Short Elliott Hendrickson Inc.` (SEH) is pleased to present this letter proposal to conduct a parking
feasibility study for Highway 95 south of Stillwater's downtown. It is our understanding that the City of
Stillwater is interested in developing on -street parking along Highway 95 from the south Main Street parking
lot to the Oasis. In order to do this, modifications would be necessary to provide adequate width for on -street
parking and the construction of a walkway area to accommodate pedestrian travel from the parking area to
City sidewalks.
To assist the City in determining the feasibility of developing this on -street parking, we propose the
following Work Program_
Work Program
1- Attend an initial project kick-off meeting with City staff and the appropriate City Committee to discuss
issues and desires for on -street parking.
2. Obtain mapping and existing roadway plans from the City and Mn/DOT.
3_ Conduct a site review of the area and confirm existing roadway geometries.
4. Review Mn/DOT standards for allowing on -street parking.
5. Meet with City staff and Mn/DOT to discuss potential options and requirements to develop the on -street
parking
6- Develop up to two alternatives for providing on -street parking.
7. Review alternatives with City staff and Mn/DOT.
S. Prepare a letter report summarizing the work done and presenting the alternatives.
9. Review the letter report with the City staff and Committee.
We propose to provide the services in this described Work Program for an estimated cost of $4,500- Based
on City meeting schedules, we estimate that this work can be completed in approximately four weeks -
The development of construction cost estimates for the alternatives is not included in this Work Program. At
this point it is difficult to provide a cost estimate to develop the consu-uction cost estimates due to the
unknown level of construction. We suggest that once the alternatives are identified, we can then provide a
cost estimate to development the construction cost estimates. The difficulty in developing cost estimates

Depending on what the alternatives are. survey work may be necessary to provide good construction cost
estimates. We estimate that the cost of the survey work could range. from $1,500 - $3,000. Likewise, the cost
of developing the construction cost estimates could range from $500 - $2,000.
If you are in agreement with this proposal, please sign below and return one copy to us for our files. We are
ready to proceed with this project upon your notification_

This memo is an update on the status of the effort to obtain parking on TH 95 south of downtown
Stillwater.
After taking some preliminary measurements in that area, it appears feasible to accomplish the
addition of on -road parking. This would need to be done through widening of the roadway. The
existing roadway is approximately 39 to 40-feet wide with 7 to 8-foot marked shoulders.
Based on a 40 mph design speed, Mn/DOT standards to accommodate on -road parking requires a
10-foot parking lane. Therefore, the roadway would need to widened several feet in addition to a
walkway placed adjacent to the curb similar to the existing walkway on the west side of TH 95
immediately south' of downtown. To accommodate this would require a minimum cross section
of 55 feet. This would consist of a 5-foot sidewalk on each side of the roadway, one-half foot of
curbing width on each side of the roadway, two 10-foot parking lanes and two 12-foot traffic
lanes. Rough measurements at several points in this area found there to be approximately 58 to
61 feet of area between the western cliff and the eastern dropoff.
Since this roadway is under Mn/DOT jurisdiction, they would still have the final determination
as to whether this can be done. I talked with Rick Arnebeck (Mn/DOT Area Manager) and
discussed Mn/DOT's concerns. These concerns are: safety, benefit to TH 95 and TH 36, and
that Mn/DOT would not contribute any money to accomplishing the on -road parking. He also
indicated that it is not appropriate at this time to entertain discussions on this proposal. This is
due to the fact that the mediation report for the new river crossing bridge is due out in December
or January. Mn/DOT will be influenced in their decision on this request based on that report.
Therefore, he suggests that we meet sometime soon after that report is released.
Following is a list of other thoughts of mine regarding this project:
1. I investigated the possibility with other SEH personnel to use flood control funding in this
area to assist with any roadway widening. Based on the elevations of the roadway in the
area where the parking is desired, it does not appear that the flood control project will
impact this area.

2. I measured the roadway parking area on the east side of TH 61 just south of downtown
White Bear Lake. At this location, TH 61 is a four -lane divided highway with two lanes in
each direction. The parking adjacent to the northbound lanes varies in width from 8 feet to
11 feet.
3. As we discussed at the October 25 Parking Committee meeting, the on -road parking would
occur when traffic is moving at a very slow rate. This is more true for the northbound
traffic and parking on the east side of the road. A thought to consider and maybe a
potential compromise with Mn/DOT may be to limit the parking to the east side of the road
because of this situation. Parking on the west side of the road would have potential to
conflict or interfere with faster moving traffic. In addition, with the cliff on the west side
of the road, is there any concern over rocks dropping from the cliff onto parked vehicles or
possibly pedestrians walking in that area?
At such time that I hear any information relative to the Mn/DOT mediation report, I will contact
you so we can arrange to meet with Mn/DOT to discuss the possibilities of providing this
parking.

The Downtown Parking Commission would like to study the possibility of extending
parking south along Main Street, TH 95, from the South Main Parking Lot to Oasis
Restaurant.
The Commission has met with Mn DOT representatives and received their criteria for
on -street parking. In order to evaluate the Mn DOT standards regarding the existing
conditions, a study is necessary. The attached letter proposal from SEH would provide
the needed information to determine if it is feasible to provide the additional parking
(cost $4,500).
The Downtown Parking Commission is requesting City funds for the study.
Recommendation: Decision on request.

TH 95 PARKING
Proposal for on -road parking on TH 95 south of downtown Stillwater to the Oasis. Following is
a list of issues to consider in reviewing this proposal:
1. Roadway Width
A. Existing road is 39 to 40-feet wide with 7 to 8-foot marked shoulders.
B. 40 mph design speed requires 10-foot parking lane.
C. Roadway could be widened to provide 5-foot sidewalk and 10-foot parking lane.
D. Northbound Highway 61 in White Bear Lake has an adjacent parking lane which varies
from 8 to 11 feet.
E. Parking is allowed on Highway 95 shoulder in Marine on St. Croix during events.
2. Parking Use
A. Consider east side only to avoid cliff/rocks.
B. Speed limit is 40 mph.
C. Traffic speeds would be significantly slower when parking is needed and used.
D. No need for parking in winter.
3. Other Issues
A. Lighting.

On March 26, Becca indicated that she did not see any problems with this
