MEMORANDUM
Mayor and City Council
FR: Steve Russell, Secretary to Downtown Parking Commissiotifi-----'
DA: October 27, 1997
RE: REQUEST FOR BETTER DOWNTOWN PEDESTRIAN ACCESS
The Downtown Parking Commission, from time to time, receives comments regarding
pedestrian access in the downtown. At their meeting of October 9, 1997, they again
discussed the issue and felt that more emphasis should be placed on pedestrian safety.
To do that, the Parking Commission recommends that the City Council petition MnDOT
for a pedestrian crossing sign and flashing lights at Nelson and Main and that a stripped
pedestrian crossing be added at Main and Commercial.
With a new grocery store and Farmer's Market at this Main Street location, the need for
a pedestrian crossing is more apparent.
Recommendation: Consideration of request and direct staff to take appropriate action.

DOWNTOWN PARKING SURVEY
The first year of the Downtown Improvement Program ended October 31, 1997. Parking
revenues of $ were generated from the program. The money will go into making
parking improvements in the downtown. The program will begin again next June.
During the winter, the Downtown Parking Commission will be evaluating the success of
the pay for parking program. Please take a few minutes of your time and fill out the
questionnaire. The results will be used to consider possible modifications of the
program.
Program Characteristics:
Cost - $3/day
Time of operation — 7 days a week June 1 through October 31
Participating Lots - River Lot and Main Street Lot
What, if any, changes would you make to the operation of the program?
Outside of paying for parking, what comments did you receive from customers on the
program?
Would you participate in a parking voucher system where businesses assisted customers
pay for parking?
Was parking enforcement effective in controlling short-term parking on downtown
streets?
Comments?
