SUBJECT: Downtown Parking Contracts
At the August 11 th budget meeting I was asked to review the status of the parking agreements
with Imperial Parking to see if they could be terminated. The agreement commenced as of June
1, 1997, and was for a two (2) year period. The City, however, is given the option to terminate
the agreement on thirty (30) days notice provided that the City reimburses Imperial Parking for
the unpaid capital costs associated with their improvements.
I believe the capital costs were eleven thousand two hundred twenty-five and no/100 dollars
($11,225.00) for the South Main Street lot, ten thousand seven hundred twenty-five and no/100
dollars ($10,725.00) for the River lot and four thousand and no/100 dollars ($4,000.00) for
downtown signage for a total capital cost estimate of twenty-five thousand nine hundred fifty and
no/100 dollars ($25,950.00).
We would need to do an audit to determine how much of these costs have been reimbursed
through revenues in the lots to determine how much it would cost us to terminate these
agreements prior to the expiration of its regular term. Call me if you need more on this.

Dear Steve,
Looks like I'll be out of town for the September 3rd meeting. A couple of thoughts about parking
downtown:
1. There are still a few spaces that we approved for parking that are not marked as yet. One in
front of the Victorian building and about 3 on Main street by Maple Island.
2. It looks like the former Aiple property will NOT be available for any use for quite a while. I
still think we should approach the council (in closed session) about limited parking during
festivals.
3. And, of course, my favorite, parking right up to the corners.

Enclosed is my check in the amount of $10.00 for payment of "overtime parking 2
hour zone." I am paying this charge under extreme protest and respectfully request that
this fine be dismissed and the check returned to me.
Two friends and I spent the entire day in Stillwater last Saturday, July 18, eating
lunch, shopping, and then stopping for dessert. Two of the three of us (including
myself) were celebrating our birthdays. We arrived a little before 11:00 a.m., ate lunch
at the Freight House, shopped for a lengthy time at Seasons Tique, proceeded across
the street to the candy (fudge) shop, looked around in Kincaid's, shopped at Traditions,
and then ended the day having dessert at the Lumber Baron's Hotel. It was a wonderful
day — until we received the ticket!
Enclosed are copies of various receipts for the purchases we made on Saturday.
Not included are receipts from the Freight House, the candy shop, and the hotel, since
we paid cash for our food and did not request receipts. (In addition, some purchases of
gifts were made for me, which my friend didn't want me to see, so those receipts are
also omitted.) From just the enclosed receipts, you will see that we spent a few
hundred dollars that day.
I cannot believe that I would be fined after spending so much money at your
various businesses. Since Stillwater depends heavily on tourist trade, why would you
treat the customers in this manner? Are you tolling me that if I want to chop n
Stillwater, I must continuously move my car every two hours to avoid being ticketed?
This doesn't make any sense. When I mentioned this to a couple of the business
owners, they were sympathetic and very much in agreement with me. We were
continually spending money while we were there; at no time were we just sitting or
walking along the water.
I am a frequent visitor to Stillwater, solely for the purpose of making purchases.
This last experience has left me feeling "taken;" it discourages shopping, rather than
encouraging it. Again, I respectfully request that this fine be dismissed.

P.S. Incidentally, after receiving the ticket, I did move my car (twice, in fact) at some
inconvenience because of the rain.

parking violation within the City in the prior 90 days.
