The request is to place a sign and a trellis within 15 feet of the front property line
Fifteen feet is the required setback for the CBD district The 5ft x 6ft high freestanding
wooden sign would be constructed in the existing planting that is next to the sidewalk
As a freestanding sign, it will contain several smaller hanging signs on a wooden T-bar
One sign which calls out the name of the business will be 30 1/2" x 32 1/2", the four
smaller signs will be 7" x 22 1/2" These smaller signs will have words like "Flowers"
and "Herbs" on them The T-bar will be sage green with white lettering and plum
shadowing All other signage will be in the windows There will be no exterior building
signage
The proposed 7' x 7' - 8' wooden entry trellis will be on the applicants land, just to the
west of the sidewalk It will be 48" deep The color will either be white or sage green

Please review our request for the resubdivision of Block 8, Lot 10 of Wilken s Addition
to the city of Stillwater
We recently purchased the property and received the permit to remove the existing
structure and are in the process of demolition Our intent is to sell one half of the lot to
our neighbor to the immediate west , Ray Loida
Currently, all three of the lots are forty feet wide and this change would give Mr Loida
and I both a sixty foot wide lot allowing us to have a nice side yard these properties
have lacked up to this point As you can see by in enclosed city drawing most of the
properties on this block are double, so this would be in -keeping with the area
Mr Loida and I have agreed on terms and would be ready to do the sale upon the
Planning Commission's approval Please feel free to contact either of us with any

To the Stillwater City Planning Commission and Council,
I am requesting a special use permit for the erection of a sign at the entrance of the twin
home development known as Autumn Wood. I believe the sign will be in harmony with
the neighborhood and further aid the public in identifying the Autumn Wood development.
I have enclosed a check for $70.00, along with 12 copies of the following; site
photographs, site plan and diagrams, and a drawing of the proposed sign and information
regarding the construction materials and colors. (The background of the sign will be
finished natural wood and Autumn Wood will be cream color. The oak leaves will be
shades of beige and gray.)
When finished, the sign will be installed between 2 brick pillars with cement caps. Under
the sign will be river rock with low growing shrubs. It is my intention to have a sign that
will enhance the Autumn Wood and surrounding neighborhoods.

Dear Mr Roettger (Jay)
Enclosed is my estimate for the Autumn Wood signage
I will provide one 3' x 6' redwood sandblasted sign bearing the agreed upon font and text
on one side (The sign may be wider if text kerning requires it ) The sign will consist of two
blanks glued back to back Each blank will be constructed of abutting individual planks
dowelled glued and clamped until dry These two blanks will be glued together with epoxy
waterproof glue and clamped The "face blank will be constructed of redwood the
reverse side blank of 2 cedar
The glued blanks will then be beltsanded masked and the text border and background
sandblasted into the redwood blank The lettering will be of whatever color you specify
I would suggest Autumn Wood" finished in ivory or cream and the smaller text done in a
shell white The oak leaves might be done in shades of beige and gray The backgound will
be of finished natural wood
The entire sign will be sealed in four coatings of Sikken s Cetol One wood treatment and
three coats of Sikken s Ultrviolet Glazing
Bluff construction will provide the brick or concrete columns placed the necessary distance
apart and affix the angle iron upon which the sign will be mounted The sign will come
with built in carriage bolts for ease of installation
The completed sign will cost $1358 00 One half payment due in advance the other upon
completion
Jay, I hope that you and your dad find this description adequate If it's not what you have
in mind or if you have suggestions I can easily make changes

Regarding Request for a Special Use Permit for Business Operations of Massage
Therapy out of my place of residence
I am requesting a Special Use Permit to do Massage Therapy out of my place of residence
located at 628 West Olive Street. My husband and I have owned and resided at this
residence for four years I have recently completed a 600-hour program at Northern Lights
School of Massage Therapy, (please see the attached memorandum) and am a member of
the Amencan Massage Therapy Association I plan to have a part-time practice averaging
10-15 clients a week Clients will enter through the front door of our home and proceed to
the second floor where my office a private therapy room and a guest bathroom are located
No additional structures or physical changes will be made to either the house or property,
and it will retain its appearance as a pnvate residence There is adequate off-street parking
for two cars in our dnveway since I will only be seeing one client at a time and allowing
30-45 minutes between appointments
There will be no additional employees At this time I do not have any products to sell In
the future, however, there may be products sold that relate to the practice I will be doing
my business on a referral basis and dojagt need any signage on the house or property The
increase in traffic activity will be mirumal from my business due to the few number of
clients seen per day (average 3-4)
I sincerely hope that I have met all the conditions and requirements to be granted a Special
Use Permit Photos of our property and dimensions of the second floor therapy room,
bathroom and office are attached.

The applicant is proposing to construct a 60' x 98' three bay
structure housing an oil change and glass company The business
will be on County Road 5 with its entrance on Market Drive The
applicant has received all the approvals from Target/Cub Foods
and is designing the building according to the Market Place
Design Guidelines
Building material will be gray concrete block stained almond
color with glass windows and clear polycarbonate overhead bay
doors.
Signage is allowed on the on the east side (Market Drive) of the
building The proposed signage cannot exceed 98 square feet,
which is the maximum square footage allowed by the Sign Ordinance
and the Business District Guidelines for this size building
Letters will be backlit and the color "Buttercup Yellow " The
applicant will bring color samples to the meeting
Site parking lot lighting will consist of metal halide, vertical
lamp, dark bronze standard, "shoe box" light fixture The lamp
wattage must be three candlefoot minimum All exterior lighting
will be metal halide. The building will have shoebox shielded
downlit security lighting
There are fourteen parking spaces shown on the landscape plan
The site appears large enough to handle more parking spaces if
there is a future need

Project Description The request is to construct a 16 x 40 640 square foot ceramic and wood shop/sculpture
studio An existing garage would be removed and replaced by the studio The use would be for the production of
items sold at other locations (see attached site plan)
Discussion The request requires a variance and special use permit A variance is required to remove the garage
which provides one covered parking space
The ordinance allows one garage and one accessory structure 120 sq ft maximum The proposal is for no garage
and a 640 sq ft accessory structure The activity in the structure as proposed is commercial producing objects for
sale off site
A special use permit is required to allow a commercial use in a residential district The ordinance allows "other
commercial uses found not to be objectionable to the neighborhood in which they are proposed to locate "
proposals lot size of 8,250 sq ft meets the R-B duplex residential requirements but is not oversized The
workshop building would be for commercial use and not accommodate parking The occupants of the residences
would make their crafts in the shop space The letter of application indicates the crafts would not be sold from this
location Conditions could be placed on the use limiting the use of the workshop by resident occupants or require the
conversion of the shop to a garage at the time of sale of the property These type of conditions are difficult to
enforce
Nonresidential uses in a residential area can have impacts on the residential character of the area and make the
neighborhood a less desirable place to live Commercial districts are zoned to provide locations for commercial
activities Once the shop is constructed and commercial use is allowed, it would be difficult to remove the commercial
building if the ownership changed and the use was changed to a commercial use that could create more
neighborhood impact
Recommendation Denial
Finding The proposed commercial building and use is not consistent with the interest of the residential zoning
district and could negatively impact the residential character of the area

This is a proposal for the building permit for the construction of a combined ceramics and
wood shop/ sculpture studio, located at the Wunderlich residence, at 106 North Sherburne
Street in Stillwater With this letter we are applying for a commercial use variance, a
special use permit and a size variance
This buildmg will replace our current garage and will be exclusively used as a studio
workshop It will not be a retail outlet and will not house any type of internal combustion
engine As our source of heating we mtend to install a gas furnace Submitted with this
letter are complete drawings of the building's structure with a breakdown of materials
The space will be lofted with cold storage above The ceramics studio will house an
electnc kiln which operates on a 220 outlet The sculpture studio will contain a table saw
and band saw Power tools will be used infrequently Both studios will also contain
various non-electncal equipment
Maren and I have both part-time employment m St Paul m the field of art We mtend to
utilize our studio spaces part-time as well Our work is sold m several craft gallenes
throughout the United States The money generated from our artwork represents a

I am wnting as the representative of Steven and Ahce Salomonsen of Stillwater to apply for
permission for a minor subdivision of land. Steven and Alice own the property at 802 W
Mulberry as well as the two empty lots that are behind (north of their house) that open on to
N William St The legal descnptions of the three contiguous lots that the Salomonsens
own are
Lots Four (4) and Five (5), Block Eighteen (18), SABI 'S ADDITION to City of
Stillwater, according to the plat thereof on file and of record m the office of the
County Recorder, Washington County, Minnesota. [This is abstract property ]
And
Lot Three (3), Block Eighteen (18), SABINS ADDITION to the City of Stillwater,
Minnesota, as surveyed and platted and now on file and of record m the office of
the Registrar of Deeds of Washington County, Minnesota, subject to an exception
and reservation of minerals and mineral nghts by the State of Minnesota, in trust for
the taxing distracts interested m said land [This is Torrens Title property ]
For verification of these legal descriptions, please refer to the Certificate of Survey m
Appendix A
Each of these three contiguous lots measures 50 ft. by 120 ft according to the data on file
m the Assessor's Office of Washington County Please refer to the enclosed line drawing
of the lots on the five lots on the west side N William between W Mulberry and W
Lmden to see how the properties are now divided and how they will be divided if the
subdivision is approved (Appendix B)
The Salomonsen's purchased their home m 1983 and this purchase included Lots 4 and 5
Then in 1986, Steven's mother, Betty M Salomonsen-Peterson, purchased Lot 3
independently on a warrantee deed and she is currently selling it to Steven and Ahce
Salomonsen on a contract for deed. Copies of the warrantee deed for Lots 4 and 5 and the
warrantee deed and contract for deed for Lot 3 as well as the Certificate of Title for Lot 3
are all included in Appendix C of this apphcation We have an updated abstract for Lots 4
and 5 if this would be useful Please let me know if you need a copy and I will get it to you

Steven and Alice Salomonsen's house sits on Lot 5 and Lots 3 and 4 are vacant and are
listed as such by the Assessor's Office of Washington County My interest in this proposed
subdivision is that the Salomonsens are prepared to sell my husband, Arvind Auluck-
Wilson, and me their Lot 3 and the north 12 5 feet of their Lot 4 if this subdivision
application is approved. My husband and I propose to move the house that currently is
located at 824 S Greeley St. onto this property and make it our residence Concurrent with
this subdivision apphcation, I am also applying for a building moving permit from the

Adding 12 5 feet of Lot 4 is necessary because Lot 3 on its own is not considered a
buildable lot. As it now stands, Lot 3 measures 50 ft by 120 feet for a total of only 6,000
square feet, thus it does not meet the minimum size requirement of 7,500 square feet for
buildable lots m the old city of Stillwater With the addition to Lot 3 of 12 5 feet of Lot 4—
using the actual dimensions of the property from the survey completed on September 25,
1996, by Barry Stack of Stack Land Surveying here m Stillwater —the property will meet
this requirement almost exactly According to the information on the second page of the
Certificate of Survey, the 12 5 feet of Lot 4 combined with Lot 3 would "contain 7501
square feet, more or less "
With the loss of 12 5 feet of Lot 4, what is left of Lot 4 combined with Lot 5 would still
exceed the minimum size requirements for buildable lots. The Salomonsens would be left
with a piece of property measunng 87 5 feet by 120 feet according to the dimensions given
by the Assessor's Office of Washington County for a total of 10,500 square feet. Agam,
the actual dimensions of the lots from the survey that was just completed vary shghtly from
those recorded in the Assessor's office and the Certificate of Survey shows that this
remauung parcel would contain "10,508 square feet, more or less " The Salomonsen's
house is on a corner lot and the minimum dimensions for a corner lot m the old city are 80
ft by 100 ft., thus their remammg parcel would still meet all minimum size requirements.
As I understand it, Stephen and Ahce Salomonsen could have opted at any time to declare a
hardship and apply to the Planning Commission and the City Council for a variance m
order to sell Lot 3 on its own with no land added. This would have been possible because
the Salomonsens purchased Lot 3 as an independent parcel and not as part of their ongmal
home purchase The mdependent nature of Lot 3 is emphasized by the fact that it is Torrens
Title property and the property the Salomonsen's purchased with their home is Abstract
Title property The Salomonsens have chosen mstead to respect the mtegnty of their
neighborhood and have chosen to adhere to the minimum size requirements for buildable
lots m the old city Thus, they are applying for this minor subdivision
I have had the three lots owned by the Salomonsens surveyed and have had the surveyor,
Barry Stack, prepare legal descnptions for the two parcels of land as we propose to
subdivide them The legal descnption of the parcel which my husband and I would hke to
buy, labeled "Parcel 1" on the appended survey map, would be
Lot Three (3), Block Eighteen (18), SABINS ADDITION to the City of Stillwater,
Minnesota, as surveyed and platted and now on file and of record m the office of
the Register of Deeds of Washington County, Minnesota, in trust for the taxing
distncts interested m said land.
AND
The North 12 5 feet of Lot 4, Block 18, SABIN'S ADDITION to the City of
Stillwater, according to the plat thereof on file and of record in the office of the
County Recorder
The above parcels combined contain 7,501 square feet, more or less Subject to and
together with any other vand easements, reservations or restrictions.

have remaining after the subdivision and sale of Parcel 1 The legal description of Parcel 2

Enclosed is the survey of the affected property that was completed just this week. It shows
the boundanes of the three lots concerned as well as the boundanes that would exist after
the proposed subdivision It also shows the placement of the two existing houses m the
block m relation to the property boundanes
The Salomonsen's were able to apply for clearance from their mortgage company, Heigle
Mortgage, for the release of the north 12 5 feet of their Lot 4 only this week so they do not
have the final clearance available to submit with this application A survey was needed for
the clearance review and because the surveyors were rained out on two separate occasions,
we did not have the survey in hand until Wednesday, September 25 However, both Alice
Salomonsen and I have spoken with the Heigle Mortgage iepresentative, Susan Schumann
(831-6644 Ext 117) and she has assured us both that she sees no reason why the clearance
would be denied since the ongmal mortgage was for $74,000 and it has been paid down to
just under $60,000 Another factor that favors the clearance is that the assessed value of
property for tax purposes of the Salomonsen's Lots 4 and 5 with improvements is
$96,000 Because the Salomonsen's is an FHA loan, the clearance apphcation must go
through the FHA procedures and Susan Schumann has said that this will take a few weeks
We hope to have the clearance available by the Oct 14 Planning Commission meeting Of
course, subdivision of the land would be contingent upon proof of receipt of this clearance.
