CITY OF STILLWATER
PARKS AND RECREATION COMMISSION MEETING
August 26, 2019
Present: Chairwoman Linda Amrein, Commissioners David Brandt, Scott
Christensen, Pam Johnson, Sandy Snellman, Stephanie Souter, Council

Absent: Commissioner Sam Nelson
Staff: Public Works Superintendent Tim Moore
APPROVAL OF THE JULY 22, 2019 MINUTES
It was noted Sandy Hutson’s name on page 1 should be corrected to Hudson.
Motion by Commissioner Snellman, seconded by Commissioner Souter, to approve the
July 22, 2019 meeting minutes as amended. Motion passed, 6–0.
OPEN FORUM
There were no public comments.
ACTION ITEMS
Rivertown Fall Art Festival, Harvestfest, Stairs of Stillwater 5K Walk
Public Works Superintendent Moore reviewed applications for three events: 1) The
Rivertown Fall Art Festival October 5-6 in North Lowell Park; 2) the Stillwater
HarvestFest October 12-13 in North Lowell Park; and 3) the Stairs of Stillwater 5K
Walk to be held in conjunction with HarvestFest on October 12. All three events will
be the same as last year.
Motion by Commissioner Brandt, seconded by Commissioner Snellman, to approve the
2019 Rivertown Art Festival.
Commissioner Christensen questioned the Commission’s role in approving the
events because the events are already being heavily publicized throughout the state.
Mr. Moore replied the applications were received a month ago and the City Council
has already approved them. It is an FYI for the Commission, so no motion is
necessary. However if the Commission sees something they would like to see
changed, the Commission still has a voice in that.
Commissioner Brandt and Commissioner Snellman withdrew the motion and second.
INFORMATION ITEMS
Councilmember Polehna informed the Commission that the lift bridge opening
celebration will be May 15-16, 2020. An event application will be coming before the
Commission. Also, the City was notified the Ice Castle has applied to move back to
Stillwater. This will be coming before the Commission. Opera on the River was a
fantastic event with estimated 600 people. The riverwalk trail from the Dock Cafe to
Sunnyside is being designed and will come before the Commission. The agreement
between the Mahtomedi and Stillwater hockey associations has been renewed.

Commissioner Brandt reported that cars were parked halfway on the trail during the
last car show making it difficult to use the trail. Mr. Moore said part of the agreement
is parking lots only.
ADJOURNMENT
Motion by Commissioner Snellman, seconded by Commissioner Brandt, to adjourn. All
in favor, 6-0. The meeting was adjourned at 7:37 p.m.
