monument curves and slopes inward The base has large openings on axis to the north south east and west, allowing entrance into the interior of the monument and movement through it On the faces of this stone base are carved (either directly in granite or on an embedded bronze plaque) the names of those who have died in service to their country, listed by conflict A graphic image of a typical soldier from each conflict may possibly accommodate this list and might help connect each list to the historical information previously • • expenenced in the second segment There is space provided for the addition of lists from future conflicts At the top of the stone base is a deep planter/gutter which accommodates earth a drainage medium/system and a subsurface tnckler irrigation system From this penmeter both perennial and annual vines and climbing plants can emerge Perennial vines will reach at least 30 to 40 feet vertically, and will usually flower once in the season, annual vines will reach at least 10 feet vertically and will flower continually through the growing season The plants and vines bring a dimension of nature, beauty and life to the monument In the spnng and summer there can be an explosion of blossoms and scents and vanegated greenery, autumn will bnng leaves turning into nch colors of fall, and winter will show the intricate and delicate tracery of the vines against the skyline The monument offers a different expenence in each season for the visitor, and reinforces the imagery of the cycles of life, death, and new life The exterior of the monument offers visitors semicircular benches with expansive views of the city and nver, for sitting and contemplation The interior of the monument offers the wonderful expenence of moving inside a quieter, more intimate space, with a ceiling of soanng greenery and flowers, and soft, filtenng natural Tight and moving shadows There are benches offset from each of the four curving walls, allowing a place for rest, meditation and prayer Planting will spill over and down the intenor walls, and a small gutter system at the top edge of the intenor wall allows a constant flow of water sheeting down the interior walls, gurgling into a grated gutter at the base which collects the water At the entrance of the monument area, two existing deciduous trees are replaced with two white pine coniferous trees The white pines frame the monument's entrance, bnnging color to the site in winter months and recalling the importance of the white pine to the history of Stillwater and the St Croix Valley 3. Detail Development. What about figures and images of the veterans?
