PARKS AND RECREATION COMMISSION MEETING
November 26, 2018

APPROVAL OF MINUTES
Possible approval of October 22, 2018 meeting minutes
Motion by Commissioner Brandt seconded by Commissioner Snellman to approve the
October 22, 2018 meeting minutes. Motion passed, 6-0.
OPEN FORUM
There were no public comments.
ACTION ITEMS
Lowell Park Light Display
Public Works Superintendent Moore explained that the Stillwater area Chamber of
Commerce along with some downtown businesses approached the city to have a
light event similar to Bentleyville in Duluth. Robin Anthony said that they are trying to
fill a void created by the Ice Castle leaving this year. They are asking for help from
the city financially and hoping to have the Park Fees and electrical costs waved.
Frank Fabio said that the event would start out small and hopefully grow in the
future. Dan O’Neill said the cost would be about $15,000.00 for the hoops that would
support the lights and another $20,000.00 to $24,000.00 for the lights themselves.
Motion by Commissioner Nelson, seconded by Commissioner McGlynn to approve
event light display and recommend to Council to waive park fees and electric costs and
support with some funding. All in favor, 6-0.
INFORMATION ITEMS
Pioneer Park Playground Update
Mr. Moore updated the Commission on the status of the Pioneer Park play area.
St Croix Recreation has updated the plan to allow for more access and has added a
few more unique features. The next step will be to set up a meeting with the Mayor
and the family that wishes to help with the project financially.

Council Member Polhena provided an update on
Chestnut Street Plaza
City Christmas Tree went up today and will be decorated before the Twinkle Party
event.
Bonspiel Event on Lily Lake, January 18-20th having trouble finding stones
CIP Water St Sidewalk and steps are not part of the Parks Budget
Trees will be trimmed below Pioneer Park
Other item – Beach/swimming at the old Legion Beach the commission would still
like to see it reopened.
ADJOURNMENT
Motion by Commissioner Snellman seconded by Commissioner Nelson to adjourn. All in
favor, 5-0. The meeting was adjourned at 7:56 p.m.
