SUB / 94- 3) Additional Information This item was continued from your meeting of January 10, 1994, at the applicant's request. No additional information has been submitted by the applicant. The parks and recreation board reviewed the request and the impact on the McKusick Lake trail system at their meeting of January 24, 1994. The minutes from that meeting are attached. The application and original staff report should be considered by the commission and recommendation to the city council made. Stillwater Parks and Recreation Board January 24, 1994 The arena is O.K. Not many complaints have been received. There have been some problems with the furnace. Rich Cummings asked about summer hockey. Tim stated that no decisions had been made as of last week. He will check into this again. ;•_ Del Peterson asked how the City will evaluate the success of the leasing situation. Tim stated that a printout with a breakdown of 1993 should be available by the end of the month from the Finance - Department. _M.USIC ON THE WATERFRONT REQUEST A request was received from John Daly for eight dates for Music on ._ the Waterfront. Four concerts will be held at Pioneer Park and w� four at Lowell Park. All in favor. MARCH OF DIMES WALK AMF.RTCA A request was received to hold the March of Dimes Walk America on:i_ Sunday, April 24, from 6 a.m. to 6 ,p.m., ending at Lowell Park.'. Gazebo. Rich Cummings noted that part of the route, McKusick Lake .'- Road, will be under construction. Motion by Steve Wolff, seconded?.. - by Steve Joyce to approve the use of the gazebo as requested.:_: All_'-;� in favor. Tim will communicate with the organizers regarding thee= proposed route. TENNIS COURTS REQUEST Stillwater Schools has requested use of the tennis courts for lessons this summer, as in the past. Motion by Steve Wolff, seconded by Mike Polehna to approve use of the tennis courts by the Stillwater Schools as requested. All in favor. PLANNING CASE Steve Russell discussed with the Board a request to subdivide one lot on Green Twig Way into three lots. It is being brought before the Board because it will affect the potential walkway, and increase density in a natural area. The case will also be reviewed by the Planning Commission, and a final decision will be made by the City Council. Motion by Al Liehr, seconded by Del Peterson to recommend denial of the request to subdivide one lot into three lots, in the interest of long-term beautification of the area and the planned walkway on McKusick Lake. All in favor. NEW BUSINESS Mike Polehna updated the Board on the new ice arena task force. SUB/94-3 Planning Commission Meeting: January 10, 1994 Project Location: East of Green Twig Way and south of McKusick Lake. Zoning District: RA, Single Family Residential Applicant's Name: Richard W. and Janet R. Kutz Type of Application: Subdivision PROJECT DESCRIPTION Subdivide a 3.46 acre lot into three lots of 42,322, 39,121, and 63,785 square feet. DISCUSSION The request is to subdivide 3.46 acres into three lots of approximately one acre each. The site is located in the Oak Glen area east of Oak Glen and south of McKusick Lake. (See attached location map.) Access to the site is provided off an old railroad easement adjacent Green Twig Way. The developed character of the area is single family. The site is currently heavily vegetated with evergreens, poplars, with some oak trees. Parts of the site are backwaters to McKusick Lake connected to McKusick Lake by a culvert through the railroad embankment at the south end of the site. The site is rolling with irregular topography, ranging in elevation from 857.6 to 880. The railroad right-of-way is a fill and elevated above the adjacent areas. The proposal is to locate a 24 foot public street on the city -owned railroad right-of-way. The city standard for local access streets is 32 feet. The road is proposed to be located on outlot "A" that was dedicated to the city for a park dedication purpose from the Green Twig Way development. Even though the city owns fee title to outlot "A", the ownership is encumbered by a private easement that was deeded to prior owners of outlot "A" in 1983. The easement grants the right to ingress and egress and the right to install sewer, water and other utilities on outlot "A". The private easement does not obligate the city to construct a street on outlot "A" or to build municipal utilities thereon. The engineer's report indicates that sanitary sewer service to lot 3 would be difficult without using a lift to get the flow to Green Twig Way. It is city policy to require a gravity system without pumping for new lots. Access to lot 3 would be by a 200 foot -long driveway. The building location for lot 3 is shown on a high point overlooking McKusick Lake. Major grading and vegetation removal would be required to build on the three lots and to construct the public improvements. 1 The existing 3.46 acre site currently has approximately five feet of frontage on the roadway easement for Green Twig Way and no direct access to Eagle Ridge Trail just south and west of the site. No grading plan has been submitted for the project although major grading will be required to get access to lot 1 and lot 2. The submittal shows development 25 foot setbacks from the wetlands and drainage utility easements. No park dedication is shown for the proposed subdivision. Seven percent of the developable land or $400 a lot is required as approved by the Parks Commission. Recommendation: Denial. Findings: 1. The site does not have the required frontage on a public street. 2. The construction of the public improvement would be detrimental to the natural environment of the McKusick Lake area and its enjoyment as an open space resource. 3. The project is constructed as approved would have a major impact on the natural state of the site and use. The plat is located off Green Twig Way along the westerly shore of Lake McKusick and consists of three lots. The area is rolling terrain, falling from a high elevation of 886 along the westerly edge of the plat, to a wetland areas at 854 near the middle of the plat. Lot 3, the most easterly of the lot is an isolated area with wetlands on both the west and east edges, connected to the other lots by a narrow stripe of high ground which crosses over a cattle pass. The Preliminary Plan indicates a cul-de-sac extended east from Green Twig Way across Lots 1 and 2. Access to Lot 3 from the cul-de-sac is by a long driveway over the existing cattle pass. Proposed right-of-ways are sufficient to cover the utility and street construction and mainterLnce. The plat indicates drainage easement of sufficient size to cover the wetland areas at the 100 year flood elevation of 857. The plan shows existing utilities, but does not show proposed grading, sanitary sewer or water construction. A 6-inch water main is located on Green Twig Way and can be extended in to the plat to provide water service. Providing sanitary sewer service will be more difficult and expensive. Sanitary sewer exists on Green Twig Way to serve Green Twig Addition, but is not deep enough to serve this plat. Sewer will need to be connected to the deep 10-inch main constructed west of Green Twig Way. This sewer will need to be constructed at a minimum grade and deep to provide gravity service to Lot 3. A lift station and pumping may be an alternate. -Inverts of the cattle pass are not shown, but surrounding contours indicated an elevation that may conflict with the sewer service for Lot 3. Discussion The request is to add an 18,490 square foot addition to an existing nursing home facility. This addition will not add to the total number of beds in the facility but will change many of the existing crowed triple rooms to double rooms and add space for dining and visitation areas. There will be a small increase in staff on weekends. The existing building plan (sheet P2) indicates that the present main entrance is proposed to be a secondary entry. The main entrance will be off the parking lot on the south side of the building. The exterior building facade material will be a brick veneer. The main entrance will have a metal roof canopy. The parking demand for the use is 58 parking spaces. The site plan indicates 53 parking spaces on site. There is on -street parking located on Orleans Street which could be used by visitors to the center. Presently, the trash receptacle is not screened. Also, the plan does not indicate if the receptacle will remain at the same location. This needs to be identified along with a plan for screening. The proposal meets all the setback requirements for the RB zoning district. Landscaping will be provided in the open space areas but not around the perimeter of the site. Findings The proposal will not be injurious to the neighborhood or otherwise detrimental to the public welfare. The population density of the site will not increase. Recommendation Approval as conditioned. Conditions for Approval 1. Trash receptacle shall be screened on all sides. A new wooden structure shall. . be constructed. 2. Additional Colorado Spruce shall placed around the perimeter of the site to provide additional buffer from the adjacent homes. 3. The city engineer shall review and approve the grading and erosion control plan. 4. No additional signage for the facility is allowed. 5. All employees shall park in the lot. Due to its proximity to St. Paul, Stillwater Good Samaritan Center also serves persons in eastern Ramsey County. Our proposed project includes an addition that will allow us to convert 35 three -bedrooms into double rooms and relocate an additional six beds from the existing building. These changes will result in 18 double and 5 single occupancy rooms in the new addition. The addition would also incorporate additional multi -purpose dining space, resident and family sitting rooms, visitation areas, and office spaces. Additionally, the project will include upgrading the building's original environmental systems in our existing structure in order to improve the quality of the resident's daily life. The planned addition is a t-shaped structure on the east side of our present facility. As our site survey indicates, there is a 20' easement separating our property parcels at the center line location of the unbuilt Carnellian Street. We have contacted Mr. Dennis McKean, of the City's Public Works Department, concerning this easement. He informed us that this easement was established for a six inch watermain that serves our present facility only. This water line originates in Wilkins Street and runs north to our property. Per the review with Mr. McKean and Mr. Dick Moore of SEH Engineers, it is their opinion that our proposed addition will not compromise this six inch service and that any required reconnection of this service to our building will be able to be accomplished by our contractors during new construction. 1119 Owens Street North • Stillwater, MN 55082-4399 Phone: 612/439-7180 Equal Opportunity Employer Because this project will not add additional nursing home beds (but just relocate them), there will be little or no increase in traffic over what is occurring at the present time. With little or no increase in traffic, parking should not be a concern. Our existing parking lot has approximately 53 parking spaces. There are no changes planned to the parking lot. The majority of families and visitors come on nights and weekends. Our total number of employees working the evening shift is 25. Our total number of employees working the weekend day shift is 28. We may need to add some employees due to the new lay -out of the addition. This would result in a maximum of 4 employees added to the evening and weekend shifts. The highest employee number would be approximately 32, which still leaves 21 parking spaces for families and visitors. The addition will not adversely affect the surrounding neighborhood as little or no additional traffic will be generated by the project. Trees border the property on two of the three sides exposed to the neighborhood so as to not expose the building to the other property owners. This project impacts our entire resident population. Not only will it provide spacious rooms, dining/common space, and office space in the new addition for 41 residents and employees, it will also improve the quality of life for the remaining 91 residents in the existing building by providing increased space and a more calm and serene atmosphere for living, dining, and visiting. I live at 1306 S. 3rd St. This would be a very small time operation with no employees, open only 2 days a week, 1-2 hours a day, either morning or evenings and only 1-10 patients per day. There would be no overlapping of appointments meaning, only one parking space would be needed. If off street- parking is required our driveway will be used. The traffic generated would be negligible. As far as the over all impact on the neighborhood I feel it would be almost invisible. This office would be used as a second location for me , mainly for my current patients in the area and potentially some new patients. It would help decrease the traveling for them. Listed below is a summary of the comments received at the meeting. The attached map shows the residential location of those in attendance (who marked the map). The planning commission can review the comments and determine how they should be incorporated in the second phase of plan development. This meeting will also provide an opportunity for the commission to discuss the report and information presented in preparation of the second phase of plan development. It is suggested that the commission review the reports and public comments and be prepared to discuss alternative plans for future development as the next phase of plan development. Phase II of the work program is attached. It is also suggested that the planning commission hold a workshop with the city council to go over the key issues, goals and objectives and alternative plans for the future to make sure city council concerns are part of the plan development. COMMENTS FROM JANUARY 31, 1994 COMP PLAN MEETING - More explicit information on transit and non -auto ways of travel. - Hold neighborhood workshops/weekend workshops or appoint special committee to look at open space. Consider mixed use cluster type development with common open space. - Consider need for schools when planning new areas. Consider park and ride locations. More emphasis on mass transit. Add no growth option to alternatives being considered in second phase of plan development. Look at active recreation needs of community (i.e., soccer fields, ballfields, ice rinks) . Examine mixed use and cluster development types for expansion areas. Emphasis on open space. Be creative with use of open space. - Examine other options to strip commercial development. - In next phase, develop alternative types of development that can be used in new areas versus standard development. - Pedestrian paths should be considered throughout Stillwater.
