Dear Stillwater Parking Commission
I understand you may be looking at proposing a temporary parking lot on the Aiple property this summer.
This idea is being driven by concerns over the loss of parking in back of Maple Island, the UBC lot and
around Shorty's Cleaners as these areas are affected by construction. It is certainly wise to think about the
effects of construction, etc. on our parking situation. However, we need to be very careful about how we
treat the Aiple property and how we react to changes in our parking situation.
From what I understand, the proposed parking structure (to be built around and where Shorty's Cleaners
now stands) is to be built before the proposed condominium project is begun. This timing was designed to
minimize parking problems in the downtown, Unless this situation has changed, we will gain several
hundred parking spaces before we lose the UBC lot. If this timing HAS changed, why was that allowed
to happen? As for parking behind Maple Island, it is minimal and poorly utilized in it's present,
temporary gravel state. In summation, I wonder just how severe our construction induced parking
problems are going to be.
The Aiple property is about to come back into the hands of the city and has, in fact, begun the selection
process tea mire a design firm (at a cost of $50,000) to put forward a public use plan for the property.
Though --thing has been finalized, the guidelines given to prospective designers state that the design
should "r--intain natural appearance of site from river and entering downtown area along Highway 95
from the--'irih. Development plans shall address the bluffline, shoreline and floodplain requirements."
Further, `-�hporary parking, by it's nature tends not to be well done ie: crushed rock, spread around, and
that's about it. If the Aiple site does get lots of use, do you really think people will only park where you
want theta to? How will all those people walk to town, on the "temporary, path" you provide? Do you
think they will all use it? The point is, we ought not need to "gravel" the Aiple property if we follow
our original development schedule for the Parking Structure and the Condo Development. Further,
it seems short sighted to start messing up a possible future park with crushed rock and poorly regulated
parking at the very moment you are paying for a top-notch design team to think through the question of
how best to use this valuable public asset.
Please give careful thought to the possible ramifications of temporary parking on the Aiple Property and
as always,

RE: Program Review and Recommendations
Dear Steve:
The 1997 Stillwater parking season has come and gone and I thought it would be
beneficial to offer my review of the operation.
Obviously we experienced many different mechanical problems with the Model
400 Pay by Space machines. Faulty bill acceptors, printers, and control modules
were the main difficulties we fought with throughout the season. The model
400's we received are inadequate and did not meet our expectations.
I am in the midst of researching alternative machines and will have a report and
recommendation to you in the very near future. Along this line, I am looking into
the possibility of upgrading the model 400's to a more advanced system at no
additional cost. The models I am looking at can handle the volume of business
we experience and can make change for the customer.
We knew going into the program that public acceptance would be a difficulty we
would have to overcome. I was surprised by the overwhelming majority of
customers that thought the program was a great idea and did not mind paying
$3.00 to park - at least they had a very good chance of finding a place to park.
Most of the business owners in the area, although not happy that some of their
customers had to pay for parking, understand that this program was a very real
necessity and have accepted the program,
Signage worked rather well after we added a few signs to better explain the
program and offer alternatives to pay parking. Next year I plan to add signage
detailing the program in greater depth. This sign will be more of an informative
sign versus a directional/educational sign. We will also add a number of
directional signs pointing customers to the area where they may pay for their
parking.
Initially, staffing was a challenge. By shifting some duties and employing a
higher level supervisor we have these problems under control. We also will
adjust our staffing levels to coincide with the high demand times. I suggest 10
AM until 10 PM Monday through Thursday, 10 AM until Midnight Friday and
Saturday, and 10 AM until 6 PM Sundays. Our information shows that these
staffing levels will put us on site when 95% of our customers are utilizing the
parking Tots.
All in all I would judge the program as a success. The last two months of
operation had a few mechanical problems, but the foundation of a lasting and
successful program have been laid. We will be able to hit the ground running
when next spring comes around and will deliver the type of revenue and service
the City of Stillwater and we expect.
