There will be no separate discussion on these items unless a commission member or citizen so requests, in which event, the items will be removed from the consent agenda and considered separately. 1. ADJOURNMENT HERITAGE PRESERVATION COMMISSION MEETING DATE: April 17, 2019 CASE NO.: 2019-05 APPLICANT: Derek Nelson, CD Products, Inc., representing Stillwater Real Estate Partners, LLC, property owners REQUEST: Request for a Design Permit for a multi-tenant sign plan, and associated signage, for the structure located at 124 2nd Street South ZONING: Commercial Business District COMP PLAN DISTRICT: Downtown Mixed Use PREPARED BY: Abbi Jo Wittman, City Planner REQUEST The applicant is requesting approval of a Design Permit for a multi-tenant sign plan, for the structure located at 124 2nd Street South. 124 2nd Street South, August, 2018 – Photo Credit: Google Images HPC Case No. 2019-05 HPC: April 17, 2019 Page 2 of 4 APPLICATION DETAILS The management firm is proposing the following signs for the property: 1. A 13 square foot wall sign facing 2nd Street South. This is dedicated for the primary which Lift Dental is located within. 2. Two 13 square foot wall signs facing the northern parking lot. These tenant spaces have not been filled. All three of these signs will be 16” tall, black, dimensional letters. The letters will be pinmounted into the façade, which will be painted white. A single, 36” X 48” (12 square foot) projecting sign is proposed for the building. It a white metal panel with black, vinyl cut black letters. APPLICABLE REGULATIONS, GUIDELINES AND FINDINGS As per the sign ordinance and Downtown Design Manual, the applicants have submitted this building sign plan. Wall sign regulations include: Wall signs: • Area. The total building signage may have an aggregate area not exceeding one square foot for each foot of building face parallel or substantially parallel to a street lot line. • Location. A wall sign may not project more than 16 inches from the wall to which the sign is affixed. • Height. A wall sign may not project higher than the parapet line of the wall to which the sign is affixed or 15 feet as measured from the base of the building wall to which the sign is affixed, whichever is lower. • Lighting. Externally illuminated signs are allowed by sign ordinance and Design Manual. Back lit letters are allowed are allowed by sign ordinance, but not Design Manual. Internally illuminated signs are not allowed by sign code or Design Manual. The Manual further indicates: • Materials: o Use painted wood where practicable o Supporting brackets for projecting signs should be metal, painted black. • Shape: Design the sign shape to fit and fill the available space. If a projecting sign is used, keep it simple in shape, small in size and utilitarian in design • Lettering: Choose a bold and simple type style and use it on all appropriate signs. • Color: o Choose tones with sufficient contrast to be clearly legible: dark on light or light on dark. o Choose subdued colors and dark tones in keeping with the Victorian tradition. Properly selected combinations of dark brown and green, black, off-white and gold are all appropriate. HPC Case No. 2019-05 HPC: April 17, 2019 Page 3 of 4 o Choose tones with sufficient contrast to be clearly legible: dark on light or light on dark. Staff finds the proposed sign plan conforms to the Downtown Design Manual as well as City Code Section 31-509, Sign Regulations. ALTERNATIVES A. Approve, whole or in part. If the proposed application meets the Downtown Design Review District standards, and the standards set forth for Design Permits, the HPC should move to approve Case No. 2019-05. Staff recommends the following conditions for approval: 1. Plans shall be consistent with those submitted to the Community Development Department and on file with HPC Case No. 2019-05. 2. Wall painting shall be done in a color to match the existing off-white façade. 3. Pin-mounted lettering shall be done in a fashion as to reduce impact to the structure. 4. Pins shall be directly set into a sign band or a rail painted to match the wall face. 5. All signs and lettering shall have an eggshell finish. 6. The projecting sign shall be painted metal, wood or composite; a vinyl background shall not be permitted. 7. The lettering on the projecting sign is encouraged to be dimensional. 8. The projecting bracket shall be painted black. 9. The projecting sign shall hang so that there is a minimum of 8’ clearance to the sidewalk. 10. Disturbance to the exterior wall face shall be done in a fashion as to prevent excess damage and water intrusion. All holes shall be filled and sealed. 11. All permanent signs shall receive a sign permit from the City of Stillwater prior to the installation of the sign. 12. The Heritage Preservation Commission shall permit no additional signage without first obtaining approval of an amendment to the multi-tenant sign plan. 13. All minor modifications to the plans shall be approved in advance by the City Planner. All major modifications shall be approved in advance by the HPC. Determination of the distinction between “major” and “minor” is defined in the Zoning Ordinance. B. Deny. If the HPC finds that the proposal is not consistent with the Downtown Design Review District standards, then the Commission may deny the request. With a denial, the basis of action is required to be given. Furthermore, a denial with prejudice would prohibit the applicant from resubmittal of a similar application for one year. C. Table. If the HPC needs additional information to make a decision, the request may be tabled to the following hearing. FINDINGS Staff finds that with certain conditions the proposed sign plan conforms to the zoning code and relevant area plans, including the Downtown Design Review District’s guidelines. HPC Case No. 2019-05 HPC: April 17, 2019 Page 4 of 4 RECOMMENDATION On the basis HPC Case No. 2019-05 conforms to the Downtown Design Review District standards, staff recommends conditional approval of the multi-tenant sign plan and associated signage at 124 2nd Street South. The City has preservation awards to individuals and organizations whose actions have furthered historic preservation efforts in the community. This year marks the 25th anniversary of the City’s annual awards program. Attached are a list of the awards given to date. Additionally, the following organizations annually seek nominations in the following categories: Preservation Alliance of Minnesota (PAM) Projects People  Adaptive Reuse  Advocacy  Addition/Expansion  Career Achievement  Archaeological Site/Protection  Community Effort  Education/Interpretation/Publication  Emerging Leader  Preservation Planning  Stewardship  Restoration/Rehabilitation  Sustainable Design  Main Street/Downtown Design Saint Paul Chapter of the American Institute of Architects (AIA)  Restoration/Rehabilitation/Adaptive Reuse of a historic building:  New construction in a historic district or neighborhood; new addition to a historic building  Historic landscapes and streetscapes: including cultural landscapes, comprised of plantings and the built environment, and designed landscapes such as cemeteries and parks.  Individuals: for an individual, professional or volunteer, who has made an excellent contribution to heritage preservation  Cultural Heritage: project, organization, or individual making a significant contribution to the recognition of the city’s cultural heritage  Vote of Confidence Award: given to a quality preservation-related project having difficulty  Organization and community education projects: for overall contributions to preservation, rather than bricks-and-mortar project  Stewardship: recognizes outstanding efforts towards the long term maintenance of a historic property or site The Commission should utilize these categories when reviewing 2018 projects (a list which is also attached) in relationship to 2019 awards. Additionally, the HPC may want to consider 2017-approved projects that were finalized in 2018. Therefore, staff has provided the 2017 and 2018 Case Reports as well as the history of awarded projects and individuals. The Commission will be asked to discuss and make decisions for awards in April; however, the Commission is welcome to discuss potential awards in May. Once the Commission has provided direction to staff, staff will prepare awards materials to be presented at one of the May City Council meetings.
