The City of Stillwater Parks and Recreation Commission will meet on Monday, Janaury 28, 2019,
at 7:00 p.m. in the Council Chambers of Stillwater City Hall, 216 North Fourth Street.

APPROVAL OF MINUTES
Possible approval of November 26, 2018 meeting minutes
Motion by Commissioner Nelson seconded by Commissioner Brandt to approve the
November 26, 2018 meeting minutes with changes as noted. Motion passed, 5-0.
OPEN FORUM
There were no public comments.
ACTION ITEMS
Settler's Glen HOA Request for Ice Rinks in Prairie Park
Public Works Superintendent Moore explained that the Settler's Glen HOA has request
that Ice Rinks be constructed in Prairie Park. This would consist of 2 rinks 1 for
recreational skating and 1 with boards for hockey. Commissioner Nelson had some
concerns about spending that much money on rinks in a park without good access for
the general public. Commissioner Nelson also questioned the need for rinks with
Northland Park just down Boutwell Road. Commissioner McGlynn stated he would like
to know what the HOA would be willing to contribute financially. Commissioner
Snellman requested that that the HOA be invited back to discuss with commission, all
commissioners agreed. Commissioner Nelson stated that need to look at the overall
need for parks. Commissioner Brandt agreed with that statement. Chairwoman Amrein
stated that she liked the ballfield. All commissioners agreed it would be helpful to have
an idea of what proposed projects are in the future and what costs would associated
with them. Public Works Superintendent Moore said that he would provide the 5 year
CIP at the next meeting and that he would contact the HOA and Invite them back for the
January meeting.
Motion by Commissioner Brandt, seconded by Commissioner Snellman to table the
discussion and invite the Settler's Glen HOA back to the January meeting for more
information. All in favor, 5-0.
Parks and Recreation Commission Meeting December 17, 2018
INFORMATION ITEMS
Council Representative Polehna noted that the Curling event is going forward for
January 19th and 20th. The City Council approved the 2019 Budget at their December
18th 2018 meeting. He is also working with MNDOT on lighting the bridge and
concourse.
Council Representative Polehna stated that he has been meeting with groups about the
need for a pool. Commissioner Brandt stated that there is a need for a regional pool on
the east side of the cities.
Commissioner Snellman raised some concerns about the speed and alignment of
Maryknoll at Myrtle. Public Works Superintendent Moore said he would bring it up at
staff level.
ADJOURNMENT
Motion by Commissioner Snellman seconded by Commissioner McGlynn to adjourn. All
in favor, 5-0. The meeting was adjourned at 7:48 p.m.

Re: Prairie Park Rinks
BACKGROUND
At the December 17th 2018 Parks and Recreation Commission meeting the Commission began a
discussion on a request from the Settlers Glen HOA to construct 2 rinks located in Prairie Park.
The discussion involved the cost of the rink, access for users, the proximity of Northland Park,

uses and users of the park and what financial commitment the HOA is considering. The
Commission requested a copy of the 5 year capital Improvement Plan for Parks which is
attached and a representative from the HOA come to the February meeting to discuss the
request. Ron Ambrose will bepresent at the meetingto discuss the proposal with the

commission and answer any questions. An estimate on the cost of constructing a Hockey and
Recreational rink at Prairie Park. The estimate is in the table below.

DISCUSSION
The City of Stillwater has not budgeted for this project for 2019. Options for the Parks and
Recreation Commission to consider would be: Budget for 2020, or use money from the Park
Dedication Fund. If the commission chooses to go forward with this project we would schedule
a neighborhood meeting to gain feedback from the residents.
RECOMMENDATION
The Parks and Recreation Commission should discuss constructing rinks at Prairie Park and
direct staff on how to proceed.

BACKGROUND
A group of Settler's Glen residents would like to have two ice rinks in Prairie Park. One
for hockey and the other for general skating. The residents brought the idea to their
Home Owners' Association and the HOA presented it to the City Council on November
13, 2018 together with a petition from neighbors. The City Council referred the request
to the Park Commission.
COMMENTS
The general location of existing improvements and the proposed ice rinks are seen on
Page 3. Other details of the request are provided in the attachment from the HOA.
Some general comments for consideration:
• The HOA would like cement as the base for the ice hockey rink. It could be used
for basketball or other sports during the summer.
• A warming house is hoped for,but not included on the site plan. A Morton
building was suggested by the HOA as a possible warming house. Pole
construction is no longer permitted in Stillwater,so though the sheet metal
exterior might be permitted, pole construction would not.
• Parking for the rinks is very limited. So,use of the rinks by anyone other than
neighbors would be difficult.
• Lights have been mentioned by the HOA, but no details have been shared. If
lights are proposed, they will have an impact on the homes that encircle the park,
and perhaps beyond. Consequently, a Special Use Permit is required for the
lights. All property owners within 350 of the lights would receive a written
notice of a public hearing. The Planning Commission would hold the hearing
and decide whether the use of lights should be allowed. Part of this discussion

will have to be whether Prairie Park is even eligible for lights,since according to
the City Zoning Code a park has to have a minimum of six acres to be allowed
lights. And it is arguable whether the park meets the intent of this standard. The
park proper is only 5.14 acres. (Area in light yellow below). Only with the
neighborhood trails leading into the park does it meet the minimum
requirement. The area outlined in blue below is 6.51 acres.
Prairie Park and Trails
• The HOA offered to help with snow removal on the rinks. And they offered to
man the warming house.
• The Settler's Glen HOA met early in December and one of their agenda items
was a discussion on possibly having ice rinks in Prairie Park. There were
questions from residents about the lighting, and how far the planning process
has progressed on the City level. There were also questions about who would
maintain the rinks both workwise and cost wise. But,apparently no one spoke
out against the rinks themselves.
• It should be kept in mind that all of Outlot F,Settler's Glen Second Addition(the
area outlined in blue in the graphic above)is encumbered by a drainage and
utility easement. The purposes for this easement will need to be researched to
determine if the proposed rinks and warming house are consistent with those
purposes.
REQUEST
The Park Commission is requested to discuss the concept of installing and operating ice
rinks in Prairie Park. Depending upon the level of support at the Park Commission and

subsequently the City Council, the Home Owners' Association will decide whether to
take the next planning steps.

BACKGROUND
Mark Guenther, Fenway Land Company,plans to develop two small acreage parcels on
Marylane Avenue North (8313 &8393 Marylane Avenue North) with a total size of 4.49
acres. The preliminary plat for the project, to be known as Marylane Meadows, shows 11
single family lots.
SPECIFIC REQUEST
The applicant has requested that the Park Commission review the preliminary plat for
park and trail purposes and forward a recommendation to the City Council.
EVALUATION OF REQUEST
The Comprehensive Plan shows neither trail,nor park land required to be developed on
the site. However, a trail segment across the property would be very beneficial. It would
connect the Settler's Glen trail system through the proposed subdivision and Rutherford
Station to the regional trails on Manning Avenue and the Brown's Creek Trail. This
would create a number of trail loops for the neighborhood. Therefore, at staff's

recommendation, an outlot is proposed to be platted and improved with the trail segment.
(See attachments for location details.)
The proposed trail is shown with a grass surface. But, this will need to be upgraded to
bituminous to match the trail in Settler's Glen.
The standard park and trail fee for this project would be due on 9 of the 11 lots. The
existing homes are exempt. The park fee for a single family home is $2,000 and the trail fee
is $500. Therefore, if no improvements were needed, $22,500 would be due for park and
trail fees.
However, if the Park Commission and City Council agree that the developer should
construct the trail segment, the developer's cost of building the trail (excluding land costs
for Outlot A) would be credited against the park and trail fee for the project. So, the
balance of the park and trail fee would have to be submitted to the City prior to release of
the plat from City offices for recording with Washington County.
RECOMMENDATION
City staff recommends requiring the development of a bituminous trail across the site and
requiring the balance of the park and trail dedication fee to be submitted to the City prior
to release of the plat from City offices for recording with Washington County.
