Vice Chair Johnson called the meeting to order at 7 05 p m
Approval of Minutes Mr Johnson noted the minutes of May 7, 2001, should be corrected to
indicate that case No DR/01-11 was continued Mr Tomten, seconded by Mr Eastwood, moved
approval of the May 7, 2001, minutes as corrected, motion passed unanimously
Case No DR/01-17 Design review of site improvements and signage at Let There Be Light, 210
N Main St Mark Balay representing Steve Gnan, applicant
Mr Balay and Mr Gnan were present Mr Balay reviewed the request which included the
restoration of an existing wrought iron fence, both for decorative purposes and to control access
to the site, the installation of benches, installation of four decorative street lights, non -
illuminated, on the site, installation of an awning with a 1-1 pitch of a color yet to be determined,
and placement of two business signs — one on the east side of the building and a free-standing
clock/sign located on the east side of the building close to the sidewalk
The building does have two street frontages which would allow the applicant to have two
business signs, however, since both signs, as proposed, are located at the east elevation, a
vanance would be required, and Mr Balay said the applicant intended to pursue a vanance from
the Planning Commission for the clock sign and for a setback vanance as the clock sign will be
closer than the allowable 15 feet Mr Tomten asked if the applicant had considered moving the
clock to the corner position, Mr Balay responded that the location of the electncal conduit is a
determining factor Members agreed the setback was not an issue due to the location in the
downtown distnct
During discussion, Mr Johnson suggested the signage issue could be resolved if the business
name were removed from the clock and replaced with a symbol and verbiage representative of
the business type Mr Gnan said he preferred to have the business name but was amenable to
Mr Johnson's suggestion as a way of resolving the issue
Mr Johnson moved approval with the additional condition that the clock sign have a
graphic/symbol indicative of the business type, not the business name, that the four decorative
street lamps not be lighted, that the awning color and bench style be reviewed by staff Mr
Johnson noted in making the motion that the HPC determined the a graphic/symbol for the clock
is not a sign by definition of the ordinance and that setback due to the location on Main Street
and illumination is not an issue Ms Hark seconded the motion Motion passed 5-0, Mr
Lieberman did not vote

Case No DR/0-18 Design review of extenor mural for Northern Vineyards, 223 N Main St
Robin Partch, applicant
The mural artist, Lois Andrews, was present The mural would not contain any verbiage Mr
Tomten, seconded by Mr Eastwood, moved approval with the additional condition that the
mural contain no words or advertisement Motion passed unanimously
Case No DR/01-01 Design review of revisions to the door width at Traditions, 311 S Main St
Tom Brownson, applicant
Mr Brownson explained the requested change to the previously approved 3' single door is due to
difficulty accessing the elevator The request is to have a 6' wide, double door
During discussion, Mr Johnson questioned whether there weren't other options to another
opening on the building Ms Diem noted the rear elevation is on an alley with business loading
docks, and she said she didn't think the request was inappropnate Mr Tomten said he had no
problem with the double door if the masonry arch over the door matches the existing door arch
Mr Tomten said the proposal for a freight -type access fits the building
Mr Eastwood, seconded by Mr Lieberman, moved approval as conditioned, with the additional
condition that the arch match the existing door Motion passed unanimously
Case No DR/ 01-19 Design review of a freestanding sign for St Croix Lighting, 220 E
Mulberry St Emmett Carolan, applicant
Tony Lodge was present for the discussion Mr Lodge explained the request for a non -
illuminated building sign and a freestanding sign, 2x3', which would e on a lantern post and
illuminated by the lantern As requested, the freestanding sign would be closer to the property
line than the required 15 foot setback
Members expressed support for a vanance from the 15 foot setback requirement due to the
setback of the building and lack of visibility from Main Street Dunng the discussion, members
presented several alternatives for dealing with the issue of two business signs the wall sign
could be removed and the window glass used for signage, there are two tenants in the building,
so one tenant could be listed on the building sign and the other on the freestanding sign, the
building sign could include a graphic and verbiage indicative of the business type, rather than the
business name Ms Diem and Ms Hark noted that the site does have two street frontages and
suggested that be a consideration in allowing two signs

Mr Johnson made a motion indicating that the Heritage Preservation Commission finds the
signage acceptable and recommend that the Planning Commission consider granting requested
variances due to the setback of the building and the unique conditions of the site Ms Diem
seconded the motion, motion passed unammously
Mr Lodge asked about placing gooseneck, downht fixtures on the building It was noted that had
already been approved in the initial design review
Case No DR/01-20 Design review of exterior sign for Grand Games, 317 S Main St Mary
Schmidt, applicant
Ms Schmidt was present for the discussion She said she was considering changing the burgundy
lettenng in Grand Games to gold lettenng with black outline The sign will be placed on an
existing bracket Dunng the discussion, it was noted that the sign will be a bit shy of the required
8' height above the sidewalk Mr Johnson suggested making the sign letters a bit bigger and
bolder and suggested that the applicant might want to consider having Just Grand Games on the
extenor sign, with the other items the applicant was proposing — "games, toys, novelty and
outdoor blasts" -- listed in window signage Ms Schmidt agreed with that suggestion
Mr Lieberman moved approval of the Grand Games sign in gold lettenng with an outline, with
the sign to be placed on an existing bracket, acknowledging there might be a slight encroachment
into the required 8 feet height above the sidewalk Mr Johnson seconded the motion, motion
passed unanimously
Case No DR/01-21 Design review of extenor modifications at 402 S Main St Steve Bremer,
applicant
Mr Bremer was present and explained plans for restoration of the exterior of the building Mr
Tomten asked if there was any indication of the condition of the stone underneath the stucco that
is proposed to be removed from one of the buildings Mr Bremer said he doesn't think there will
be a problem, he said the building will be refaced if need be
Mr Bremer, who is the general contractor, owns the Wabasha Caves in St Paul and plans to do
histoncal tours of the Brewery/caves Mr Johnson asked about plans for the existing shed
building at the cave entrance Mr Bremer said the building likely will be removed and a tour
office constructed, he said he will come back with those plans at a later time
Mr Bremer said he has no fighting plans as yet and no sign plan until tenants have been secured
for the retail/restaurant uses He said there would be no changes to the north elevation, other than
perhaps new doors at the existing openings He also stated he is aware that he will need a trash
enclosure, but a detailed plan for that has not been developed yet

Mr Johnson questioned the proposed bubble style awnings Mr Bremer said he thinks that style
fits the window shape better, Mr Tomten suggested that bubble style awnings can be successful
if the masonry opening is an arch
Mr Johnson moved to give concept approval as conditioned, with the additional conditions that
plans for lighting, signage, awning style, colors and cave entrance building plans come back to
the Commission for review, and with the understanding that the bubble style awnings are not
approved at this time and with the understanding that the existing yellow sign at the cave
entrance be removed Mr Eastwood seconded the motion, motion passed unanimously
Mr Lieberman turned the chairmanship of the meeting back to Mr Johnson
Case No DR/01-22 Design review of an exterior entrance modification at 220 E Myrtle St
Mark Balay, representing David Hurley
Mr Balay reviewed the plans for a vestibule addition at the entrance to the stairway to the third
floor residence The addition will be located at the site of the former loading dock for the old
post office A slate roof on the addition will mimic the pnmary structure and the extenor will be
of bnck, matching the main structure An existing dormer will be retained Mr Johnson noted
the addition will not be visible from any street Ms Diem, seconded by Mr Tomten, moved
approval as condition, motion passed unanimously
Case No DR 01-23 Design review of 29-32 condominium project at 501 N Main St Jeff Wallis,
applicant
Mr Wallis and the project architect bnefly reviewed plans The building will include a minimum
of three retail spaces, maximum of five, on the Main Street elevation The pnmary building
material will be jumbo bnck, not EFIS as noted in the agenda packet, EFIS will be used as
accent
Mr Tomten suggested the applicant make the Main Street elevation more pedestrian -friendly,
rather than using landscaping to separate the structure from the sidewalk Mr Lieberman
suggested the applicant might want to consider cloth awnings over the retail spaces to soften the
building up Mr Johnson noted the site is located in the flood plain and asked if meeting the 100-
year flood elevation would create a problem, specifically if the access to the retail space needs to
be at a higher elevation, Mr Wallis admitted that might create a problem for height of the
structure, as the current plans already are at the maximum allowable height — 50 feet
Mr Tomten asked about the tnangular space at the rear of the property Mr Wallis said it will be
an open area for light recreational use, and perhaps a location for screened HVAC units Mr
Tomten suggested it might be used for on -site drainage

Sample lighting fixtures were provided Mr Johnson pointed out that guidelines call for lighting
to be non -point source, not visible from the street Mr Wallis said the they are not set on specific
lighting styles There was some discussion of signage It was noted that an address sign centered
on the building or a monument sign listing the address would be acceptable, not both
There will be no window air conditioning units, furnace and air conditioning units will be inside
of the units Mr Johnson suggested consideration be given to removing all roof -top units due to
the structure's visibility from Pioneer Park, etc , with only sewer stack vents allowed on the roof
Mr Tomten encouraged the applicants to coordinate landscaping plans with the buildings to the
south and north and to think "creatively" regarding the use of landscaping for water retention
Mr Tomten moved approval as conditioned, amending Condition No 14 to include language
that security lighting be shielded and downht, with a plan submitted to the HPC for review,
amending Condition No 15 to include a sign package for the entire building, and adding an
additional condition that all lighting be sodium, rather than metal halide Mr Johnson suggested
adding conditions that the only allowable roof -top equipment be plumbing stacks, that the
applicant consider creating pedestnan space between the building and street, that the applicant
coordinate landscaping with the property owners to the north and south, and correcting the
agenda to indicate the pnmary building matenal is bnck with EFIS accent It was further
suggested to add language that the lighting plan and any extenor modification be reviewed by
the HPC, as well as staff Mr Eastwood seconded the motion, motion passed unanimously
Other Items
• Final draft of South Half Carh and Schulenberg Addition Architectural Survey — Mr
Tomten, seconded by Mr Lieberman, moved to accept the final draft, motion passed
unanimously
• Discussion of grant for Churchill, Nelson & Slaughter Addition Architectural Survey — There
was a brief discussion as to the reasoning behind the sequence of the surveys
• Bndge update — Mr Tomten said the HPC should continue promoting the use of the $5
million to repair the lift bridge Mr Johnson agreed that the money is available for that
purpose and needs to be used Ms Fitzgerald asked if members wished to send a letter to
Council It was agreed some "behind the scenes" work would be more appropnate, but that
the issue should be kept as an active discussion
• Mr Lieberman said he had prepared the requested letter outlining the HPC's position on the
nver park concept
• Mr Johnson said he is working with and advising Sandy Hudson on her project
Mr Eastwood, seconded by Mr Lieberman, moved to adjourn at 10 20 p m , all in favor

Mr Lieberman called the meeting to order at 7 p m.
Approval of minutes Mr Tomten, seconded by Mr Johnson, moved approval of the minutes of
April 12, 2001, as presented, motion passed unanimously
Case No DR/01-10 Design review of exterior signage for Noah's Ark at 116 S Mam St Mary
Aldrich, apphcant
Ms Aldrich was present She explamed that she does not plan to use navy blue as indicated m
the packet The colors will be country red with a beige background There will be an ark m the
center of the hand -carved sign.
Mr Johnson, seconded by Mr Eastwood, moved approval as submitted and conditioned, motion
passed unanimously
Case No DR/01-11 Design review of sign package for the Desch Building, 333 N Mam St ,
Mike Lean, applicant
Case No DR_01-12 Design review of exterior sign for First Umon Securities, 333 N Main St ,
Mike Lean Apphcant
Mr Lean and another representative of the sign company were present The requested sign
package proposed one non -lit sign on the southwest side of the building, with all other busmesses
listed on an mtenor wall directory The requested buildmg sign for First Umon Secunties is a 12'
x 12" non -illuminated sign.
Mr Tomten noted there currently is a directory sign outside of the building between the parking
lot and the sidewalk Mr Tomten, Mr Johnson and Mr Lieberman recalled that a previously
approved sign package for the buildmg provided for one directory sign and no other tenant signs
Ms Fitzgerald said she did not find any previously approved sign package m the records In the
discussion, Ms Fitzgerald said that technically the proposed sign package is not complete
because it does not mclude all existing signage
Mr Tomten also pomted out that there is no buildmg entrance at the location of the requested
First Union Securities sign.

Durmg the discussion, several members expressed a concem about the potential for requests for
additional exterior signage by building tenants Mr Eastwood said it would be hard to deny the
request considering other buildmgs m the area, citing Maple Island as an example Mr Eastwood
also suggested the request is due to a changmg use — retail use — which should be recognized m
considering the request Other members pomted out that changmg use could result m multiple
requests for extenor signage m the future
Mr Johnson suggested that the applicant and building owner consider better use of the
monument sign and stronger buildmg identification on the wall near the front entrance Ms
Diem said she would not object to a smaller sign over the side entrance, along with a monument
sign. It also was noted the apphcant could make use of window signage
After discussion, Mr Tomten made a motion to ask the owner and applicant to look other
alternatives and return with a more complete sign package, one that includes all existing signs on
the property, and to took at options that will both protect the architectural mtegrrty of the
buildmg and be able to accommodate changmg uses m the future Mr Johnson seconded the
motion, motion passed unanimously
Mr Lieberman, seconded by Ms Hark, moved to table Case No DR/01-12 until the sign
package is approved Motion passed unanimously
Case No DR/01-13 Design review of exterior sign4ge for Hentage Embroidery at 1655 Market
Dr Debbie Pierre, apphcant
Ms 'ierre was present She said she was gomg to use maroon, rather than red as indicated m the
packet, she further stated she was unhappy with the font used by the sign company She also
provided a copy of a new logo which she said she would hke to mcorporate m the buildmg
signage Mr Johnson suggested moving the signage closer to the entrance and perhaps
mcorporatmg the H & E m the logo as the first letters of the signage Ms Pierre responded that
moving the signage closer to the entrance would reduce its visibility due to the curve of the
roadway Mr Johnson also suggested gettmg nd of the box around the logo as proposed
Mr Eastwood moved approval as presented, with any changes, such as font style, to be reviewed
by staff as long as the signage meets guidelines Ms Fitzgerald noted she would need to see the
final product, mcludmg dimension. Motion died for lack of a second
Mr Tomten moved to approve a sign of mdividual illuminated neon channel letters, with the
letters to be 24" high and the logo 36" high, the sign is to be maroon with gray background and
located m the middle of the front wall, centered over the two window bays, the apphcant is to
submit final drawmgs, dimensions, color sample and font to staff for review Ms Diem seconded
the motion, motion passed unanimously

The request is for design approval of a banner installed at the second floor level above
Outfitters on Main Street Banners are not permitted in the sign ordinance It is staffs
recommendation that the design of the sign be approved and the Commission direct
the applicant to have a wooden or some kind plastic sign created A projecting six
square sign is permitted in this district
