SUBJECT: City of Stillwater Legislative Priorities for 2020 State Legislative Session
Dear Senator Housley and Representatives Dettmer and Christensen:
The City of Stillwater appreciates the opportunity to share its 2020 state legislative priorities with
you prior to the opening of the session. The City is also grateful for your strong ongoing support
of City priorities, notably the $1.65 million state funding match for St. Croix Riverbank
Stabilization and Riverwalk project included in the 2018 state bonding bill.
The City of Stillwater respectfully requests your support in the 2020 Legislative Session for the
following projects and topics:
1) State Funding for Hwy 36 and Manning Avenue Interchange:
• State funding support for this project is the City's highest legislative priority for the
2020 session. Washington County is the lead agency for this collaborative project:
local, county and federal funds are earmarked for the project and State funding support
of$15 million is needed to complete the $30 million project.
• Completion of this project has both a local and regional impact. Locally, the project
will improve traffic safety, provide opportunities to grow the economy via economic
development (job creation, increased tax base, increase housing availability), improve
access to neighborhoods,businesses and improve local road connectivity,provide safe,
non-motorized access via connections to existing trail systems.
• Regionally, Hwy 36 is a principal east-west arterial highway providing a critical
connection for NE metropolitan commuters, freight traffic and recreational traffic to
the greater Minneapolis-St. Paul area. The 2017 opening of the St. Croix Crossing
Bridge has added significant traffic volume to the Hwy 36 corridor and improving the
interchange at Hwy 36 and Manning Avenue will greatly improve traffic safety and
operations on this corridor.

2) State Funding for Historic Bergstein Buildings Rehabilitation Project
• The City of Stillwater will undertake rehabilitation of the historic Bergstein Shoddy
Mill and Warehouse buildings and site improvements for reuse by public entities.
These structures are listed on the National Register of Historic Buildings and were
moved to their current location along the St. Croix River as part of the St. Croix River
Crossing project. The site would be operated as a partnership between the City and
other government and non-profit groups for visitor information, interpretive exhibits
on the history of the business, archeological history of the site, environmental
significance of the St. Croix Riverway, and history of Minnesota's lumbering industry.
• The project has an estimated cost of$1.6 million and a Department of Management
and Budget(MMB)2020 capital funding request has been submitted for a 50%funding
match for the project. The City has included the 50% match ($800,000) in its 2020
Capital Improvement Plan for the project.
3) Housing Affordability and Availability:
• Various groups have approached the legislature suggesting that local government
housing development fees are the casual factor in higher housing costs in the State of
Minnesota.
• As this issue moves forward in the 2020 legislative session, the City would note that
Stillwater is different from many other fast growing communities in Minnesota; the
City does not issue hundreds of building permits annually and building permit fees have
not been increased since 1997. The State should continue to allow cities to manage
their internal operations based on the unique needs of each city.

City's Legislative Breakfast this Friday,November 1, 2019 at 7:30 AM at Stillwater City Hall.

The next step is the Preliminary Design/Environmental Review process which will require further analysis and refinement
of the Loop in SW/NE Quad alternative.With funding the project is scheduled for construction in 2021.
