October 12,-1987
Don Valsvik made a motion that approval be given with the
following conditions:
1. All signs other than those proposed in the sign program
shall be removed, including window signs.
2. Any signs not in conformance with this building sign
program, including window signs, shall require a

residence is located in two zoning districts. The front part of
the lot is located in the RCM Multi -Family Residential District

residence has been used as a two -family --dwelling but there is no
record of the conversion. There would be no major structural
changes required.
The RCM District requires a Special Use Permit for duplexes. The
R-B District requires a 75 foot wide lot. The lot is 72 feet
wide in front and 65 feet wide in the rear.
Parking for four cars, two covered, is required in the RCM
District. The plans show four areas for parked cars, one
covered.

THE BIRTHPLACE OF MINNESOTA
TO: Planning Commission
From: Steve Russell, Community Development Director
Date: November 5, 1987
Subject: Request to modify Development Agreement for site located at
Northwest corner of County Road #5 and Wildpines.
RACKARn[JND:
The City has received a request to modify the Development Agreement for the
site that was previously entered into between Paul Emerson and the City of
Stillwater in December 1982. The Development Agreement states that "one
commercial building - the building use being limited to a detached banking
facility or professional or office building" shall be constructed on the site.
(See Section 2.14 and map site attached.)
The Applicant would like the Development Agreement to be,modified to allow him
to operate a retail/wholesale laser engraving wood gifts outlet.
The Council reviewed the request at their meeting of October 6th and referred
it to the Planning Commission for review. The surrounding property owners have
been notified this is a public hearing. The existing zoning on the site is
General Commercial. Areas of concern to be considered because the use is next
to residences to the rear, is more potential noise, lighting, screening and
traffic impacts. With proper design these concerns could be minimized through
project review.
RECOMMENDATION:
The Planning Commission review the request, hear the applicant and neighbor
comments and if the request is approved, require a Special Use Permit review
of site and building development plans.

PLANNING APPLICATION REVIEW
CASE NO. SUP/87-51
Planning Commission Meeting: November 9, 1987
Project Location: 1937 South Greeley Street
Comprehensive Plan District: Industrial Park
Zoning District: Industrial Park Commercial
Applicant's Name: Richard Ernst II
Type of Application: Special Use Permit
Project Description: Special Use Permit for 24,400 sq. ft. retail/office
building with gas pumps.
nieruttinn-
The application is to construct a two level 24,400 sq. ft. retail/office
building on a 2.25 acre site. The site is located between Country Kitchen
Restaurant and the School District Offices on South Greeley Street. This area
was the subject of the Brick Pond/Forest Hills/Frontage Road/South Greeley
Land Use Zoning Study. As a result of that study, this site with other lands
along the Frontage Road were zoned commercial. Also completed as a part of the
study, was a feasibility study for road, drainage, water and sewer
improvements. The plans have been referred to the City Engineers to make sure
they accommodate the plans regarding right-of-way width, drainage and
utilities. Comments have not been received as of this writing.
The plans show parcel size to be 379 ft. wide by 259 ft. deep. The site is a
part of a large 772 ft. deep by 409 ft. wide site, so a subdivision of the
larger site will be necessary. With that will come dedication of land for the
proposed street and open space requirements.
The plans submitted show the site plan, landscape, drainage and elevations of
the building. 147 parking spaces are provided. That number could accommodate a
first floor retail, second floor office space, use of the site. Additional
information regarding signage, utility screening, lighting and space use
should be provided before final review of the project.
RECOMMENDATION:
Planning Commission review plans, hear public comments and continue to
Planning Commission meeting of December 7th to consider additional
information.

for Linden Healthcare Center. The project meets all development requirements
for the district. A Special -Use Permit is required because it is expanding the
use that requires a -Special Use Permit. It is recommended that two conditions
regarding drainage and landscaping be made a part of plan approval.
RECOMMENDATION:
Approved with conditions.
CONDITIONS:
1. All drainage from the building roof and site shall be kept on site and
not impact the adjacent property.
2. Two trees shall be planted to partially screen the building from Fourth

October 14, 1967,
Mayor Wallace Abrahamson
City of Stillwater
216 N. 4th Street
Stillwater, Mn 55082
Dear Sir:
This letter is in regard to Linden Healthcare Center's proposed con-
struction of a new 18' x 40' utility building on our property behind
the Center itself. Current storage requirements have outgrown the
present 8' x 12' utility building which will be removed in the process
of constructing the new building.
Discussions have been held with the City Planner and with the Building
Inspector via our selected contractor, Larry Alm of L. A. Construction.
Until today it was our impression that a special use permit would be
issued at a cost of $50.00 which would then permit construction to be-
gin. Today we were informed that it would be necessary to appear be-
fore the City Council (a meeting which has already taken place) in public
hearing.
In order that construction of this building be completed before the 1987
construction season ends, I request your assistance in arranging any neces-
sary City Council meetings and/or public hearings at your earliest con-
venience.
Thank you for any assistance you can provide towards early compliance
with the required procedures and statutes to begin this construction
project.
As a new Administrator (since August 17, 1987) at Linden Healthcare, I
look forward to being a part of the Stillwater community in the years
to come.
Sincerely yours,
David L. Hagen
